Arrestees' forearms marked with Nazi-styled "distribution codes"

(02 Nov) As the number of arrestees rises to 3000, many released on bail revealed to Apple Daily that inhumane treatment of arrestees ran rampant behind closed doors. As lawyers met their clients in the police stations, they found that many arrestees had numbers marked on their forearm with a permanent marker. This shocked the lawyer immensely, and commented that this practice mirrored the Nazis during World War II, when they would mark prisoner numbers on the prisoners' bodies. The Hong Kong police admitted that they had assigned numbers to people who were arrested but did not comment on allegations of marking “prisoner numbers” on the skin of the arrestees. Normally people who were arrested would have a label to help police identify people. but sources say the numbers marked on the forearms of the arrestees are different from those of the label. It is believed that other people who were arrested had similar experiences.

Equal Opportunities Commission refused to follow up Police’s insulting phrase – “cockroach”; but condemned addressing mainlanders as “locusts”

[Summary] Yesterday in a homosexual assembly, Ricky CHU, Chairman of the Equal Opportunities Commission opined that it is an undesirable behaviour when the frontline police officers’ insult protesters and people as “cockroach”. The word is absolutely inappropriate. Although it is not a contravention against the discrimination law, police officers should avoid speaking in such an inappropriate manner. He added that the powers for the IPCC (Independent Police Complaints Council) should be enhanced in order to deal with complaints against the Police more effectively.

CHU, former Secretary General of the IPCC, said that the Commission had received enquiries about frontline police officers’ using discriminative word “cockroach” to insult protesters and citizen. He affirmed such word is absolutely undesirable and it should be avoided. The discussion should be in an objective manner.

Although addressing people as insect or animal is inappropriate, it seems not violating the Hong Kong discrimination law and thus the Commission is not able to follow up.

During some protests against parallel imported goods by mainlanders several years ago, protesters had addressed mainlanders as “locust”. The watchdog had condemned the protesters for such uncivilized speech. However, the Commission has never criticized the Police’s insulting expression.

In response to the opinion by the International Experts Panel commenting the investigation powers and abilities of the IPCC are far behind sufficient to deal with the protests of anti-extradition bill, CHU said that he doesn’t object to set up the Independent Inquiry Committee. However, as the IPCC is the designated and empowered authority responsible for handling complaints against the Police, the government should firstly review the powers of the watchdog. If it was found to be insufficient, power should be enhanced. CHU disagreed the Police has been out-of-control and conclusion should only be made with substantial evidence supporting such severe allegation.

CHU also stated that the Commission is going to draft the anti-sexual orientation discrimination law, and consult the public. The way to go will be comprehensive enough to give priority to protect such small group of sexual orientation to be given equal rights in education, occupancy of public facilities and employment. In respect of some cases of Judiciary Review in recent years touching the topic of homosexual marriage, he opined that those cases are more complicated and not easy to accommodate the discrepancies from various stakeholders. In order not to halt the whole campaign, it would be better to deal with the less controversial items first.

Teacher Dehumanized Protestors and Cussed in Class; Suspended only for 14 Days

A male teacher from Ma On Shan Tak Sun Secondary School was accused of swearing at his students last month. In the conversation, he also used “cockroach” to describe the protester. The school said that further investigation will be done.

The principal, Law Chun-ping, issued a statement today (January 5) stating that the Incorporated Management Committee (IMC) ordered the teacher to be suspended from his post for 14 days from January 3. He will also receive salary deduction during the suspension period as a penalty.

The statement mentioned that the IMC acknowledged the teacher should not use vulgarities under any circumstances, "It is also inappropriate to use politically and socially biased terminologies and opinions in a classroom."

The school management committee also ruled that the teacher "violated the code of conduct of school staff", and therefore issued a written warning to "seriously instruct" the teacher not to commit the same offence. "His employment will be terminated in the case of a repeated offence."

The statement also said that the teacher agreed with the incident report, and "was willing to accept the penalty," and that he also "expressed remorse" and he promised not to violate the staff code of conduct in the future.

The statement stated that as an educator, "each teacher must maintain integrity and follow strictly the best practices in education." For politically sensitive or controversial social issues, the school asks teachers to exercise their "professional judgement" and consider whether or not it is appropriate for the students’ age, and whether or not it meets the specific curriculum requirements. A balanced and objective approach should always be adopted so that students can learn to express themselves in a rational and objective manner.

Peaceful dispersion of protestors was promptly stopped as 2 more groups of riot police arrived from SOGO and set up cordon lines at Jardine’s Crescent.

When a district councilor moved forward for better inspection and journalists followed for a better picture, they were chastised and repeatedly rudely pushed by the police, with the district councilor being threatened with arrest. “political brownie points were not earned by this,” the commanding police officer mocked the district councilor. Other police officers continued to call journalists and other members of the public “cockroaches” and “rubbish”.

Meanwhile, the yellow flag is hoisted again at the same spot.

Riot police hurls insults and targets members of Demosisto: "The cockroaches’ home needs close monitoring”

Around 5pm on June 9, 5 police cars parked at on Hennessy Road in Wanchai nearby the Foo Tak Building and more than 20 riot police were sighted stationed near the building entrance. When Nathan Law Kwun-Chung and Ivan Lam Long-yin, Committee member and Chairman of Demosisto step-out out of the building, they were immediately encircled and searched by the riot police.

Tiffany Yuen Ka-wai, district councilor of Southern District expressed that the police officers standing-by referred to this location as “the cockroaches’ home that needs close monitoring.”

Police call Civilians "Cockroaches"; Officer Conceals Operation Call Name with Cling Wrap

Some riot police were emotionally charged up and hurled abuses at citizens in downtown Mongkok on Sunday, June 28, calling them “cockroaches” and threatening them with pepper spray.

One officer was seen covering his operation call name with cling wrap, showing a big contrast with those call names revealed.

Netizens called for a “silent rally” on June 28 along streets in Mong Kok and Jordan districts, where there was no assembly and no chanting of protest slogans.
