Without Public Tender and Consultation, Hong Kong SAR Government Allegedly Transfers Benefits

After arranging free voluntary Covid-19 test for residents in Tsz Wan Shan in July, on 7 Aug, Hong Kong's Home and Affair Department (HAD) announced the extension of the testing service to 86,000 people living in Wong Tai Sin, Kwun Tong, Tuen Mun and Yau Tsim Mong.

HAD also decided to collaborate with Tung Wah Group of Hospital, Yan Oi Tong and Mongkok Kai-Fong Association Chan Hing Social Service Center to collect samples. Sunrise Diagnostic Center under the controversial Beijing Genomics Institute (BGI), will carry out the test.

As all tests conducted in Hong Kong's laboratories should be referred by registered doctors under the current laws in Hong Kong, the SAR government might have violated the regulation.

To make it worse, the SAR Government hasn’t shared any details nor answered any question regarding the selection procedures and criteria for laboratories and testing partners and, if any, the profit made by the government.

District Councillor codemned that the government did not consult and call for tenders openly, and this may involve the transferring of benefits. As many people of Hong Kong are still very worried about their DNA being collected Beijing as in the case of Xinjiang, many found the explanation of government unacceptable.

Hong Kong's track cyclist Sarah Wai-sze Lee on August 7, 2021 beat Great Britain's Katy Marchant to enter the semi-final that will take place at 9:18 (Hong Kong Time) on August 8.

By gaining her place in the medal match, Lee who has previously lost to Marchant, once and again, proved her perseverance and determination.

On August 7, 2021, Wen Wei Po, a newspaper controlled by China's Liaison Office in Hong Kong, claimed that the Vice Chairman of the Democratic Party in Hong Kong #LEEWingTat were seen in the airport boarding a Cathay Pacific flight to London on August 6. The pro-China newspaper said Lee "will not return shortly".

LEE's wife #CHANShuYing confirmed the news but didn't give more details. CHAN said Lee would speak for himself, when necessary, "I won't speak on his behalf, even though I am his family". Chan is currently in Hong Kong..

LEE, aged 65, is a former legislative and district councilor in Hong Kong. He was also a co-founder of the United Democrats of Hong Kong, an initial body of Democratic Party, in 1991, together with SZETO Wah and HO Chun-yan Albert,

Lee was a legislative councilor until 2012, when he lost in the election repesenting the New Territories West. The defeat marked his step-down from his previous prominent position.

In April 2019, LEE was convicted for one count of "Incitement to Public Nuisance" during the Occupy Central Movement in 2014. He was sentenced to a 8-month imprisonment, with a 2-year suspension.

In June 2021, LEE "returned" yo the political scene by taking up the Vice Chairman role of the Democracy Party. He said he wanted to stablize the Party and its members.

Lee opposed the Democratic Party to organize candidates to participate in the coming Legco election in December 2021. In the political sphere, it was rumoured that Lee's return aims at barring the few young members of the Party from candidating themselves in the election.

Hong Kong actor Chow Yun-fat received a honary doctoral degree in humanities at Hong Kong Baptist University on August 7, 2021.

In his speech, Chow humorously recalled the different stages of his acting career, from television to cinema, Hong Kong to Hollywood.

Chow especially thanked the support, encouragement and affection extended by Hongkongers. "I need to thank Hong Kong as a place which bestowed on me wisedom and love. Thank you, Hongkongers. Thank you, Hong Kong."

Renowned scholar of Chinese thought Yu Ying-shih passed away at 91

Renowned scholar of Chinese thought, Yu Ying-shih passed away on 1 August 2021 at the age of 91. Since 1950s, Yu had published nearly 60 books and 400 thesis in both English and Chinese. He was also interviewed by Chinese, Hong Kong and Taiwan media on heated political issues for many times, in which he was vocal about his stance on human rights and democratic development.

In remembrance of Yu, Dr Chow Po Chung, a Hong Kong Philosopher, shared on his facebook about Yu’s view on Hong Kong’s current predicament.

"Hong Kong is moving in the opposite direction to democratic freedoms. I read about the situation in Hong Kong on New York Times, television and social media. It is probably not easy to change in a short period of time.

But I have always believed that civilization cannot be controlled by a few self-serving people in the long run. Hong Kong has long been enjoying freedom ever since 1843, never being ruled by an authoritarian.

Given Hong Kong people’s high awareness, they will not be slaved or become obedient. But one’s determination to fight is the essence and one must not give up."

Screened on the penultimate day of the 74th #Cannes Film Festival in mid-July 2021 is the Hong Kong protest documentary, #RevolutionOfOurTimes, which captured the pro-democracy movement in Hong Kong in 2019, following the Government’s attempt to promulgate the extradition law.

Knowing that he could potentially be exposed to sanction under the territory’s National Security Law, director Kiwi Chow is the only name credited on the documentary, as his financiers and technical collaborators have all chosen to remain anonymous.

Chow was director of many popular Hong Kong films such like “Ten Year” (the short "Self- Immolator”) and “Beyond the Dream”. He acknowledged that only "Revolution of our Times" has given him the biggest strain.

Before the film's premiere, he was asked to remain anonymous. He also received threatening phone calls telling him to leave Hong Kong immediately. But Kiwi Chow chose to stay and carry on his life in Hong Kong as usual.

Chow is even willing to be interviewed by media to talk about freedom, talk about film and his belief.

Chow anticipated that the documentary will not be allowed to be shown in Hong Kong. He even prepared to face imprisonment. Chow said, “ I am innocent under the long standing framework of Basic Law, not to mention that the documentary was filmed and completed before the National Security Law was implemented.”

Chow said, if he is ever being arrested. He is certainly a political prisoner. “I think political prisoner is a self-invited humiliation to a regime.”
