The honorable Mr. Javaid Rehman, the UN Special Rapporteur on Human Rights
The situation of the prisoners has a sad story and the conditions of the prisons in Iran under the rule of the Islamic Republic are very deplorable. Human rights have no meaning in the Islamic Republic, and the rights of no human beings are respected in Iran under this rule (whether outside or inside prison).
The administration of prisons is not based on a scientific and correct system and organization, so the correction and education of the criminal person seems unnecessary. Without any doubt, our prisons’ conditions are awful and cannot be compared to European or even Turkish and Lebanese prisons.
Human rights in Iran are very weak and only talked about on paper. All that is talked about under the title of protecting the prisoner, when leaving the prison of course, is just political propaganda for the government.
Sick, penniless and without-caretaker prisoners commit crimes even in prison.
The rights of prisoners regarding having lawyers, psychologists and psychoanalysts are being constantly talked about; however, no visible effect is observed in practice. People become more corrupt and criminal after they serve.
Prisons in Iran are totally managed by the police and military and are dependent on security and law enforcement institutions. The prison staff consisting of guard officers and constables who have no expertise in keeping prisoners, distribute drugs among the prisoners, and consider the prison as a means of distribution and income. The material rights of prisoners and, by extension, political prisoners, such as housing, health, medicine, treatment and nutrition are not in accordance with the minimum standards. Concerning the living conditions in the prison cells, such as light, proper ventilation, heat, and hot showers, no conformity can be seen even with the measures set forth by Islamic Republic’s own Ministry of Health and Medical Education.
It is not possible to take a bath and shower in such a way that a prisoner needs to, and according to seasonal and geographical conditions. The prisoners suffer from many diseases due to bathing in cold water.
In some prisons, it is possible to take a shower every two weeks, and I think it is necessary to mention that in the 21st century, for taking a shower, we put a bucket of water under the heat of the sun to heat it up and use it for bathing.
Mental and environmental health and proper psychiatric and dental services, are not available to the prisoners. The quantity and quality and the way of food preparation and distribution, the hygiene and cleanliness of the prison are facing many problems.
Most of the prisoners are depressed, and most notably the prison psychologist encourages them to commit suicide or to sell their body parts to solve their financial problems while the person in charge of ‘protection’ constantly threatens and intimidates the prisoners in various ways.
The agents of the government interrogate the prisoners like inquisitors did and force them to perform Muslim religious ceremonies. Attending and participating in the religious rituals of Muslims is pre-requisite to using the phone and meeting the family.
The food program of prisons is poor and does not contain enough vitamins and calories. Inadequate treatment facilities and the unavailability of doctors and nurses in the country's prisons, especially Kermanshah prison, have caused that if a person falls ill, there is no necessity and urgency regarding his treatment.
The judicial system of the Islamic Republic does not refrain from any punishment that endangers the physical and mental health of the prisoner. They use various methods of harsh, painful and offensive punishments such as chaining, handcuffing, binding, insulting, cursing, etc.

Different places of the prison are not disinfected in cases of appearance of insects or the occurrence of epidemics and the spread of viruses and seasonal and local diseases. Snakes, scorpions and all kinds of insects, locusts and cockroaches have been seen many times in the prisons of Kermanshah, Qarchak-e Varamin, and Adel Abad-e Shiraz.
According to Article 32 to 39 of the Constitution of the Islamic Republic, the following have been taken into account:
• the prohibition of arbitrary detention of persons,
• the prohibition of arbitrary deportation of persons,
• the right to sue,
• the right to have a lawyer,
• the principle of legality of crime and punishment,
• the principle of acquittal or the hypothesis of the innocence of the accused under torture and physical abuse in order to obtain a confession, or force persons to taking an oath or testifying,
• and finally, prohibiting insulting the honor and dignity of someone who has been arrested, detained or imprisoned according to the law.
However, these cases do not correspond in any way with the behavior of the agents of the Islamic Republic, including the judicial system, interrogators, judges issuing judgments, judges executing sentences and, accordingly, the prison system in Iran.
None of the above officials act independently in the implementation of their duties and perform under the pressure of intelligence and security institutions. For example, a prosecutor in Iran's judicial system is a typewriter for executing the orders of intelligence and security institutions.
I, Soheila Hejab, and many other political prisoners have been arrested several times, unfairly and by resorting to force, intimidation and threats to myself and family members, extensive detention of our relatives, and pressure from security institutions.
We have had long, terrible and inhumane interrogations. We have been beaten many times by various judicial agents in Iran and I have personally suffered a lot of mental, psychological and physical injuries. I have been mentally and physically tortured, my whole body is bruised and my hair has been pulled out. While handcuffed, punches, kicks, stun guns, and batons dragged me to the point of death.
Due to the impact of the taser on my heart, I suffered heart damage, and due to numerous food strikes to assert my rights and the rights of others, and the poor conditions in Iran's prisons, I suffered kidney problems.
Because of the mental and emotional pressures of the intelligence interrogators of the Thar-allah army, I have suffered frequent nervous and heart attacks. I came to prison with a healthy body, but now I am suffering from a collection of diseases.
The human and civil rights of me and many political prisoners have been violated, the right to have furlough has been taken away from us. I and many political prisoners have lost our first-class relatives many times in these prisons, but we were not allowed to attend their funeral and mourning ceremony.
My mother has lost the sight in her left eye because of her motherly feelings and watching me endure my cruel imprisonment with crying and stress.
In different provinces of the country, many cases have been made against me, I have experienced many prisons in the country, I have spent long and painful solitary confinements without any audio or video equipment, without books and newspapers, in darkness and loneliness.
I have been threatened with death many times by the intelligence and security institutions, and because I left the sexual desires of the interrogators of the IRGC Intelligence Organization unanswered, I was harassed like this.
Human rights in Iran have no meaning under the rule of the Islamic Republic, the majority of Iranian people do not like these rulers and in reality, do not accept the government of the Islamic Republic.

The Islamic Republic rules the people by resorting to force and killing defenseless people, relying on cannons, tanks, guns, missiles, sticks, clubs, chains, handcuffs, and tasers. It plunders their wealth and spends it on regional terrorism and falsely and hypocritically claims to be the agent of the people in the puppet media under his command and direction.
Iranian people wish the fall and overthrow of the tyrannical government and the establishment of a democratic government that recognizes their civil rights and makes all efforts for the happiness and well-being of the people and establishes friendly and peaceful relations with all countries near and far.
Don’t forget the people of Iran and be with them. Sooner or later the anger of these people will uproot this illegal and illegitimate government and the people of Iran will not forget who were by their side on that day.
I ask you and all human rights activists everywhere on the planet to take measures to control or stop the brutality of the agents of the Islamic Republic of Iran.
