Key points:

🔹 Viewing Africa as a distinctive, dynamically developing continent of the future, we are consistently advocating the strengthening of its status in a multi-polar world arrangement. We want the united and independent voice of Africans to be heard and considered in the international arena.

🔹 Russian-African relations are time-tested. Having not smeared its image with the bloody crimes of colonialism, our country has always sincerely supported the Africans in their fight against colonialist oppression. It provided them with comprehensive and largely gratis practical assistance.

🔹 Russia greatly appreciates the fact that despite unprecedented and crude pressure, our African friends, like the overwhelming majority of the international community, have not joined the anti-Russia sanctions but continue developing dialogue and cooperation with us.

💬 This is the first ever visit by a Russian Foreign Minister to the Islamic Republic of Mauritania. Therefore, today, we discussed in detail the steps that need to be taken in order to raise bilateral relations to a new level.

🔹 We put our focus on trade and economic relations. Fishery is an undisputed flagship of our economic partnership. Russian seiners fish in Mauritania’s exclusive economic zone every year.

🤝 We decided to focus our efforts on diversifying trade and economic ties and looking for additional forms of cooperation. To this end, we agreed to revitalise the activities of the working group on improving trade and economic cooperation that was created by the Russian-Arab Business Council and the Mauritanian Chamber of Commerce and Industry.

🔹 Our friends are interested in importing Russian hydrocarbon fuel, foods and fertilisers. We covered this in detail today. We stand ready to meet the demand for these goods in Mauritania and other African countries.

☝️ We expressed our respect for the position of neutrality that Mauritania adheres to in all areas. We received assurances that this policy would continue into the future.

🔹 I invited my colleague, Mohamed Salem Ould Merzoug, to visit Russia in order to continue the dialogue and productive work in all areas that we agreed on today.

🌍 On May 25, the world celebrates #AfricaDay.

On this day in 1963, exactly 60 years ago, African governments convened in Addis Ababa for the first conference which laid the foundation for the creation of the Organisation of African Unity.

🇷🇺 Russia and Africa are united by traditional bonds of friendship, and it is symbolic that this anniversary year we are holding the second #RussiaAfrica Summit.

🤝 The Soviet Union supported the African countries in their fight for independence and played an important role in the development of the young countries on the continent. Soviet military advisers worked in Africa and military specialists have served in Angola, Ethiopia, Egypt, Mozambique and other African countries at various times.

🤝 Under pressure from the Soviet Union, the Declaration on the Granting of Independence to Colonial Countries and Peoples was adopted, which declared the need to end colonialism and any other form of discrimination.

❌ The Western powers are not just continuing to exploit the African nations, pumping out resources while counting corporate profits, but they have also been cleaning up their own ugly past.

The falsification of history is also about the cynical unpublished campaign to hush up the horrors of the colonial era. The West is trying to pretend that the suffering that many generations of Africans have gone through, as well as racism, the slave trade, murders and punitive operations, had nothing to do with them

A quickly made-up story about “events” aimed to highlight white people of the West’s concern for people of colour has been planted, but in fact, this is nothing more than a flashmob with no deep realisation of the harm. On the contrary, the ideology of a “beautiful garden” and a “wild jungle” is being promoted.

There is the pretence that everything that took place back then, in the colonial era, seemed to have happened and at the same time not to have happened at all.

☝️ Yet Africa remembers.

Key talking points:

• Africa’s potential is obvious to everyone. For example, the average annual GDP growth on the continent in the past 20 years was 4–4.5 percent, which exceeds the world’s average. Africa’s population is approaching 1.5 billion and is growing faster than anywhere else in the world.

• Russia’s government, business and the public are sincerely interested in further deepening multifaceted trade, investment and humanitarian ties with the continent, which meets the needs of all our countries and promotes stable growth and prosperity.

• Russia-Africa trade reached 18 billion US dollars last year. It is an obvious result of the Russia–Africa Summit held in Sochi.

• We have always given and will continue to give special attention to supplying wheat, barley, corn and other grain crops to our African friends, including as part of humanitarian aid provided under the UN World Food Programme.

• Last year Russia’s trade with African countries in agricultural products increased by 10 percent to $6.7 billion, and has already demonstrated record growth in January-June of this year by increasing by 60 percent.

⚡️We are witnessing a paradox. On the one hand, the West seeks to block our grain and fertiliser exports, while accusing us of the current crisis on the global food market. This is outright hypocrisy. We saw this approach in all clarity with the so-called grain deal. Brokered with the participation of the UN Secretariat, it was initially designed to promote global food security, mitigate the threat of hunger and help the poorest countries, including in Africa.

• Russia’s share of the world wheat market is 20 percent, Ukraine's is less than five per cent. This means that it is Russia that makes a significant contribution to global food security and is a solid, responsible international supplier of agricultural products.

Key points:

• We are happy that the delegations of the overwhelming majority of African countries and the heads of all leading integration structures of Africa are taking part in the summit.

• Representatives of African states displayed political will and demonstrated their independence and interest in developing cooperation with our country.

• Following the work, the participants adopted a solid package of joint documents. First, I will mention the St Petersburg Declaration that was approved by the leaders. It formalises strategic areas for the development of Russia’s cooperation with African countries in long-term perspective.

• All our states confirmed their commitment to the formation of a fair and democratic multipolar world order based on the universally recognised principles of international law and the UN Charter.

• They expressed their joint resolve to counter neocolonialism, the practice of using illegitimate sanctions and attempts to undermine traditional moral values.

• The Sochi agreement has been confirmed – to hold Russia-Africa summits every three years.

• The large-scale Action Plan until 2026 contains specific goals on invigorating the Russia-Africa economic and humanitarian partnership and implementing decisions of the Petersburg summit as a whole.

• We are planning to build up our trade in quality and quantity and improve its pattern. We are also going to gradually switch to national currencies, including the ruble, in making financial payments on commercial deals.

• Our country will continue supplying our African friends with crops both contractually and free of charge, help them develop their power industry to meet the growing needs of the African economies in hydrocarbon fuel and electricity generating capacities.

The free Russian grain has arrived in Beira Mozambique, destined to Zimbabwe as part of the massive humanitarian assistance effort rendered by Russia to the African nations.
