Hong Kong Government Objects Taiwan's Proposal to Escort Chan Tong-kai to Taiwan

Chan Tong-kai, who admitted killing his girlfriend in Taiwan, will be discharged from prison today (Oct 23) in Hong Kong after being jailed for money laundering.

Yesterday (Oct 22) Taiwan sent an official statement to the Hong Kong SAR government and proposed to escort Chan as a homicide case suspect to Taiwan.

The Hong Kong governmemt did not reply until a statememt was issued at HKT01:33 today (Oct 23): the Hong Kong authorities totally objected Taiwan's request.

The HKSAR Government claimed
"the authority of Taiwan has no law enforcement power in Hong Kong" and that "cross-jurisdiction law enforcement" is a "disrespect for Hong Kong's jurisdictional power"; however, it still hoped that the "Taiwan side could handle the case with sincerity and uphold justice." After all, the message emphasized by the Hong Kong government to Taiwan is to "be pragmatic, and stop complicating the issue".

Taiwan: Hong Kong Government must take full responsibility if justice could not be served

Taiwan's Mainland Affairs Council (MAC) responded to Hong Kong government’s decision: The Hong Kong authorities refused Taiwan’s request to escort murder suspect Chan Tong-kai to Taiwan, upon his prison discharge in Hong Kong today (Oct 23).

Deputy Minister of Taiwan's MAC, Chiu Chui-cheng, said if the suspect (Chan Tong-kai) escapes after being released from prison in Hong Kong, there is a fear of collusion or destruction of evidence. If justice of the murder case is not served, the Hong Kong government has to take full responsibility, as it has not submitted any related evidence and objected the transferral of Chan.

On October 20, police shot blue-dye water cannon at the Mosque, staining the structure blue.

HKU Staff and Students' joint declaration on supporting victims of sexual assault by the police and urge the President and Vice-Chancellor to condemn police brutality

The petition with 2,600 signatures was delivered to the university authorities on October 22, urging President Zhang Xiang to respond to the following demands on or before October 28:

//1: Publish a statement condemning police brutality and the corrupt HKSAR government that continues to enable it.

2: Issue a written promise to not permit police searches on campus

3: Issue a statement outlining concrete, actionable plans to provide substantial legal, financial, and academic assistance to arrested students

4: To schedule and hold a forum to indicate a sincere willingness to listen to students’ concerns, to provide compassionate support, and to discuss plans for ways that HKU can take a leadership role in ameliorating this crisis.//

At 19:52, over 500 citizens hold hands to form a human chain from the British Consulate to the entrance of Hong Kong Park along Justice Drive. As more citizens join in, the chain has been extended to High Court at 20:12.

Almost all participants carry a Union Jack flag. Citizens chant "Fight for Freedom, Stand with Hong Kong", "Right the Wrong, Stand With Hong Kong" and "Five Demands Not One Less"

On October 23,  U.S. Senator Josh Hawley delivered a speech on the Senate floor in support of the people of Hong Kong as they stand up against Beijing’s oppression.

A city that is fighting for human rights and human liberty. A city that is a solitary pinpoint of light on a continent of authoritarianism. A city called Hong Kong. Hongkonger in Taiwan: Victims of Police Brutality include Schoolgirl Gang-raped and Boy Sexually Assaulted by the HK Police

Mr. X from Hongkonger spoke of the current situation of Hong Kong in Taiwan during the inauguration ceremony of a memorial wall dedicated to victims of the 8.31 Hong Kong Prince Edward Station Attack. The event was organized by several concern groups of the 2.28 Incident in Taiwan and took place in the 2.28 Memorial Park in Taipei.

According to Mr. X, a secondary school girl was gang raped by 4 policemen when she was detained in San Uk Ling Holding Center after her arrest. She attempted suicide for four times but was stopped by her family. She has been taking sleeping pills since then.

Mr. X had contacts with many other victims of police brutality including a boy who was sexually assaulted by the police.
