曾參與代理12港人案的內地前律師任全牛表示，他所在的河南軌道律師事務所被當局強制要求解散。
據任全牛稱，他們早已預料到情況發生，所以自去年開始，一直向當局申請要求新增一名合伙人，但鄭州市司法部門多番拒絕辦理手續。任全牛被釘牌後，他們再申請新增合伙人，但當局都依然不受理。
任全牛批評：「他們不懷好意已經很久了，現在就是要非法（解散我們），我們依法要求補，他們不給我們補，還要求解散。」
任全牛指，如果目前不按照當局要求解散律師事務所，其他律師很可能無處容身，最終以超過法定期限無人接收為由，吊銷他們的律師執照。
