Secretary for Education "Hopes" Schools to "Cultivate National Identity" and Teachers and Principles to "Actively" Join the Government's Universal Testing

Regarding the new school term in September, Kevin Yeung Yun-hung, secretary for education in Hong Kong, issued a letter to primary and secondary schools, informing the principals and the teaching staff of their "responsibilities to cultivating national identity and law-abiding awareness of the students". The letter demanded schools to turn students into "good citizens and nationals by abiding school regulations in school and law in society”. The letter also emphasised that the HKSAR has responsibilities to "safeguard state sovereignty, security and benefits of development under Basic Law".

Yeung also mentioned the Education Bureau has released a notice to ask teaching staff and students to become familiar with the National Security Law.

As the government is promoting a universal COVID-19 testing scheme, Yeung has wrote on Facebook, hoping that "principals, teachers, students and parents can join the plan actively”.

Ip Kin-Yuen, lawmaker representing the functional constituency of education sector, stated it was not a problem if Yeung just advised, as long as “the test should not be mandatory, and teachers and students were not forced to be tested”. Ip urged the authorities to disclose relevant information and let teachers, students and parents decide for themselves.

Only 20.9% Willing to Join COVID-19 Test Carried out by Chinese Company in Hong Kong

The HKSAR Government has commissioned the China-owned Beijing Genomics Institute (#BGI) to conduct universal COVID-19 tests in Hong Kong.

In a telephone survey conducted by the Hong Kong Institute of Asia-Pacific Studies at Chinese University of Hong Kong (#CUHK), only 20.9% of the respondents said they would participate in the scheme while 55.4% refused to be tested. Similarly, 53.8% of the respondents considered it "unnecessary" and "very unnecessary" to take part in the government's scheme. This leaves only 35.8% who found it "needed" and "very needed" to be tested.

Regarding the government's performance in controlling the pandemic, 62.5% of the respondents rated "quite bad" and "very bad", marking an increase of 6.5 percent from the same series of surveys conducted in June 2020.

Hong Kong Use Chinese Test Kits which had High False-Positive Results in Sweden

The Hong Kong government will launch a universal testing programme on COVID-19 for no more than 2 weeks from September 1. However, BGI Genomics, one of the responsible agencies, was accused by the Swedish Public Health Agency that they received false-positive results on using BGI’s test kits. BGI Genomics stated that the test kits had undergone testing by authoritative organisations, and are one of the most sensitive reagents in the world, the sensitivity differs in countries.

The Swedish Public Health Agency had recorded 3,700 false-positive results from using BGI’s reagents and requested BGI Genomics to adjust the reagents to meet applicable standards. BGI Genomics responded, due to different sensitivity standards in different countries and regions, some asymptomatic carriers were determined as “healthy” in clinical manifestations. Therefore, high-sensitivity reagents would generate a positive test result, which would be regarded as “false positive”. BGI Genomics added that if the infected person participated in daily work or social activities as a “healthy” person, it would be harmful to the prevention and control of the epidemic.

Fear of COVID19 Infection Arise in Hong Kong as Government Testing Centre Disposes of Medical Waste Casually at Nearby Dumpster


On the second day of the government-promoted Covid-19 universal testing scheme, government officials reiterated that measures have been taken at testing centres to ensure that they are compliant with infection prevention requirements.

When a Stand News reporter visited Ngai Tau Kok Sports Stadium, it was found that the outsourced cleaners from external cleaning companies were not wearing protective clothing. Biohazard wastes from the testing centre, which include personal protective equipments, masks, and disposable gloves, were disposed of at nearby dumpster.

The reporter also found some trash bags improperly tied. Paper cups and gloves were also strewn all over the place.

HK Gov't Extends COVID 19 Universal Testing Scheme Despite Less-than-stellar Reception and Refuses to Disclose Expenses

The participation and the effectiveness of the Hong Kong government's universal Covid-19 testing scheme, which has started since Sept 1, were below expectations.

However, the Secretary of Civil Service Bureau, Patrick Nip Tak-Kuen, announced on Sept 4 plans the extension of the scheme for 4 more days and the closure of 19 Centers with lower turnouts.

Journalists have questioned the reason behind the extension of the program, since there were less than 1 million participants, and the results yielded were far behind the government’s estimation. The government expected to find 1 confirmed case in every 5,000 samples; however, the actual result was only 1 case in 60,000 samples.

The media have also requested for the government to disclose the overall expense of this program.

Sophia Chan Siu-chee, the Secretary for Food and Health, stood in defense of the government's decisions, saying that the numbers of tests and confirmed cases are constantly changing, so she will not comment on its effectiveness. Nip rejected the media's request for the disclosure of the expense, and said that it was irrelevant for such a question to be in discussion at this juncture.

HK Government Distributes Made-in-China Gowns Labelled "Non Medical Use" to Hong Kong Medical Workers Collecting Covid19 Test Samples

The Hong Kong SAR Government has announced on Sept 4, 2020 the extension of the universal Covid-19 testing scheme, despite the relatively low participation rate.

Medical workers assisting in sample collection at the Hong Kong Convention and Exhibition Centre (#HKCEC) have revealed that the protective gear distributed to them by the government were made in China, and were labelled in Simplified Chinese and in English that it was for "non-medical use".

Medical workers have expressed their discontent with the government’s plans, actions and arrangements, especially since they are dealing with a contagious virus.

HK's Correctional Services Force Inmates to Undergo 'Voluntary' COVID Tests and Penalized Those Refused

Pro-democracy legislator and social worker Shiu Ka-chun revealed that the Correctional Services in Hong Kong had ordered all inmates to participate in the government's 'voluntary' universal CoVID19 testing scheme. The scheme has sparked many controversies including the government's commission of unlicensed Chinese companies to run laboratory tests and security concern over personal data collection.

According to Shiu, a jailed female pro-democracy protester, who refused to join the 'voluntary' testing scheme, was being 'punished': She was locked up in an isolation cell, with no access to TV, book and radio.

Details of Universal COVID-19 Test Remains Shrouded as Government Fails to Disclose the Address of China-Run Labs

The Universal Covid-19 test has concluded for now, but the details of the plans behind the test remains unknown to the public, with the public only knowing of the “Fire Eye Laboratory” at Sun Yat Sen Memorial Park Sport Centre for the time being. However, the government has rejected to discloses the address of the other three testing organisations' labs, including KingMed, Hybribio, China Inspection Company.

HKCNews sent an inquiry about the address of KingMed, Hybribio and Chinese Inspection Company's labs to the government on 10 September.
The government spokesperson replied on 11 Sep, saying that “all medical laboratories in Hong Kong conform to the provisional of laws in Hong Kong… Furthermore, all private laboratories which provide Covid-19 test for the Hong Kong government and all testing laboratories for the universal Covid-19 test have to pass the External Quality Assessment Programmes conducted by the Department of Health. It ensures their techniques of virus testing meet the relevant standard.” However, the government still haven’t disclosed their address.

The journalist has requested the government to explain the reason for the confidentiality were they to not provide the addresses. The Information Service Department replied on 14 September that they didn’t have any further updates.

The journalist sent an email on Tuesday to ask about three testing companies, KindMed, Hybribio and China Inspection Company. There was no reply as of yet.
