Secret footage shows Uighur man’s detention inside Chinese prison

//Rare footage and text messages secretly sent by a detained Uighur man show chilling evidence of human rights violations by China, as global scrutiny of the situation in Xinjiang grows.

//According to reports by the BBC and the Globe and Mail, Merdan Ghappar, a successful model on the e-commerce platform Taobao, was detained after having spent over a year in prison on a drugs charge his supporters said was trumped up.

//Videos and text messages reportedly sent by Ghappar provide a detailed account of his detention and the shocking conditions he says he witnessed, including teenage boys being hooded and beaten, and of the widespread use of “four-piece suits” – combined restraints that are criticised by human rights groups.

//Other text messages revealed how children as young as 13 are targeted as part of China’s efforts to suppress the Muslim minority group’s religion and culture, with a document calling on children to “repent and surrender”.

//In his texts, Ghappar described being made to wear the “four-piece suit”, being threatened, and held in unsanitary, and dangerous conditions, with prisoners besieged by lice and sharing unwashed eating utensils to consume “the leftovers after the cops had eaten, made into rice soup”.

//The BBC said his messages continued for a few days before ceasing about five months ago, and that authorities had provided no formal information about his location or the reason for his detention.

//International focus on Xinjiang has increased in recent months, including widespread calls for independent investigators to be allowed in. The US has imposed sanctions over China’s treatment of the Uighur and other Turkic Muslim minorities, while other countries are debating similar measures.

//Abuse and mistreatment of the Uighurs and other Muslim minorities in Xinjiang has been extensively documented but strenuously denied by Beijing, which claims its policies are to counter terrorism.

HK Official: US sanctions are "barbaric"

On August 7, the US Treasury sanctioned 11 Hong Kong and CCP officers, including CE Carrie Lam and Secretary for Security Lee Ka-chiu.

Hong Kong Secretary for Commerce and Economic Development Edward Yau criticised the sanction as “unreasonable”, that it “reflects a double standard”, and it was a “way to violently intervene a country or place”. Regarding the ban of transaction between US corporations and TikTok, he claimed that this showed the US is not willing to admit its wrongdoings. He added that the international society will not be convinced that such sanctions are reasonable.

The sanction documents revealed personal information like the addresses and ID card numbers of sanctioned officers. Yau criticised that this was “uncivilised” and “barbaric” to target particular persons.

Yau stressed that the Hong Kong SAR Government will review the sanctions and devise a response plan to protect its "core values".

Wang Yi Refutes “Clean Network” from the U.S.: the U.S. is Covered with Stains which is Not Qualified to Create a "Clean Nation Alliance"

U.S. Secretary of State, Mike Pompeo announced a series of Clean Network, declaring to clean up the Internet in five areas. Chinese software Apps like TikTok and WeChat should be removed from the US app store because of their unreliability. He also declared to prohibit or restrict Chinese cloud services, Chinese telecommunications companies and Internet cable companies from operating in the United States. State Councilor and Foreign Minister of China, Wang Yi, said, “The bad behavior of the United States in eavesdropping and monitoring other countries around the world is known to all.” He believes that the United States is not qualified to create a “clean country alliance”. He reiterated the technology and products of Chinese companies have never caused harm to any country.

Pompeo said Clean Network in five areas needs to be carried out at the same instance, including the restriction on Chinese cloud service providers from collecting, storing and processing personal data of Americans, along with requesting the Federal Communications Commission to terminate the license for China Telecom and other three companies which provide international telecom services in the United States. Pompeo reiterated any application with its parent company in China would pose a threat to the personal data of Americans. He also announced that he would target on "untrusted" Chinese mobile phone manufacturers and would prohibit Huawei and other mobile phones from pre-installing US mobile apps.

9 Months Since the Death of Pro-democracy Student: Police Intercept Reporters and Target Web-based Media

August 8, 2020 marks 9th month since university student Chow Tsz-lok passed away on November 8, 2019. The cause of his fatal fall from Sheung Tak Carpark during police operation remains unknown. An altar was set up at the crossroads of Sheung Tak Estate for citizens to lay candles and flowers in remembrance of Chow.

A large group of police were sighted stationing and patrolling around Sheung Tak carpark as early as at 6pm, urging reporters to leave. At 7pm, a police cordon line was set up to conduct search.

