50-year-old Student Union of the Chinese University of Hong Kong Announces Its Dissolution Under Political Pressure

On October 7, 2021, the Student Union of the Chinese University of Hong Kong (CUSU) stated that the University Management had announced in February 2021 that the they would stop collecting fees on behalf of the Student Union starting this academic year, and had demanded that the Union register independently of the University to government agencies instead of recognising their registration in the campus as was wont.

The Student Union had sought professional legal opinion on this matter, who advised that the Union that “the ordinance does not apply to CUSU”.

The Union stated that the 50-year-old history of the Student Union may be put to an end were they to follow the legal opinion, and put them in a dilemma if they didn’t.

For the welfare of the student body, the Union stated, the Union called a joint meeting on 10 September, 2021, and accepted the resignation of all student representatives of the Union Council and the motion to dissolve the Student Union.

University Management Hurries to Cordon Off the "Wall of Democracy" As Student Union Halts Operation

On October 7, 2021, the management of the Chinese University of Hong Kong (#CUHK) cordoned off the #WallofDemocracy, a bulletin board located in Cultural Square for students to freely express one's views and opinions. Students are notified that the Wall is closed for maintenance, after the agenda had been passed in September. Security guards were also deployed.

The Wall has been managed by the 50-year-old Student Union until the group stopped operating on the same day.

#NationalSecurityLaw Empties "Democracy Walls" in All Hong Kong Universities

At the start of the term in 2020,
some universities in Hong Kong had installed security gates at the entrance and removed most of the pro-democracy posters on campus.

In 2021, university students' unions were de-recognised by the university management, despite being elected by students.

Pro-democracy students continued to be arrested and charged by the authority.

Meanwhile, the government imposed National Security Education on school curriculum.

In September 2021, the Stand News captured in a series of photos how the "Democracy Wall," a public bulletin on university campus where students express their opinions, looked like in 8 universities in Hong Kong.

Following the implementation of the National Security Law in 2020, only torn paper scraps and vaguely visible pro-democracy slogans can be found on these "Democracy Walls."

Looking from a distance, these boards are almost completely empty.

In Hong Kong in 2021, student unions, Democracy Walls, and freedom of speech have seemingly all fallen like dominoes in universities, surrounded by red lines.

Executive Committee of UCSU CUHK Dissolves

Following the Chinese University of Hong Kong Student Union (CUSU), the Executive Committee of the Student Union of United College, CUHK have also announced its disbandment. They said in their statement, "CUHK’s management has closed in on college students unions with threats of individual registration after requiring CUSU to do so.” And that with no other choice, all cabinet committees have now resigned, followed by the dissolution of the Executive Committee.

The statement said that the Student Union of United College had voiced out issues of injustice in the preceding decades, including those in college administration, school administration, and current social affairs. They aimed to raise social awareness and put their feet into others' shoes “outside ivory towers”. However, “there is very little room for us to practice the college motto in these times.”

The statement said that the 59-year history of the Student Union has formally come to an end, saying, “we apologise to every UCian for failing to live up to the efforts paid by previous cabinets over the years.”

They also indicated, “there are many goals and ideals we have yet to fulfill, and we are more than reluctant to end our journey here. However, we do not regret what we’ve done in the past months and would like to thank all of you from the bottom of our hearts.”

The statement ends with the college anthem, “The sky is vast and the sun remains in the sky. We must keep this pure heart, be kind, and set an example for others.”

Editorial Committee of Hong Kong Baptist University's Students' Union resigns en masse due to #Censorship

On January 28, 2022, students’ Union Editorial Board of the Hong Kong Baptist University (#HKBU) revealed on Facebook that the university managenent had repeatedly interfered in students' editorial work.

The student board said the university had asked them to stop using the term “Wuhan virus” in their reports, interfered their coverage of the university’s national security curriculum, and asked them to withdraw copies of a recent issue of their student magazine, “Jumbo”.

The board accused the university of suppressing the students' publication, and announced that all its members would resign with immediate effect.

The university, meanwhile, decided to discontinue its relationship with the students' board and terminate students' rights to use all the facilities on campus. The university management claimed that they would take disciplinary action against the students concerned.

The Students’ Union of the City University of Hong Kong (#CityU) said it is facing “the largest crisis since its establishment,” as the university management demanded 16 years of audit reports within two weeks and warned of possible punishment if the union did not comply.

In a statement, the student organisation said it had received a letter from the Student Development Services saying that the university was “extremely concerned about the union’s inability to provide the audit reports from 2005 to 2020.”

According to the student union the university also said it may take back its premises and stop the organisation from using “City University of Hong Kong” in its name if it failed to handover the related reports on February 5, 2022.

Acting Internal Affairs of the Student Union, Lee Chun-rui stressed that so much the Union is willing to hand over the audit report, they need more time to compile reports in past 17 years.

In distress and frustrated, Lee said he was only 5 years old, 17 years ago.

The 7th University in Hong Kong ceases recognition of its Students’ Union

In an internal email sent to students and faculty members on January 20, 2022, the Education University of Hong Kong (#EdUHK) criticized governance of the student union, saying that the Union has been operating under a ‘provisional’ body for the past four consecutive years, without proper mandate and therefore lack of student representation.

The university said it will stop offering support to the union, including the collection of membership fees, providing network accounts and services, and offering IT support. Additionally, the student union will lose access to its office space and the right to book and use campus facilities and venues.

The union’s HK$9 million reserve will also be “kept under the custody” of the university’s Finance Office.

In just one year, seven of eight universities in Hong Kong has cut ties with their students’ union, including the Chinese University of Hong Kong (#CUHK), the University of Hong Kong (#HKU), the City University of Hong Kong (#CityU), the Polytechnic University of Hong Kong (#PolyU), the Baptist University of Hong Kong (#BUHK) and the Lingnan University of Hong Kong (#LingnanU).

“Resist till the end”: Hong Kong Student Union vow to carry on the fight for student rights and academic freedom

The Student Development Services of City University (#CUHK) in Hong Kong has demanded its Student Union to vacate and return its premises by February 14, claiming that the union failed to comply with a request to submit 16 years of audited financial records within two weeks.

On February 14, representatives of the student union executive committee staged a parting ceremony before returning the office space. They marched from the office to Cut Price, a store run by the student union which offered stationery, snacks and other items to CityU students at a discounted price.

Using a calligraphy brush, a student wrote the phrases “freedom of thought,” “academic autonomy,” “[we will] not yield a single step” and “resist till the end” at the store entrance.

The march ended at the “democracy wall,” a message board previously used by students to share their views on political events. Next to the wall was the Goddess of Democracy statue, a monument commemorating Beijing’s military crackdown on a student-led democracy movement in Tiananmen Square on June 4, 1989.

Some students pushed over the red barricades surrounding the wall to put up memo stickers with final messages to the student union.

“Thank you, student union,” one note read.

Another one read: “Grateful that we have walked together for 37 years. Add oil, hang in there!”

Former Student Union President Arrested for Sharing Post in Social Media

In Hong Kong, former president of the Chinese University of Hong Kong student union Owen Au Cheuk-hei was arrested by officers of the Independent Commission Against Corruption (ICAC). He was accused for sharing a post on social media urging people to cast a blank vote in the Legislative Council (LegCo) election in 2021.

In response to an inquiry from Hong Kong In-Media, the ICAC confirmed the arrest of a person on July 12, 2022 for sharing a post on social media, allegedly inciting others to cast blank votes or not to vote in the 2021 Legislative Council general election, breaching section 27A of the Elections (Corrupt and Illegal Conduct) Ordinance.
