<Response to the so-called incident of History exam question>

In the chaotic world, distance and silence should have been kept to stay safe. However, I am a principal. When the interests of my students are unfairly damaged, I need to speak for them and claim justice, so that I am worthy of my students and my profession. Another point is that I am a scholar in this troubled world, and I still have a little bit of the traditional Chinese culture, integrity.

In the spirit of running through tears gas to PolyU to save the students on that day, I hereby solemnly speak out regarding the cancellation of the DSE question in History by the Education Bureau.

1. The DSE History exam questions were open-ended since the first exam and have no standpoint of their own. Critics only have a problem with it because they have a pre-determined point-of-view. Making a mountain out of a molehill is unnecessary and unfair. It is not appropriate to bring politics to the campus!

2. Hong Kong has a society with freedom of speech. It makes Hong Kong valuable, to be able to discuss everything is part of the good side of one country, two systems. The education bureau set limits on its own initiative, this damaged the spirit of one country, two systems, and hindered academic freedom!

3. Indeed, educators should positively guide students to handle sensitive issues carefully and make a clear distinction between right and wrong. Critics mistakenly believe that the education sector lacks such attitudes and abilities, condemning it from a populist stance, History, General Studies... just as "the burning of chained barges", it will cause irreparable harm to the education in Hong Kong!

4. Take a thousand steps back, if there are problems with the history test questions, you should first conduct a fact check, understand the position, size, and scope of the problem, ask the involved parties, and also ask the industry's opinions, and seek various ways to solve the problem...etc. There should be no rush to jump out and be stern without the above premises, stating that there is no room for discussion and eliminate the test question. It is unfair to students who have answered this question, and do not trust them to distinguish right from wrong, presupposing the industry cannot guide students towards goodness even they set the DSE questions and mark the papers. This is judgment without trial! All kinds of behaviors give people the impression of making a tempest.

5. In response to the role of the two offices of Hong Kong and mainland China in handling Article 22, the Constitutional and Mainland Affairs Bureau (CMAB) made three changes in one night, making the world laugh. Taking history as a mirror, one should learn from experience and act carefully. To one's surprise, the relevant officials repeated the same mistakes when handling the test questions, such a reckless act!

6. The Chief Executive of Hong Kong accused the education sector of being an "uncovered chicken coop", that is correct, the one who is arbitrary and takes it upon oneself to get in and out is the chief executive and the Education Bureau!

Secondary School Students Organised Platform to initiate judicial review on the government's decision to cancel DSE history question

Many organisations within the education sector petition against the government's order to cancel one of the questions in the public DSE History Exam.

The petition critisized the decision to prioritize politics over the students' benefit and claimed the legitimacy of the exam question should be decided by the education sector rather than public comments.

The petitioning group believed that canceling the exam question without thorough explanation will leave a negative image in the international community and harm the legitimacy of the DSE exam overseas. Therefore, they urge the Hong Kong Examinations and Assessment Authority (HKEAA) to protect the legitimacy of the DSE exam and request the Secretary for Education, Kevin Yeung to withdraw his comment to remove the questions and apologise to the students.

The National security law: the ā€œSecond handoverā€ in the eyes of China, and the twenty steps

Many were surprised to see Beijing directly inserting a national law ā€˜The National Security Lawā€™ into the appendix of the Basic Law, given there were already many signs before head. I have written articles warning that such could happen, but was ignored among the many many articles and public opinions. And we must stay calm, think so to strike back afterwards. Beijing didnā€™t make these move impulsively, but accomplishes them with detailed plans. So they donā€™t treat it as normal clash, but alleviate it to the level of ā€˜HKā€™s Second handoverā€™. A real HKer, must therefore learn these moves, to understand ourselves and our enemy.

1. Beijing believes the pandemic has brought along a good timing to forcefully intrude into HKā€™s affair. and this is based on the assumption that the West has been affected by the pandemic more severely than herself, and requires more time for economy recovery. So the West will not truly want to decouple with China, and will greatly need Chinese capital and market. Be it on ā€œWolf diplomacyā€ (extremely aggressive diplomacy), full and all rounded deployment of soft power, or HKā€™s national security law, are illustrations of pragmatism and brinksmanship. Just like the reclamation and making of island on the South sea. No matter how the world condemned the act, the world didnā€™t take action, so the island was made there.

