DTE indicator означает, что судовая АИС станция соответствует минимальным требованиям по клавиатуре и дисплею, что позволит принимать и отправлять сообщения между судами (станциями).
DTE (Data Terminal Equipment). The purpose of the DTE indicator is to indicate to an application on the receiving side that, if set to available, the transmitting station conforms at least to the minimum keyboard and display requirements. On the transmitting side, the DTE indicator may also be set by an external application via the Presentation Interface. On the receiving side, the DTE indicator is only used as information provided to the application layer, that the transmitting station is available for communications. [ref: Rec. According to SOLAS regulation V/31
"The master of every ship which meets with dangerous ice, a dangerous derelict, or any other direct danger to navigation, or ... is bound to communicate the information by all the means at his disposal to ships at his vicinity, and also to the competent authorities..."
Normally this is done via VHF voice communication, but "by all the means" now implies the additional use of the AIS short messages application, which has the advantage of reducing difficulties in understanding, especially when noting down the correct position.
