Hong Kong Police Arrest Two More Directly Elected District Councillors

On the morning of November 22, 2020, police arrested two directly elected district coucillors who belong to the pro-democracy camp. They are Henry Wong Pak-yu of Yuen Long and Lee Hin-long of Kowloon City.

Police suspected them of conspiring to defraud. Senior inspector Kwok Lai-yee of the Police's Commercial Crime Bureau said the concerned election campaign expenses of HKD 4.89m did not exceed the amount of HKD7.3m, which requires to be reported to the government; however, the police claimed that they would still be investigating as they received a complaint. According to the police, the case involves two people who were running for the functional constituency of the Legislative Election.

When the police were asked how they would prove their suspicion of fraud, the police insisted that they would look into it and stated that more arrests might be made.

In addition to the two district councillors, a former board member of the company "U Made This" was also arrested. The police claimed that they found some gun models in one of the arrestees' home. According to the assistant of Lee Hin-long, the police raided the councillor's district office in To Kwan Wan and took pictures of some pro-democracy greetings printed for
the Lunar New Year.

The two district councillors turned on live broadcast to record the police raid on social media platform, but were stopped by the police.

Former legislative councillor Lam Cheuk-ting pointed out this type of complaint should be handled by the ICAC, instead of the police. Moreover, pro-Beijing candidate Fong Kwok-san had reportedly spent over HKD2.6m during two days of her campaign. Lam commented that if that is the concern of the authorities, the two cases shall be treated equally.

Case of the 47 democrats update: Lau Wing-hong & Wong Pak-yu's hearing

Lau Wing-hong and Wong Pak-yu, who planned to plead guilty, attended their hearings on 8 Oct 2022.

Lau stated that since his legal aid application was cancelled, he had to represent himself. He requested a Chinese hearing since "we are all Chinese" and this "shows the spirit of national security", yet his request was denied by the judge.

When discussing their sentences, both Lau and Wong wished to be sentenced before the hearing.
