Universities in Germany Closing Confucius Institutes to Avoid Exposure to CCP Propaganda
Universities in Hamburg and other locations in Germany are closing their Confucius Institutes to avoid propaganda from the Chinese Communist Party (CCP) from spreading in their campuses. The German parliament also has plans on discussing the much-disputed issue of Confucius Institutes in the coming session. However, most of the universities operating Confucius Institutes are still sitting on the fence.
German national daily newspaper Die Welt has reported that the University of Hamburg has decided to terminate their collaboration with Confucius Institute by the end of this year to minimise the risk of “political influence and information leakage”.
University of Hamburg is not the first university to shut down its Confucius Institute in Germany. In 2016, Heinrich Heine University Düsseldorf terminated its agreement with the Office of Chinese Language Council International, which was responsible for the operation of Confucius Institute, over worries that the political doctrine of the CCP would influence the school. Also worried about manipulation from the CCP, University of Bonn is now re-evaluating the presence of Confucius Institutes on its campus.
19 Confucius Institutes are currently operating in Germany. In recent years, more voices from the political and academic sectors have expressed their suspicion over Confucius Institutes working as CCP’s propaganda machine under the façade of promoting Chinese culture and language. In a reply to an inquiry last year from parliament members, the German government has pointed out that the Office of Chinese Language Council International operates under the Publicity Department of the CCP.

“Fake news” - China News Agency Xinhua deliberately reported disinformation of protest in Minsk
(16 Aug) China official state-run News Agency, Xinhua, reported a mass rally held in Minsk, Capital of Belarus, supporting government on 16 August. Around 70 thousand people gathered in Independence Square, Minsk. Pro-government camp organised the protest showing their support to the government, Alexander Lukashenko, and prosperity and peace of the country. Mr Lukashenko said on the scene no vote-rigging in the election of the president and not instigating people for violence. He continued that army of Northern Atlantic Treaty Organization (NATO) has been already garrisoned at the border of Belarus and the country will be turmoil if re-election of the president.
The presidential election of Belarus held on 9 August with five candidates including the incumbent president, Alexander Lukashenko. The Central Election Commission finalised the result on 14 August and announced Mr Lukshenko won with 80.1% votes.

The pro-Beijing newspapers also interviewed Henry Litton, a permanent judge of Court of Final Appeal, who wrote an article to criticise court and judges lately, and used him to point put that there was “no separation of powers” on Hong Kong. A senior Counsel and commentator stated that the reason why pro-Beijing camp was cracking down the judiciary of Hong Kong was to eliminate or limit all possibilities of judicial review, so that the power of hegemonic government would no longer be limited. It is the path for Beijing to take over Hong Kong entirely.

The Central Government claimed that the testing would be totally free for Hongkongers as China would absorb all the cost. Moreover, it would build another bigger Mobile Cabin Hospital at the AsiaWorld Expo to help Hong Kong fighting against the Wuhan virus.
Mingpao (a Hong Kong newspaper) later reported that, on 4 September, Patrick NIP Tak-kuen, Secretary for Civil Services CLARIFIED that the testing cost would be borne by the Central Government whereas other costs would be taken by Hong Kong Government, including the establishment of sampling centre, medical personnel’s remuneration, logistics and other supplies. However, “the actual amount of those costs would not be disclosed to the Hong Kong people as the amount would be higher after completing the testing”. When being asked, NIP responded to a question of why government implemented a policy without budgeting and financial projection, by saying the testing needed to be executed within a short period of time with multiple costs and it was difficult to disclose such amount to the public at the moment.

The practice has aroused heated debate among netizens, many of whom say that banning speech is a common tactic used by the Chinese Communist Party, criticizing Silicon Valley for turning into the Chinese Communist Party. Twitter has not seen any major action even when Chinese official media and Foreign Ministry spokesperson use the platform to make propaganda or even send out fake news.
Chinese Foreign Ministry spokeswoman Hua Chunying posted a short video about COVID-19 on her Twitter account (@SpokespersonCHN) on Friday (January 8), saying, “A picture is worth a thousand words. Fighting #COVID19, a memory that will not be forgotten.” The video was viewed more than 7,000 times in just two hours, with more than 300 people giving Like and more than 50 comments. Most of the comments praised China for its greatness, happiness for its people and rejuvenation for its nation. Some even thanked China for "leading the world" in the fight against the virus. But Twitter does not put on the fact-check tag in the feed.
Another Chinese Foreign Ministry spokesman, Zhao Lijian, became notorious last May when his Twitter account (@zlj517) cited a report from the official media Global Times that the U.S. military brought the COVID-19 into China. Twitter added a fact-check tag to it without deleting the post or the Global Times report. In last December, Zhao further antagonized China-Australia relation by uploading a fake picture of an Australian soldier. But his Twitter account is still up and running.
