Carrie Lam is No Match for Ho Iat-seng

Excerpt: Carrie Lam's care for the Beijing government's and mainlanders' attitude could be the reason for her refusal to ban mainlanders' entrance to Hong Kong, which will effectively contain the virus. By the time when she was willing to take action, all she has done was just to get the permission from the mainland government to suspend the Individual Visit Scheme and close a few ports. Ho Iat-seng has completely outperformed Lam in taking these measures. He has already made an agreement with Zhuhai government to ban people on fever to commute between the two cities. Then, on top of banning Hubei people's entrance to Macau, he repatriated those were in Macau back to the mainland.

The fundamental reason why Ho Iat-seng's performance in terms of the prevention of Wuhan Pneumonia has far outperformed Carrie Lam, is that he understood Special Administrative Regions (SARS, namely Hong Kong and Macao) could execute their high level of autonomy and flexibilities under the 'one country, two systems' framework. At the same time, he understood that the prevention of SARs to become infected regions would be beneficial to China on the whole.

While Carrie Lam was very cautious when it came to issues related to Mainland China, being afraid to make any mistakes or to upset Peking. Ironically, such attitudes have created big troubles.

Proposal Passed in District Council to Stop Inviting PRC Officials From Hong Kong Liaison Office to Funding Activities

The Central and Western District Council in Hong Kong have passed a proposal to stop inviting PRC officials from Hong Kong Liaison Office to funding activities. The proposal was raised by Kam Nai-wai, a founding member of the Democratic Party and also a District Councilor. The discussion took place during the second finance committee meeting on March 12, 2020.

Pro-democracy district councilors questioned that the participation of PRC representatives in local activities could be an act to infiltrate the community. They mentioned that organization should not used regional funding activities to show their political loyalty.

District Officer representing the Hong Kong SAR Government Susanne Wong has repeatedly refuted the district member’s opinions on this issue, arguing that they should not be restricting guest invitation. The officer claimed another discussion with the Home Affairs Department is necessary and said that “guest invitation should not be in the scope of discussion within the district council meeting”.

She further stated that “(she) cannot see how the Hong Kong Liaison Office is intervening with the autonomy of Hong Kong”.

Beijing law professor warns: the later national security laws enacted, the greater the price to pay

Even before the dust has settled around the Anti-Extradition Law Amendment Bill (ELAB) movement, the pro-Beijing camp has once again revived the contentious issue of enacting national security laws as constitutionally obligated under Article 23. Rao Geping, former member of the Basic Law Committee and professor at Peking University Law School, described the movement as hindering the progress of “One Country, Two Systems”. He also stated that the longer Hong Kong takes to fully enact national security legislation, the greater the price it would have to pay, and the greater the necessity of direct intervention by the state. He added that it was necessary to improve the mechanism by which China currently administers Hong Kong’s autonomy, which includes the monitoring of whether legislative work violates Basic Law, and regulation of the central government's right to review bills before they are tabled.

The #UK Government’s new global human rights regime will see the introduction of ‘Magnitsky-style’ sanctions. The legislation will soon be placed before parliament. Such sanctions will allow the UK to impose restrictions on those individuals responsible for egregious human rights abuses across the world. This may include imposing sanctions on senior police and administration figures in Hong Kong, to protect the rights and safety of #Hongkongers as well as the #autonomy and #freedom of its people.

China's Strategy for Hollowing out Hong Kong

Chinese #authoritarianism finds its chance to tighten grip on Hong Kong as the world being preoccupied with the current pandemic. Despite the full city scale protest caused by forcing National Security Laws in 2003 and 2019, Beijing is determined to push Article 23, a legislation aiming to bring protestors to their knees, with a multi-layer strategy of disguising, isolating, and suffocating. To avoid backlash from the international community, Beijing fabricates a narrative using anti-terrorism as the keyword. The narrative is backed by pro-government scholars as early as 2014. This move is further combined with isolating pro-democracy candidates from legislature by requiring their full support to the Basic Law, which involves not only objecting independence and abide provisions down to every word, but also having his/her intention interpreted by Beijing for qualification, resulting in a completely dictated pool of candidates. In the suffocation endeavor, the government enfeebles civil rights by frequently abusing law enforcement at a small scale. Improper arrest, police violence, combined with employment punishment rapidly desensitize the public without attracting international attention and can soon rip away Hong Kong’s #autonomy and #freedom. This boiling frog effect had successfully pushed China’s agendas during past years and is only recently confronted by awaken Hong Kongers to their new reality.

