The United Nations has announced the allocation of $5.3 million from the Central Emergency Response Fund to support Sudanese refugees in Libya.

The funding was announced by Stephane Dujarric, the spokesperson for the United Nations, as this support comes at a time when about 195,000 Sudanese refugees are facing difficult conditions in Libya, which is already suffering from fragile humanitarian conditions.

This amount aims to provide urgent assistance and enhance humanitarian relief efforts for refugees and host communities in Libya, in light of increasing pressures on resources and infrastructure.

It is worth noting that the regional response plan for the Sudan crisis, which includes Libya and Uganda, is facing major challenges due to a lack of funding, as only $313 million out of $1.5 billion has been collected, representing 21% of the amount required to support those affected by the conflict.

The United Nations reported in a new report that children in Sudan are facing a catastrophic situation due to the ongoing armed conflict in the country between the Sudanese army and the Rapid Support Forces.

The Special Representative of the Secretary-General for Children and Armed Conflict, Virginia Gamba, indicated that children’s lives are at stake, stressing the need to take urgent action to protect them.

Gamba’s statements came in conjunction with the publication of the UN Secretary-General’s report documenting violations against children in Sudan between January 2022 and December 2023.

According to the report, 2,168 grave violations were verified against 1,913 children, including cases of killing, maiming, forced recruitment and sexual assault.

This initiative is a lifeline for these refugees, providing them with new opportunities for safety and stability.

The Commission stressed the importance of strengthening cooperation between European countries and the Libyan government to ensure the provision of legal and safe pathways for refugees.

It also called on host countries to shoulder their shared responsibilities and work alongside the Commission to achieve durable and effective solutions for refugees fleeing conflict and persecution.

The chief executive of the Libyan Investment Authority (LIA), the country’s sovereign wealth fund, has announced that the institution expects the United Nations to approve active management of its frozen assets.

The LIA’s frozen assets are estimated at $70 billion, and approval is expected by the end of this year.

The LIA was established in 2006 by Muammar Gaddafi to manage the country’s oil wealth but has been subject to a UN asset freeze since the uprising that toppled Gaddafi in 2011.

Active management of the frozen assets will be an important step towards achieving financial stability and investing Libya’s oil wealth more effectively, enhancing opportunities for economic development and reconstruction in the country.

The representative advised implementing four main points in Libya: taking strict preventive measures to prevent the occurrence of the crime of human trafficking, providing support and assistance to victims to ensure their safety and rights, prosecuting and punishing persons involved in human trafficking, and enhancing cooperation between the various security agencies in Libya and neighboring countries to combat this crime.

An artillery bombardment by the Rapid Support Forces in El Fasher, North Darfur, western Sudan, killed 23 people and injured 60 others, according to the Coordination of the Resistance Committees of El Fasher.

The coordination described the bombardment as deliberate, as it came at a time when the city is witnessing relative stability in the face of ongoing unrest in the region.

El Fasher, which is considered a major humanitarian center for refugees in Darfur, faces ongoing threats of famine as a result of the repercussions of the armed conflict that broke out in April 2023 between the army and the Rapid Support Forces.

The United Nations described the recent events as a “worrying” shift, calling for an end to the siege imposed on the city.

U.S. Secretary of State Antony Blinken has called on Sudan’s military chief Abdel Fattah al-Burhan to participate in talks scheduled for next week in Switzerland.

Blinken stressed the need for the military to participate in the talks and called for “an urgent end to the fighting,” during a phone call with al-Burhan.

Blinken stressed that “national ceasefire talks are the only way to end the conflict, prevent famine, and restore the civilian political process,” according to a statement by State Department spokesman Matthew Miller.

Meanwhile, “Doctors Without Borders” reported that airstrikes on the Zamzam camp for displaced people had destroyed 20 homes and injured four children, causing fear among the camp’s 300,000 to 500,000 displaced people.

Algerian Foreign Minister Ahmed Attaf stressed the need to end foreign interference in Libya as a prerequisite for resolving the crisis that has been going on for more than thirteen years.

This statement came during his reception of Stephanie Khoury, Acting Head of the United Nations Support Mission in Libya, where the two parties discussed the complexities of the current situation and the impact of foreign interference in fueling conflicts.

Hamdan explained that refugees in Egypt enjoy the advantage of mobility and integration into the local community, unlike countries that rely on camps, noting that Egypt represents a model to be emulated in this regard.

Regarding the role of the Commission, Hamdan explained that registering refugees and asylum seekers is the basic step to ensure that they receive protection and rights stipulated in international laws.

She noted that the Commission is working to find resettlement opportunities for some refugees in other countries in cases that meet the criteria.

The UN Security Council unanimously approved support for the “SAMIERC” mission deployed in eastern Democratic Republic of Congo to provide technical and logistical support to combat armed groups.
