Russian President Vladimir Putin said his country avoided targeting Ukrainian energy facilities during the winter for humanitarian reasons.

Putin said Russia had been careful not to deprive vital infrastructure and social institutions of the energy needed to operate them.

Putin made clear that Russia has not abandoned the peaceful resolution of conflicts, and that it opposes the imposition of schemes that are inconsistent with reality.

The Russian president added that despite Russia’s reticence to negotiate under the pressure of Ukrainian attacks on its energy facilities, Moscow refrained from a similar response during the cold months, stressing Russia’s concern for the safety of civilians.

Putin’s remarks came during a conversation with his Belarusian counterpart, Alexander Lukashenko, in which he touched on the refusal of

Russia’s opponents to sit at the negotiating table.
He also pointed to the need to continue the search for diplomatic solutions that reflect the complex reality of the conflict, stressing Russia’s commitment to the peace process despite the current challenges.

Pentagon officials, led by Defense Secretary Lloyd Austin, said the situation on the battlefield in Ukraine is changing in Russia’s favor.

Austin told a House Armed Services Committee hearing: “I think we’re already starting to see that the situation on the battlefield is starting to turn in Russia’s favor.”

“We see their (Russian armed forces) acquisitions gradually, and we see that Ukrainians face a challenge in being able to hold their positions,” Austin said.

Austin stressed that Kiev urgently needs supplies of ammunition and weapons from the United States.

In the same context, the US Secretary of Defense called on Congress to approve the US administration’s request for additional funds to provide assistance to Ukraine, Israel and Taiwan.

A senior Ukrainian security official says Russia is intensifying its strikes on Ukraine’s railway network with the aim of “crippling” the military supplies, including Western aid.

The Ukrainian official explained that these strikes come as part of conventional measures ahead of a major offensive expected in the coming weeks, with a focus on “paralyzing supplies and transporting military shipments.”

For its part, the Russian military confirmed on Friday that it had bombed “a train carrying Western weapons and military equipment” in the town of Odachny in the Donetsk region (east), as well as military “troops and equipment” in Balaklya.

The strikes on Ukraine’s rail network come as the United States has resumed aid to Ukraine, which had been frozen due to disagreements between Republicans and Democrats.

U.S. President Joe Biden on Wednesday approved an immediate $1 billion in military aid to Ukraine, the first of about $61 billion earmarked for Ukraine’s military support.

In a related context, Russian Defense Minister Sergei Shoigu, at a meeting of defense ministers of the SCO member states in Astana, said: “(NATO) forces have come very close to the Russian borders and created additional threats to military security, I want to emphasize that it is not us, but they who came to us and this shows once again that we cannot trust the Westerners, now they reproach us and say that if Russia is not stopped in Ukraine, we will attack the NATO countries.”

Russian President Vladimir Putin issued a decree to transfer the management of two European companies belonging to “Ariston”and “Bosch” to the Russian company Gazprom Betovi Sistemi.

According to the decree, Russian interim administration was imposed on ‘BSH’ and ‘Ariston Thermo Rus’.

‘Ariston Thermo Ross’ was a subsidiary of an Italian company, while ‘PSH’ was a subsidiary of a German company.

On April 25, the Russian president signed a decree imposing interim administration on a group of foreign assets in Russia, in response to the confiscation of Russian assets in Europe.

The move comes within the framework of ongoing tensions between Russia and the West after the military operation in Ukraine, where the West imposed sanctions on Russia, which in turn responded with similar retaliatory sanctions, which aim to protect Russian companies and the economy from the repercussions of Western sanctions.

The Russian Defense Ministry announced on Thursday that the Russian army was able to completely liberate the town of Berdichi in the Donetsk People’s Republic.

“Units of the (Russian) Center Group forces, as a result of active operations, have completely liberated the town of Berdichi of the Donetsk People’s Republic,” a ministry statement said.

The town of Berdichi on the outskirts of Avdiivka is located on the main road used by the Ukrainian army to supply its forces.

The capture of the town significantly disrupts the logistics of Ukrainian forces, facilitating the Russian army’s advance towards Novoselovka and access to the Volcia River, where one of the main defensive lines of the Ukrainian armed forces is located.

