âHeaviest sentence yetâ in Hong Kong #doxxing case, but site targeting democrats, journalists still online
//Despite a crackdown on the sharing of personal data, a huge doxxing website targeting over 2,000 Hong Kong democrats and journalists remains online despite HKFP's enquiries seven weeks ago.
Hung Wing-sum was sentenced to 45 months behind bars on Monday after admitting to publicly divulging the personal details of government officials, judges, celebrities, police officers and their family members over the Telegram messaging app.
âThis is the heaviest sentence imposed by a court in a doxxing case so far,â Privacy Commissioner Ada Chung said in a statement.
Mondayâs sentencing comes as a website targeting democrats and journalists remains online almost two months after HKFP alerted the authorities with media enquires. Since 2019, the âHK Leaksâ website has openly maintained an online database of personal data belonging to over 2,000 Hong Kong democrats, protesters and journalists.
ID card numbers, headshots, home addresses and phone numbers are often included. Historically, the site has been hosted on Russian servers and promoted by groups linked to the Chinese Communist Party.
When asked in early August if any action would be take against the domain, or whether the site violated existing laws, the Office of the Privacy Commissioner for Personal Data refused to comment on individual cases...
Responding to HKFP, the police also refused to comment on individual cases last month, and did not say whether any action would be taken...//

Hong Kong Judiciary updates âGuide to Judicial Conductâ to Restrain Judges' Social Media Activities
On May 16, 2022,the Judiciary of Hong Kong updated the âGuide to Judicial Conductâ since 14 years. The new guidelines targets judges and judicial officers and added suggestion of their social media activities.
For example, judges and judicial officers are asked to be extra cautious on âadding friendsâ, âliking postsâ and âfollowingâ anyone or any organization. At the same time, they should ensure that thet themselves and their friends and family would not unnecessarily reveal their contact details and private life information, to avoid being âdoxxedâ.
The Guide also has regulations on how judges and nudicial officers shall behave in interviews and warned them of making comments to the media, even when it is anonymous.
Since the implementation of the #NationalSecurityLaw (#NSL), foreign media has interviewed a few Hong Kong judges who stayed anonynous and showed their concerns about unfair court decision. The new regulations also mention that the mediaâs enquiry should be referred to the court and will be sent to Press and Public Relations Section for follow-up.
In recent years, many judges in Hong Kong have been criticized for taking the side of the authorities when dealing with the social movement-related cases. However, the Guide told the judges and judicial officers are asked avoid responding to any criticism, sending letters to the press, and dealing with other matters in court.