2. Beijing as the biggest winner of the last 20 years of globalisation, also becomes one of those on the same boat. Although she understands anti China is becoming a trend, the existing elites and their friends around the world will still be in power for 10 years or so. This group is easily drawn in, for they care about their personal interests. So even policies like ā€˜Sinophile making great moneyā€™ will emerge. Before the new and ideology-guided generations taking the office, this gap is the final opportunity for China to implement her strategy.

3. Beijing believes all the commerce associations only care about profit, and are only worried about themselves, who have connections with ā€˜foreign associationsā€™, being extorted under the national security law. So Beijing only needs to win them over by procurement contracts and deals, the businessmen will deploy their influence to lobby within their countries. Examples include the businessmen who betrayed and sold HK away in the 90s.

4. Internationally, UK has the most right to express her opinion, but since Beijing is in the impression that the UK, having less influence than before, will not take action in fight between China and US, or take side to provide mandate to other countries, such as taking legal action against Chineseā€™s unilateral violation on the joint declaration. China has moved its enterprises away from US, and even suggested enterprises to go public in the UK, so to tackle each nation. Trump is hostile against his allies, and advocates unilateralism. So Beijing guessed that the West would not let US do everything as she wishes.

5. USā€™s response can be diverse. In addition, the election in Nov is coming soon, many class of politicians will play the anti China card, but as they only targets on votes, they might do something totally opposite. CCP, based on their understanding on humanity, thinks that US at most will sanction a few second class officials (such as Xinjiang CCP secretary Chen Qhuanguo) and CCP could just comfort the related parties with their power. But when it comes to rejecting HKā€™s status as separate custom territory, and more so financial wars, CCP believes the politicians will not act at the expense of their own.

The Worst Time to be a Sixth Former

The days spent preparing for public exams are one of the few things that resonate among almost all Hongkongers.

The memories of youth are shared by all - photocopying past exam papers? Should I make my own commemorative book or buy one? What song should I pick for my final singing contest? Where will our prom be held? Shall I study at McDonald's or Starbucks?

For Form 6 students (this year, future recollections of these days will be drastically different. Their frustrations instead are - what route to choose when forming human chains? What activities to organise for the student strike? If you skip school for protests, how many days' absence could you take before being expelled? Still studying at McDonald's? Starbucks? No thanks.

Nok, an active frontliner in the Anti-Extradition Movement and a DSE candidate, has been absent from school for many days. In his interview, he sighed, "I was never really present so I don't have any particularly cherished memories of life in Form 6."

The trials of our time* keep coming. This group of "chosen kids" will not have a chance to properly say farewell to their schools. As nine months of flames and smoke dispersed somewhat, the storm of Wuhan pneumonia drew near. Even the long-anticipated last day had to be cancelled.

As the oldest among the "kids", they stand on the precipice of youth. After going through the public exams, they would either become "chosen ones" or "eliminated adults". Even though social movements do not exclude people, the examination system does.

This year, the DSE was postponed and the study period longer than in past years. During this time, Stand News interviewed ten of this year's candidates with a commitment to the Anti-Extradition Movement to understand their emotions surrounding the past nine months. When the flames and smoke settled, some tried to sort out their emotions and focus on studying. Some were injured by police brutality. Left with psychological trauma, some decided to abandon the exam and recuperate overseas. Others were arrested during protests and are still in custody. They may be taking their exam in jail. Still others were exiled to Taiwan. Not only did they have to abandon the public exam, but they also had to leave Hong Kong.

Before these Form 6 students charge into their next battlefield in life, we documented their hopes and memories.