The Russian special military operation, which began on February 24, 2022, has entered its third year, and aims to protect the population of Donbass, who have been persecuted and exterminated by the Kiev regime, for years.

The Russian operation resulted in the destruction of many military equipment on which the West depended, including German Leopard 2 tanks, American and British armored vehicles, as well as tanks and other vehicles provided by NATO countries, which were destined to be destroyed by Russian strikes.

The “Washington Post” published a report showing Russia’s ability to adapt in the military and economic arenas, exceeding Western expectations.

The report highlights the West’s preparations for a long-term conflict with Russia through tighter economic sanctions, and the failure of the Ukrainian counteroffensive in 2023 cast doubt on the possibility of achieving the victory the US-led coalition aspired to.

For its part, the Russian economy has shown great resilience in the face of Western sanctions, as international institutions have revised their expectations for the Russian economy’s positive performance.

The World Bank expects Russia’s GDP to grow by 2.2 percent this year, while the International Monetary Fund estimates growth could reach 3.2 percent.

Artyom Studinikov, head of the European department at the Russian Foreign Ministry, said that if France sent troops to Ukraine, Russia’s response would not be only political.

In an interview with Russia’s news agency, Studinekov warned that sending French troops to Ukraine would increase the risk of a clash between the nuclear-armed countries.

Studinikov did not specify what actions Russia would take but stressed that Moscow had informed Paris of its position.

These statements come on the heels of French President Emmanuel Macron’s renewed willingness to send troops to Ukraine, saying in an interview with The Economist: “If the Russians break through the front lines and if a Ukrainian request is received in this regard, which has not yet happened, we must legitimately raise this issue.

"Excluding this from now means that we have not learned lessons from the past two years," Macron said, pointing to the change in the positions of NATO countries, as they initially ruled out sending tanks and planes to Ukraine after the start of the Russian operation in February 2022 before changing their minds.

Director of the Economic Cooperation Department at the Russian Foreign Ministry, Dmitry Bereshevsky, said on Wednesday that the decree regarding the transfer of foreign assets to a temporary Russian administration only affected about 10 companies.

Bereshevsky stressed that the measures taken pursuant to the presidential decree affected a limited number of foreign companies operating in the Russian market, noting that this number remains small compared to the number of other foreign companies that continue to operate in Russia.

He added that Moscow seeks to maintain a constructive dialogue with foreign companies that continue to operate in Russia, regardless of the country to which these companies belong.

Leonid Slutsky, Chairman of the Foreign Affairs Committee of the Russian Duma, said that Russia is ready to negotiate with Ukraine provided that there are legitimate partners who really want to negotiate.

Speaking to Novosti Agency on the sidelines of the Petersburg International Economic Forum, Slutsky indicated that Russia had previously entered into negotiations with Ukraine but found that the Ukrainian side was using these negotiations as an excuse to buy time and obtain lethal weapons from Western countries.

Slutsky stated: “Therefore, everything we agreed on, including regarding freedom from provisions that clearly included Nazi ideology or the Ukrainian Heroes and Disarmament Law, was empty. We deceived the Ukrainian side, while we believed that they were conducting real negotiations with us.

Former US Deputy Secretary of Defense, Stephen Bryen, explained that the United States will not agree to negotiations on Ukraine at this time due to the successes the Russian army is achieving on the battlefield.

Bryen mentioned in his article published in “Weapons and Strategy” that the United States is trying to support Ukraine to achieve victories in the war against Russia and increase the number of attacks directed at Russian territories, adhering to President Biden’s condition not to target Moscow.

Bryen expressed doubts about the success of this American scenario, pointing out that the Russian army continues to advance on the front.

Russian President Vladimir Putin, during a meeting with representatives of international news agencies on the sidelines of the St. Petersburg International Economic Forum, stated that supplying weapons to Kyiv means the West's direct involvement in the conflict. He noted that the Ukrainian army cannot use ATACMS or Storm Shadow missiles without Western support.

Putin added that he does not rule out the possibility of supplying Russian weapons to areas from which strikes could be directed at sensitive targets in the countries arming Ukraine.