Specifically, reporters of what the police called “traditional media” and “web media” were kept apart for search.

Masked Man Kneeled in Front of Police After Being Ticketed for "Not Wearing Mask Properly"

A man in 7-11 uniform was searched by the police after he yelled "Yi Jin boys".

The police tried to twist his arms and fine him for violating the Anti-pandemic Ordinance No. 599I on the ground that he did not "wear his mask properly". The man has been wearing his mask all along. Facing the police's accusation, the man kneeled on the ground and pleaded helplessly in front of the police, for that he cannot afford to pay the fine.

HKSAR Government Describes Pro-democracy Movement as "Anti-government riots", Carrie Lam: National Security Law is "honourable duty" to protect "1.4 Billion Mainlanders in China"

The HKSAR Government described the latest action of the U.S. as "so-called US sanctions" that are "shameless and despicable".  The HKSAR government in a statement on Aug 8, first published in English then Chinese, called the pro-democracy protests in Hong Kong "anti-government riots".

The statement said that the HKSAR government "fully support the Central Government to adopt counter-measures" and cited Chief Executive Carrie Lam, one of the 11 individuals being sanctioned, that "we are discharging an honourable duty to safeguard national security, protecting the life and interests of not only the 7.5 million Hong Kong people but also the 1.4 billion Mainlanders. We will not be intimidated."

District Councilors Protest Against Government's Reliance on China Despite Doubts on Quality and Worry over Mass Surveilance

On August 5, a number of pro-democracy district councillors protested at the Metropark Hotel in Kowloon, condemning the authorities for over-relying on China and diminishing the local medical sector. The hotel is where where the seven personnel from China said to assist Hong Kong in Nucleic Acid Testing were staying.

Tsuen Wan District Councillor Roy Tam pointed out that the government purchased nucleic acid testing services from the China companies Huasheng Diagnostic Center and China National Inspection Co., Ltd. in the middle of last month. However, the two companies have many issues and the public is also worried that DNA data will be collected by China for mass surveillance.

Tam further pointed out that Hua Shouen, director of the Huasheng Diagnostic Center, was testified in the DR laboratory poison injection case, and the mother company, BGI (Beijing Genomics Institute) has been blacklisted by the United States for its DNA collection in Xinjiang. It is suspected that the comprehensive COVID-19 test on the Hong Kong population is actually a covet collection of Hongpongers’ DNA.

Tam criticized the government’s failure to locate contractors through public bidding. He also pointed out that another company Zhonglong Inspection and any China-based 'certification' has no relevant medical laboratory licenses. Tam believes that "the government knew it way early," so that after the appointment, China Inspections established the China Inspection Medical Inspection Co., Ltd. on July 23 and added medical laboratory technologists as directors to comply with legal requirements.

Tai Po District Councillor Tam Yee-pui believes that Hong Kong has sufficient manpower and resources in the medical sector and there is no need to seek help from China. He also pointed out that Hong Kong's medical standards are higher than China's and the government has been dwarfing Hong Kong's medical system. After all, "Hongkongers can handle all thesd by themselves."

Sai Kung District Councillor Gary Fan criticized that the government used politics to override the lives of Hongkongers, and that the open borders and the exemption from quarantine continued to increase the burden on Hong Kong medical staff. As the government has introduced Chinese companies to Hong Kong "their quality is doubted by everyone."

China Companies to Handle Community-level COVID-19 Testing in Hong Kong, Chinese Officers Exempted from Registration in Hong Kong

Hong Kong Chief Executive Carrie Lam announced on Aug 7 that Beijing will support the launch of a community-level testing for the population in Hong Kong. Yet, no details have been confirmed. The test should be launched in two weeks, and three Chinese national-level testing organisations will handle the logistics. Lam admitted that without lockdown practices, the effectiveness of the test may be lower. She believed that there are around 1,500 patients in Hong Kong with high infection risk.

Regarding the legitimacy of Mainland Chinese officers in Hong Kong, Secretary for Food and Health Sophia Chan Siu-chee stressed that these officers were "qualified in China", and their “experiences and qualifications should not be doubted.” The government will publish on gazette with reference to Medical Laboratory Technologists (Special Exemptions) Regulation, stating that "these officers do not have to registered in Hong Kong with an effective period of 2 months".