Hong Kong Citizens' press conference blasts politics over education, advocates funds for sponsoring students to study abroad

(20 May)Hong Kong Secretary for Education Kevin Yeung requested the Hong Kong Examinations and Assessment Authority (HKEAA) to remove a controversial history question in the Hong Kong Diploma of Secondary Education (HKDSE) Examination, saying that the information provided in the question was midleading and would lead to a biased conclusion. Hong Kong Chief Executive Carrie Lam said ā€œthe collapse of education is enough to destroy a countryā€. She added that she could possibly invoke the HKEAA Ordinance to order the HKEAA to remove the exam question. The Citizens' Press Conference held a press conference in the evening to criticise the authority for politically overriding educationā€™s professionalism and intervening in education affairs, like in the China Cultural Revolution. The Citizens' Press Conference advocated the establishment of an "education fund for freedom" for the new generation to receive education without censorship.

Benson Wong: HKDSE will lose international recognition if Hong Kong Government is determined for mutual destruction

Benson Wong, an academic and a member of Progressive Teachersā€™ Alliance, said previous cancellation of exam questions by HKEAA had to be processed by the moderation committee according to the mechanism. Questions could only get removed under two circumstances: the question failed to distinguish between candidatesā€™ abilities or ambiguity in wording causing failure to distinguish between candidates' abilities. He denounced Carrie Lam and Kevin Yeungā€™s use of political criticism to interfere with exam questions, which was no different from the China's Cultural Revolution.

Wong pointed out that political interference will have far-reaching impacts on Hong Kong's education system, and is tantamount to "mutual destruction". He explained that the HKDSE system had been established for less than a decade and its qualifications are recognised by mainstream overseas universities; but if the Hong Kong Government uses ā€œpolitical correctnessā€ as the marking criterion and forces exam questions to be cancelled by political means, international education institutions will re-examine the HKDSE qualifications.

As the coronavirus outbreak continues, the results of the HKDSE, a public exam mainly for university admission for local students, were released online.

Earlier the Hong Kong government cancelled an exam question after China's state media and pro-Beijing voices condemned a conditional, open question that mentioned Japan as inappropriate.

A student surnamed Chow suggested he was unsatisfied with his history exam result due to the cancelled exam question. After getting his results, Chow called his history teacher and apologized. He pointed out that he spent a lot of time and effort on this subject, and he wrote his essay arguing that Japan has done "more harm than goodā€ in 1940s-China. He stressed that he will apply for remarking and rechecking because the cancellation disrepected students and made the exam incomplete.

Concern group: HK Gov't Attempts to Displace Hongkongers' Mother Tongue by Trimming Down Cantonese Component in Public Exams

The Curriculum Review Taskforce of Hong Kong's Education Bureau issued a consultation paper in June 2019, which recommended trimming down the Chinese Language papers, particularly the listening and speaking sections which involved the use of Cantonese, in public exams.

Although more than 90,000 citizens sent in their opinion opposing the change, the Taskforce insisted their proposal in the latest report announced on September 22, 2020.

Whatā€™s even more concerning is that the Taskforce only invited 4 pro-Beijing media outlets to its press briefing, including Ta Kung Pao, Wen Wei Pao, Sing Tao and Ming Pao.

Educators worried that the proposal, if enforced, would have impact on Cantonese learning, the mother tongue of Hongkoners. They opined that the oral component of the public exam DSE in Hong Kong for university admission, is one of the keys to prevent the conversion of the medium of instruction in Hong Kong schools to Putonghua. Therefore, the government's act triggers the fear of the displacement of Cantonese.

In Hong Kong on July 21, 2021, the result of the pre-University public exam DSE was released.

Across the city, seven students obtained the highest score 5** in seven subjects. Three of them are "super scorers" in eight subjects.

Just two days before, on July 19, the Hong Kong International Airport was filled with people, who were departing the city for the UK. It was the last day of the special immigration scheme LOTR offered by the British government.

As the immigration wave continues, the drop-out rate in schoold surges in Hong Kong under the #NationalSecurityLaw. Seemingly, staying in the city is no longer a preference for many.

The seven top-scorers have already obtained their tickets to enter local universities without a doubt. However, under these circumstances, will they leave or stay? Speaking up or keeping silence?

Indeed, five out of the seven students plan to continue their studies in Hong Kong.

One top-scorer said, "Although Hong Kong has experienced a lot of changes in these two years, it is still my root. I choose to stay. Our freedom of speech may be narrowed, but we can take charge of our thoughts."
