Joshua Wong Refuses to Sign the "Confirmation Letter" and Urges the Pro-democracy Camp
to Respect Different Choices in Solidarity


The Hong Kong Legislative Council election will be held on 6 September, 2020. Nominations started on 18 July. Joshua Wong Chi-fung, former secretary-general of Demosisto, obtained 31,000 votes in the primaries and ranked first in the Kowloon East constituency. He stated on July 18 that he would submit his enrolment in the following week but he wouldn’t sign the “confirmation letter” issued by the government.

Joshua Wong called the confirmation letter a censorial tool of the regime and pointed out that there was no objective standard from the beginning. Wong believed that his candidiacy would only be approved if Beijing makes a diplomatic consideration. In either way, Wong rejected to sign it. Wong urges members of the pro-democracy camp not to criticise each other, but respect each other's choice.

The nomination period for the general election of the Legislative Council began on July 18, and 18 nominations were received on the first day.  The nomination period ends at the end of the month.

National Security Law severely threatens judicial independence and rule of law in Hong Kong

Robert Reed, Baron Reed of Allermuir, is a non-permanent judge in Hong Kong Court of Final Appeal. He recently disclosed that the two places of non-permanent judges from UK in the Hong Kong Court of Final Appeal has been reduced to one this year and no case has been scheduled for him.

He stated the Hong Kong Court of Final Appeal would do their best to protect judicial independence bestowed by the Hong Kong Basic Law. However, whether judges in the Supreme Court of U.K. can continue to serve Hong Kong depends on whether Hong Kong can maintain its judicial independence.

After the statement released by Geoffrey Ma, the Chief Justice of Hong Kong Court of Final Appeal, this is the second statement issued by a judge from the Hong Kong Court of Final Appeal.

In the agreement between U.K. and Hong Kong since 2009, the Supreme Court of the UK appoints two judges as non-permanent judges in Hong Kong Court of Final Appeal. They handle civil and commercial cases as well as those involved human rights and the freedom of speech.

Whistleblower: Authorities Pushing Frontline Staff to the Limit

As the COVID-19 pandemic worsens in Hong kong, the workload of a laboratory under the Department of Health responsible for testing deep-throat saliva sample from patients may be saturated soon.

A person shared a short video on the Facebook page of "civil servants' secrets" on July 18. In the video, a large amount of deep-throat saliva samples were found at the corridor outside of the laboratory. The whistleblower who posted the video said to have worked in the laboratory for more than ten hours a day. "A few colleagues have already been exhausted."

The person warned if the Department of Health continued to "push frontline staff to the limit", people will collapse. "Testing services in Hong Kong will fall at that moment."

Phone Call between Chinese and Russian Foreign Ministers:  Wang Yi Accuses US of Using Pandemic to Smear Other Countries, “US Has Lost Its Sense of Reason, Morality and Credibility”

China’s official press agency, Xinhua News Agency, reported that Chinese State Councillor and Foreign Minister Wang Yi had talked with Russian Foreign Minister Sergei Lavrov over the phone on 17 July, 2020.

Wang emphasised that the US had used every means to shift its responsibilities and smear other countries by way of the pandemic. He said the US had gone on such lengths as creating hot spots and confrontations in international relations, and had lost its sense of reason, morality and credibility.  Wang bluntly expressed that the US had pushed egoism, unilateralism and bullying to the limit, “not what a great power should be about”.
 
Wang also said that the US had returned to its notorious “McCarthyism” and an outdated “Cold War mentality” in its policy approach to China, deliberately provoking ideological oppositions and breaching fundamental principles of international laws and relations.  He asserted that China would firmly defend its legitimate interests and dignity.
 
According to China state media Xinhua’s report, Lavrov remarked that the US had long venerated the American exceptionalism and egotism.  He said lately it had even torn away its façade and made no attempts to disguise, casually making threats and waving about its baton of sanctions.  Lavrov said that Russia opposes unilateralism in international affairs.
 
Wang further stated that as major responsible countries, China and Russia reject “any actions destructive to international order and against historical trend”.   Together, they will jointly safeguard world peace and stability as well as maintain international justice.

PORI: Hong Kong Police May Have Democracy Camp Primary Election Officers' Data

Hong Kong Public Opinion Research Institute (PORI) stated that police searched its office on 10 July without a search warrant. They may have taken a list containing the contact information of 200 primary election polling station officers. PORI wrote to HKPF earlier for a copy of the collected data and prohibited the Force to transfer the data to other law enforcement authorities, government organisations and other third parties. PORI believed that the case HKPF was working on was not related to the primary election.