The resistance in response relies on Hong Kong’s transparency and economic importance to make their last stand. On the “international frontline”, the protestors distinguish the movement from terrorism and bargain a revocation on Hong Kong’s special entity status if China crosses the red line.

The boiling frog strategy is so effectively played the Beijing’s regime that one can hardly find a trace until the water starts to boil. In the case of Hong Kong, who would have noticed the misfortune of a few unknown citizens before they bathed in tear gas? Similarly, until Blizzard banned players for shouting out “Free Hong Kong”, who would have thought some Chinese investment can now let western big names to censor unfavorable voices? Look back to China’s expansion during the past years, it is not hard to find patterns of the like of Hong Kong. Those who would not cooperate with China’s agenda would be forced out of its game. The time of "One Country, two system" is dead!

Despite a short-lived protest from the democrats, Pro-Beijing camp's favourite Starry Lee of the DAB party has been elected House Committee Chairperson of the Legislative Council, winning an overwhelming majority of the votes. It is evident that the local legislation and even elections within the legislature have been interfered with by the central government in #Beijing , which keeps ignoring its part of commitment stipulated in the Sino-British Joint Declaration. It is yet another sign of the demise of ‘One Country, Two Systems’.

Chinese officials have announced plans to impose sweeping new controversial laws on Hong Kong after last year's pro-democracy unrest, the implications of which activists say could be "deadly dangerous" and a "knockout blow" to the "one country, two systems" principle.

The controversial National Security Law would ban secession, foreign interference, terrorism and all seditious activities aimed at toppling the central government and any external interference in the former British colony. The Chinese government thinks that it could silence Hongkongers’ voices by force and fear, yet it does trigger their anger to a greater extent. Also, it thinks that Hong Kong could bring them lucrative economic benefits and could be easily controlled as mainland.

However, it doesn't understand that the real causes of Hong Kong's success are Hongkongers' diligence and creativity, the Laissez-Faire policy, and the rule of law. There is close economic relation between Hong Kong and other countries due to its stable economy and successful judiciary system. Thus, international companies trust that Hong Kong is a reliable place to be invested in.

In fact, mainland China used Hong Kong as a springboard to connect the world in the past. However, China's interference with Hong Kong's local affairs has caused Hong Kong economic growth dropped sharply, as such global companies have been starting to quit the market of Hong Kong since the city’s #freedom and high degree of #autonomy are being eroded.

Although Hongkongers are facing creeping meddling brought from authoritarianism, Hongkongers will not give up. It is because Hongkongers receive supports from all over the world and they know that they are not left behind.

“I don’t know what it is, because nobody knows yet. If it happens, we’ll address that issue very strongly”, said Donald Trump. “We demand the Canadian government and the international community to immediately revoke Hong Kong’s special administrative status. We must consider Hong Kong’s democratic future outside of the confines of the One-China fantasy”, Alliance Canada Hong Kong states.

Therefore, we Hongkongers are not afraid of the #tyranny. We keep fighting against the unfair system and fighting for what we deserved -freedom. The resilience of #Hongkongers shall not be underestimated because we are water. We shall not stop our protests and revolution - not until we win.

China lost patience over Hong Kong

The central government is exploiting the right of Hong Kongers at an alarming rate, interferencing local legislation and “the high degree of autonomy”. Chinese officials have announced plans to impose controversial laws in Hong Kong, the implications of which activists say could be "deadly dangerous" and a "knockout blow" for Hong Kong's one country, two systems deal with China.

