人權組織Safeguard Defenders 一份報告指出，中國於世界各地原來設有「警僑事務海外服務站」，意即中國於海外的「警署」。

當中遍佈歐美， 以英國為例，則設有3個，分別為位於倫敦及格拉斯哥，而單計加拿大多倫多更多達3個，美國紐約亦有一個，總共30個。

Safeguard Defenders表示，雖然未有證據證明上述「海外警署」有騷擾海外的人權份子，但曾有西班牙的案例反映，中國警方把受通輯的男子帶到「海外警署」上，與中國淅江當地執法部門視像對話，而受通輯男子的家人則坐於執法部門人員身旁，情況等同威脅。

港移民鄒至蕙當選多倫多市長 曾悼六四聲援支聯會 支持反修例運動

加拿大多倫多市長選舉結果揭曉，66歲的鄒至蕙（Olivia Chow）成功當選，她在香港出生，13歲隨家人移居加拿大，1991年至2005年擔任市議員長達14年，2014年首次競逐多倫多市長落敗。2019年她呼籲國會議員就香港反修例運動發聲。2021年她在Facebook發文，批評港府禁止每年也舉行的悼念六四活動、關押組織者，更呼籲多倫多市民為無法紀念六四的人燃點一燭光。

鄒至蕙能說流利粵語，近年多次就香港議題發聲，反修例運動爆發後，鄒至蕙在2019年11月曾呼籲國會議員對香港現況發聲，尤其香港面對嚴重的人道危機，又寄語外長挺身向中國及香港政府表達重視人權、民主及自由的普世價值。

當時鄒至蕙認為示威人士提出五大訴求，其中一項是成立獨立調查委員會，形容這選項得到大部分港人支持，但港府置若罔聞，認為做法難以令人信服。她更建議國會提出香港議題，甚至是「禁止本國出口監控系統予中國等極權國家」的法案。

除了關注反修例運動，鄒至蕙多次關注六四議題，例如2019年她在社交網站Facebook分享一段新修復關於天安門屠殺的影片，並邀請市民在6月4日參加六四的座談會。
