團隊周一（18日）提交中期報告，批評中國地方和國家衛生部門，原本可以在去年一月更有力地實施公共衛生措施，一月底一些國家出現新冠確診病例時，都應立即實施公共衛生控制措施，但實際情況並非如此。報告直指世衛力量不足，在驗證疫情報告、判斷是否造成大流行以及部署資源遏止疫情方面，能力「嚴重受限」，令人震驚。