HKPF responded by stating that some citizens reported a case of hacker stealing information from the primary election system, so they went to PORI’s office in Wong Chuk Hang for evidence. Yet, any relevant information was part of the operation, so it cannot be disclosed. No one has been arrested.

PORI chairman and CEO Chung Ting-yiu said that the HKPF never explained what they were investigating, nor presented them a copy of the warrant. Chung pointed out that all election data was encrypted and have now been destroyed.

Lawyer Alan Wong stated that the primary election was not against the Chinese National Security Law, thus the polling station officers did not break any law. He pointed out that it was arguable whether the police was taking the data legally, since they should only be using the data for the case stated in the search warrant.

Hundreds Gather in Toronto in Solidarity with HK, Decries 7.21 Police Collusion with Triads

A flashmob of over 200 gathered in Toronto on Sunday July 18 ahead of the two-year anniversary of the 7.21 Yuen Long attack, when a group of white-clad gangsters attacked citizens in Yuen Long MTR Station. Attendees called for support of press freedom in Hong Kong, and protested against the Hong Kong Police's collusion with triads, as highlighted by the events of 7.21.

The event was organized by the groups Toronto Association for Democracy in China, and Torontonians Stand with Hong Kong. Many attendees held up apples and copies of Apple Daily; others held up large banners of lyrics for "Glory to Hong Kong".

Jane, a spokesperson for Torontonians Stand with Hong Kong, said that while Canadians enjoy democracy, rights, and freedom at home, the same are being stripped away from Hong Kong every minute. Hongkongers who now live as immigrants in Canada should make use of their special identity and speak up on behalf of Hong Kong. She also called for Canadians to boycott Chinese products, as well as the 2022 Beijing Winter Olympics.

When passing the streets of the Hong Kong, be it inside the tunnels, the flyovers, or by the roads you drive by every day, it is hard to miss the many grey cover-up patches on the pale walls and washed-out letterings.

These marks are some of the many traces left in the city, reminding Hong Kong people of what they went through two years ago.

MC Yan, the lead singer of local Hip Hop band #LMF , also known as "Asia's first graffiti artist", calls these "Cleansed Fonts” (清潔體), because they are presenting the original message in a fresh new way.

Since Beijing's implementation of #NationalSecurityLaw in Hong Kong on June 30, 2020, the words "Liberate Hong Kong, Revolution of our Times" have since been considered taboo.

MC Yan feels that it is a foolish move on the regime, because “they have highlighted something, and given people a target to be directed against.”

In fact, he feels that it has become an opportunity to inspire people to think. This has also led to many derivative creations; people were inspired to arrange shapes like triangles and circles together to remind people of the popular “revolution” slogan.

“On the surface, it looks like the movement has become scattered, but in fact, the symbols are still there, the idea lives on,” said MC Yan.

When asked whether the change from words to symbols is a submission to the regime, MC Yan replied by saying that, “when these ideas are turned into symbols, it is being simplified but it doesn’t mean that they were faded”.

He believes that using symbols only made it faster and easier for people to write, “if we can write them out so easily now, then we can write them more.”

Uyghur American: I Was Born in a Chinese Reeducation Camp. I Will Always Fight China's Lies.

My mother gave birth to me while in captivity in China. On that day, in that prison called a reeducation camp, I don’t imagine that she could have envisioned the life I would eventually lead.

She could not have known I would obtain a law degree at American University, serve as vice chair for the U.S. Commission of International Religious Freedom, or receive the inaugural Notre Dame Prize for Religious Liberty. But while she may not have seen my future, I do know she had a dream for my life. She dreamt I would live in freedom and that her children’s children would grow up without the heavy burden of traumatic life experiences like torture, silencing or imprisonment.

I have the same dream for my fellow Uyghurs.

There was prima facie evidence against them. The prosecutor gave a closing statement on #July18 that this case does not need to prove the defendants have seditious incitement or that someone is incited. As long as the defendants understand the publications are with incitement but still publishing, they can be charged. The prosecutors cite previous cases to emphasise incitement can lead to severe consequences such as rebellions and internal wars. It can be similar to the Crime of #Treason.

The defendants stated in the closing statement on #July20 that the related kid's books are not seditious but reflect the defendants' views on social issues, which should not be criminal. The definitions of "#hatred", "#contempt", and “#subvert" are vague and broad, which allow the authority to punish dissidents, causing a chilling effect. People are frightened to be arrested with no bail due to providing non-official perspectives, just like these defendants being under detention for a year.

The defendants then listed a number of former-UK colonies, including India, Kenya and Uganda, to show "the Crime of Incitement" is unconstitutional and has been abandoned.

The case was extended until July 30, 2022 to continue the closing statements.
