人權組織Safeguard Defenders 一份報告指出，中國於世界各地原來設有「警僑事務海外服務站」，意即中國於海外的「警署」。

當中遍佈歐美， 以英國為例，則設有3個，分別為位於倫敦及格拉斯哥，而單計加拿大多倫多更多達3個，美國紐約亦有一個，總共30個。

Safeguard Defenders表示，雖然未有證據證明上述「海外警署」有騷擾海外的人權份子，但曾有西班牙的案例反映，中國警方把受通輯的男子帶到「海外警署」上，與中國淅江當地執法部門視像對話，而受通輯男子的家人則坐於執法部門人員身旁，情況等同威脅。