Hong Kong’s autonomy was guaranteed under the “one country, two systems” principle enshrined in the 1984 Sino-British joint declaration. Yet, 186 law and policy leaders from UK said the proposed laws are a “comprehensive assault on the city’s autonomy, rule of law and fundamental freedoms” and “flagrant breach” of the Sino-British Joint Declaration. Despite being blamed for the pandemic, China is using the coronavirus crisis as a distraction to push through its geopolitical aims. The international community should not trust Beijing to keep its word when it comes to Hong Kong, people will be reluctant to take its word on other matters. The only hope of Hong Kongers might be from international helps, especially, Britain's.
Chris Patten, the last governor of the former British colony, mentioned China has betrayed the people of Hong Kong, and the UK has a moral, economic and legal duty to stand up for them. He also suggested Hong Kong residents with British national (overseas) passports (BNO) should be allowed to settle in the UK. The number of applications of #BNO has increased sharply since 2019. Hong Kongers have no faith in the #tyranny government.

Boris Johnson’s spokesman said on Friday that the prime minister and his government were monitoring the situation, and that as a party to the joint declaration the #UK was committed to the upholding Hong Kong’s #autonomy and respecting the one country, two systems model. And that could be the only hope for Hong Kongers to shirk the authoritarianism. Yet, even #immigration can help some of the Hong Kongers, the root cause has not been solved. As a Hong Konger, I wish that Britain could take a part in our situation as what Chris Patten mentioned and willing to give a hand to us.

British Embassy in China Rebuts Beijing’s Allegations Against BNO that the Immigration Policy has Always been Transparent, even Chinese can also Apply for Naturalisation

The UK announced earlier that Hongkongers who hold BNO passport can apply for a five-year visa from late January this year, then they can apply for British citizenship for staying another year. However, the Chinese Ministry of Foreign Affairs criticised that this announcement violated the Sino-British Joint Declaration. The British Embassy in China criticised spokespersons of China Zhao Lijian and Wang Wenbin in a document on Jan 21 that China is the party to violate the promise due to the Minato National Security Law implementation. If China does not recognise BNO, it will directly break the commitment of the Sino-British Joint Declaration.

Regarding a statement issued by the Chinese Foreign Affairs Ministry, the Sino-British Joint Declaration does not have any words or clauses empowering the United Kingdom to intervene in Hong Kong’s internal affairs after the handover in 1997. It refers to the United Kingdom as “no sovereignty, no governance power, and no supervision power”, describing the British side as “the promise made to Hongkongers is completely dreaming and nonsense”. In an article, British Embassy indicates that the United Kingdom will accept China exercise sovereignty over Hong Kong “without hesitation”, and not support or encourage Hong Kong independence. However, they emphasised that the Sino-British Joint Declaration is still a legally binding international agreement.

The article continued that China signed the agreement in 1984 to ensure the rights and freedom of Hongkongers to the United Kingdom, to continue upholding Hong Kong’s high degree of autonomy, and to maintain all the lifestyle, social and economies for 50 years from 1997. According to the agreement, the United Kingdom has the rights to claim China fulfil the promise.

Largest HK Trade Union Group Said to be Preparing to Disband

Sources claim that the Hong Kong Confederation of Trade Unions (HKCTU) has begun preparations to disband, following a committee meeting last night (Sept 16).

Responding to Stand News' inquiry, Chairperson Wong Nai-yuen says he has no comment regarding the claims, published by Pro-Beijing Wen Wei Po this morning (Sept 17). "I think everyone understands," He adds.

He further confirms that the union group will hold a press conference on the 19th to give further details to the public.

The HKCTU was founded in 1990. It is the first labor organization in Hong Kong to emphasize autonomy and democracy. Aiming to break the pattern of past labor unions having close ties to the regime, the union sought to dedicate itself to the labor sector, staying clear from the control of outside forces.

The CTU has 97 affiliated unions with 145,000 members in total. Affiliated unions represent various occupation sectors, including property management, cleaning, transportation, aviation, household and personal services, catering, construction, retail, business services, theme parks, beauty, education sectors, social welfare industries, civil servants, and more.
