Hong Kong Citizens' press conference blasts politics over education, advocates funds for sponsoring students to study abroad

(20 May)Hong Kong Secretary for Education Kevin Yeung requested the Hong Kong Examinations and Assessment Authority (HKEAA) to remove a controversial history question in the Hong Kong Diploma of Secondary Education (HKDSE) Examination, saying that the information provided in the question was midleading and would lead to a biased conclusion. Hong Kong Chief Executive Carrie Lam said “the collapse of education is enough to destroy a country”. She added that she could possibly invoke the HKEAA Ordinance to order the HKEAA to remove the exam question. The Citizens' Press Conference held a press conference in the evening to criticise the authority for politically overriding education’s professionalism and intervening in education affairs, like in the China Cultural Revolution. The Citizens' Press Conference advocated the establishment of an "education fund for freedom" for the new generation to receive education without censorship.

Benson Wong: HKDSE will lose international recognition if Hong Kong Government is determined for mutual destruction

Benson Wong, an academic and a member of Progressive Teachers’ Alliance, said previous cancellation of exam questions by HKEAA had to be processed by the moderation committee according to the mechanism. Questions could only get removed under two circumstances: the question failed to distinguish between candidates’ abilities or ambiguity in wording causing failure to distinguish between candidates' abilities. He denounced Carrie Lam and Kevin Yeung’s use of political criticism to interfere with exam questions, which was no different from the China's Cultural Revolution.

Wong pointed out that political interference will have far-reaching impacts on Hong Kong's education system, and is tantamount to "mutual destruction". He explained that the HKDSE system had been established for less than a decade and its qualifications are recognised by mainstream overseas universities; but if the Hong Kong Government uses “political correctness” as the marking criterion and forces exam questions to be cancelled by political means, international education institutions will re-examine the HKDSE qualifications.

Student to apply for remarking and rechecking history paper after government cancelled exam question

As the coronavirus outbreak continues, the results of the HKDSE, a public exam mainly for university admission for local students, were released online.

Earlier the Hong Kong government cancelled an exam question after China's state media and pro-Beijing voices condemned a conditional, open question that mentioned Japan as inappropriate.

A student surnamed Chow suggested he was unsatisfied with his history exam result due to the cancelled exam question. After getting his results, Chow called his history teacher and apologized. He pointed out that he spent a lot of time and effort on this subject, and he wrote his essay arguing that Japan has done "more harm than good” in 1940s-China. He stressed that he will apply for remarking and rechecking because the cancellation disrepected students and made the exam incomplete.

Concern group: HK Gov't Attempts to Displace Hongkongers' Mother Tongue by Trimming Down Cantonese Component in Public Exams

The Curriculum Review Taskforce of Hong Kong's Education Bureau issued a consultation paper in June 2019, which recommended trimming down the Chinese Language papers, particularly the listening and speaking sections which involved the use of Cantonese, in public exams.

Although more than 90,000 citizens sent in their opinion opposing the change, the Taskforce insisted their proposal in the latest report announced on September 22, 2020.

What’s even more concerning is that the Taskforce only invited 4 pro-Beijing media outlets to its press briefing, including Ta Kung Pao, Wen Wei Pao, Sing Tao and Ming Pao.

Educators worried that the proposal, if enforced, would have impact on Cantonese learning, the mother tongue of Hongkoners. They opined that the oral component of the public exam DSE in Hong Kong for university admission, is one of the keys to prevent the conversion of the medium of instruction in Hong Kong schools to Putonghua. Therefore, the government's act triggers the fear of the displacement of Cantonese.

In Hong Kong on July 21, 2021, the result of the pre-University public exam DSE was released.

Across the city, seven students obtained the highest score 5** in seven subjects. Three of them are "super scorers" in eight subjects.

Just two days before, on July 19, the Hong Kong International Airport was filled with people, who were departing the city for the UK. It was the last day of the special immigration scheme LOTR offered by the British government.

As the immigration wave continues, the drop-out rate in schoold surges in Hong Kong under the #NationalSecurityLaw. Seemingly, staying in the city is no longer a preference for many.

The seven top-scorers have already obtained their tickets to enter local universities without a doubt. However, under these circumstances, will they leave or stay? Speaking up or keeping silence?

Indeed, five out of the seven students plan to continue their studies in Hong Kong.

One top-scorer said, "Although Hong Kong has experienced a lot of changes in these two years, it is still my root. I choose to stay. Our freedom of speech may be narrowed, but we can take charge of our thoughts."
