阿富汗恐怖組織伊斯蘭國於呼羅珊省的分支(ISIS-K)在近期上傳的一部時長48分鐘的影片中，聲稱解放中國的維吾爾人是他們最偉大的目標之一。在該影片發布的前一天，該組織發行了一份長達117頁的宣傳小冊子，針對中國、中國與塔利班的關係以及中國對維吾爾穆斯林的人權侵犯進行了抨擊。

據《美國之音》的報導，該上傳影片中展示了其兩名成員為2022年12月12日在阿富汗首都喀布爾針對由中國人運營的桂園酒店發動恐怖襲擊做準備的畫面，並大言不慚表示：「我們不僅要起來殺害中國異教徒，還要確保東突厥斯坦的所有穆斯林獲得幸福和自由，這是我們最偉大的目標之一。」