Lam also announced that 1,000 more beds will be built in AsiaWorld-Expo (AWE), and a “Hong Kong Huoshenshan Hospital” will be constructed next to AWE, providing an extra 800-1,000 beds. The construction was estimated to take a few months to deal with the potential outbreak in winter.

Hong Kong government dismisses rumours of DNA collection, will look into prosecuting netizens
 
(2 Aug) The Hong Kong government issued a press release in the evening, claiming that the "support from the central government" was simply to help Hong Kong step up its COVID-19 testing. It denied that Hongkongers' "samples" would be sent to China, condemning netizens for deliberately spreading "false rumours". The government will collect evidence to examine whether the netizens in question have breached the law.
 
Legislative Councilor of the Democratic Party, Ted Hui, criticized that the authorities have not explained any details of the tests, and the arrangements for sample collection, testing procedures and follow-up isolation treatment. Without any concrete information, experts, medics and even citizens have expressed their concern and questioned whether DNA samples will be sent to China. However, the government elevated the issue to the level of suspected violation of the law, which made it extremely doubtful that she is using speech crime to suppress freedom of speech.
 

Barrister Anson Wong believes that, as the Court of Final Appeal has ruled in April 2019, using one’s computer to commit an offence does not constitute the offence of "obtaining access to computer with a view to dishonest gain for himself or another". He pointed out that, in general, if someone spreads rumors online, he should not be charged with this offence, even though his conduct may involve elements such as intent to commit a crime, dishonest intent to deceive and dishonest intent to cause loss to others, etc.
 
However, he said that under section 9 of the Crimes Ordinance, "seditious intention", if an act "produce  or  have  a  tendency  to  produce  feelings  of  ill-will  and  enmity  between  different  classes  of  the  population  of  Hong  Kong", it was possible to be prosecuted regardless of how it is published. In the past, police rarely used this charge to make arrests. More recently, the chairman of the Central and Western District Council, Cheng Lai King, was charged with this offence on suspicion of illegally releasing a police officer’s information.

The Hong Kong SAR Government offered civilians free voluntary Covid-19 testing. However, the people of Hong Kong generally have reservations regarding this plan.

To many, the test result is only able to show a person's state of health at the moment of visiting the clinic, and people still have a chance to later be infected if they aren’t disciplined when practicing social distancing.

Hongkongers also worry that their personal information will be sent to Beijing automatically.

Mr. Liu, a student, said he has no plan for taking the Covid-19 test because he doesn’t have any symptoms and there is no confirmed case found around his living area.

When asked if he is worried about the collection of his information by Beijing. Mr Liu said, "It's a matter of time. I do not want my information to be sent to China, but everyone knows it will happen sooner or later. It's not good to talk about that openly here."

The Chief Executive (CE) of Hong Kong Carrie Lam said the testing laboratory wouldn't disclose any personal information and barcodes will be used as a record. But when asked about how to confirm who is infected if the identity is unknown, she replied, "I don't really understand."

Hong Kong Anglican Church (Episcopal) Personelle Change Might Bring “Patriotic Education” to Their Schools

There may be a personelle change in Hong Kong Sheung Kung Hui (Hong Kong Anglican Church [Episcopal]) which manages several traditional schools in Hong Kong including DGS, Heep Yunn, and St. Paul’s co-educational college.

The Most Reverend Dr Paul Kwong, who is going to retire, suggested that an education department will be set up to coordinate the management of secondary schools, primary schools, and kindergartens so that “external communications can be standardised.” He stressed that the new department will not manage schools, but merely assist with the coordination.

However, there will be two tiers of management. The board will be formed by people in the church, including the Most Revd, Secretary General, and legal consultants. The current Most Revd Dr Paul Kwong, Secretary General The Revd Canon Peter Koon, and legal consultant Moses Cheng Mo-chi are all members of the National People's Congress in China. Some senior church members worried that this will affect the diversity of education and facilitate the “patriotic education”.

EU pays close attention to the postponement of Legislative Council elections in Hong Kong

EU continues to support Hong Kong’s high degree of autonomy, in accordance with the “one country, two systems” principle. However, the EU has agreed on options for drawing the consequences of the new situation in Hong Kong as set out in the Council conclusions of 24 July.
