Gigantic Protest #Banner Appears in Hong Kong amidst Sweeping White Terror

A gigantic banner in black was hanged on a hill slope in Shau Kei Wan, Hong Kong. The prominent message reads, "Celebrate the Goddamned [PRC's National] Day on Oct 1".

On September 25, 2020, the Hong Kong Police banned civilians' protest on October 1, being the PRC's national day, for the second consecutive year.

In 2019, pro-democracy protesters initiated multi-district rallies and protests on October 1, to show their discontent toward the encroachment of rights and freedoms in the city. Therefore, the police's objection also signifies the authorities' prevention of civilians taking their opinion to the street for international attention.

The gigantic banner demonstrates Hongkongers' frustration and defiance while facing political oppression.

Attackers Destroy Lennon Wall at #HKU with Tools

At around 7pm on September 26, 2020, a number of middle-aged people, carrying tools, stormed into the campus of the University of Hong Kong and destroyed the pro-democracy posters on the Lennon Wall.

The university has hired and stationed security guards at all entrances to check the identity of students, staff and visitors. It is not known why the attackers could enter the campus.

Young pro-democracy protester coerced to confess or risk his family being charged violation of National Security Law

A 23-year-old university student who was arrested with his mother at their Fanling home on September 24 for alleged weapons possession has been denied bail while his mother was released on police bail.

The Polytechnic University (#PolyU) student has been charged with possession of arms without a licence and import of strategic commodities without permission. The police hsd ntimidated him and his family with charges of National Security Law violations and the case was said handled by the National Security Department.

In thd court hearing on September 26, the defendant raised a complaint to the Court that the defendant had been intimidated by a man claiming to be an officer of the police's National Security Department and coerced him to confess, otherwise his mother and girlfriend could be sued.

Concern Group: Hong Kong government probably knows the route of the speedboat in advance

12 Hongkongers were captured by the Chinese authorities since August 23, 2020 and have been detained for over a month and barred from seeing their families and the lawyers hired by their families. The HK Government has been accused of neither assisting the families nor seeking the return of the detained Hongkongers.

In the latest Hong Kong government statement released on Sept 26, 2020, it is stated that,

“According to the information provided by Guangdong Provincial Public Security Department, and after reviewing Marine Department’s Vessel Traffic Services System and Marine Police’s Digital Radar Security System, it was suspected that the speedboat departed from Po Toi O at around 7am on August 23, and entered Mainland waters through southeastern side of the boundary of Hong Kong waters at around 7.30am on the same day.

The speedboat in question later passed through the effective detection range of the systems. The latest detectable time of the speedboat by the Marine Police’s Digital Radar Security System was at around 8am on the same day. The speedboat was 10.9NM outside the boundary of Hong Kong waters and was steering towards southeast direction.”

The Save 12 Hong Kong Youths concern group responded that the Hong Kong Marine Department’s Vessel Traffic Services System and Marine Police’s Digital Radar Security System can only recognise vessels with a pre-defined identity code, generally only available for large vessels.

These systems cannot identify a vessel based on a moving light spotted on the radar alone, not to mention to track any vessel's movement beyond the detection range of the Systems.

That is to say, if the Hong Kong government doesn’t know the route of the speedboat boarded by these 12 Hongkongers in advance, it is not feasible for them to extract relevant tracking record of the speedboat from neither the Marine Department’s Vessel Traffic Services System nor Marine Police’s Digital Radar Security System in Hong Kong.

The concern group also pointed out that it would be absolutely impossible for the HK Government to put down the exact location and time as to when the speedboat has departed and from which port, as they claimed firmly in their press statement.

The Yau Tsim Mong District Council in Hong Kong earlier proposed the inclusion of the LIHKG pig motif into festival decoration designs.

However, the Government's Home Affairs Department (#HAD) rejected the design, calling it “controversial” and “unsettling” which might jeopardize social harmony. HAD also threatened the District Councilors with the rejection of the whole proposal should organizers insisted keeping the LIHKG pig design.

Ben Lam Siu-pan, Councilor of Yau Tsim Mong District criticized HAD’s decision as an apparent case of political censorship. He would seek clarification from the Obscene Articles Tribunal on whether the LIHKG pig is “unsettling” to social harmony.

Could the Police's new definition on Media Representatives be sensibly implemented?

When I woke up in the early morning, I felt autumn in the air which is perhaps the best time of a year in Hong Kong. Regrettably, “best” is no longer an appropriate word for this battered city.

Last week, the Hong Kong Police amended the Police General Orders and shocked the public with their new definition of “media representatives”. Although the media has responded strongly with disapproval, the Force backed their decision, taking media objections as mere nuisance.

A day later, seven universities and tertiary institutions joined hands and issued a statement reprimanding the Police for stripping press freedom in Hong Kong, which is under the citizens' rights granted under the Basic Law.

Attempting to ratify the trouble they asked, officers of Police Public Relations Branch anxiously called and supplemented senior management of local media with a softer message, claiming themselves as “sources”. According to these sources, as long as reporters are not obstructing police from carrying out their duty, officers would not get in the way of any journalistic activity, claiming also that reporters can continue reporting any event in public area, and so forth.

Apparently, these “sources” are telling lies. In reality, on the same day as the Police announced the amendment, when a photographer from Apple Daily stood on his own on a footbridge, covering a vigil held in remembrance of the deceased pro-democracy protester Chan Yin-lam, he was ticketed for violating the gathering ban. Isn’t it bizarre for one person to violate the rule-of-4 restriction?

Moreover, when the photographer showed his press ID as instructed, the police responded that they don’t recognise Apple Daily, forcing him to register with PPRB again.

Obviously, Apple Daily is a registered media on the Government News & Media Information System (GNMIS). It is also hard to believe that any police officer in Hong Kong would not recognise Apple Daily. The incident showed how easily one could trump up a charge if they are intended to find fault and obstruct reporters from reporting.

Implementation of the Police's new definition on media representatives—only those registered on the Government News and Media Information System (GNMIS) will be recognized media outlets—is barely possible. Among the 200 some media outlets already registered on GNMIS, should police officers not recognize Apple Daily, how can they recognize other smaller and less known media outlets.

I could also foresee that HK police deploying "stop and search" operations on a whim to search reporters one-by-one, in order to restrain reporters' mobility at a scene.

A reporter from Ming Pao was once “kept” in a cordoned area for more than 40 minutes, awaited to be searched. When he was eventually released, the clash ended, leaving him nothing to report.

Could this be the reality the Hong Kong Police Force is attempting to enforce upon Hong Kong?

Pompeo to Visit the Vatican, US Department of State Said this Visit would Discuss China-Vatican Agreement

The US Secretary of State, Mike Pompeo, will be visiting Europe next week, including the Vatican. He has publicly opposed the Holy See renewing the Chinese-Vatican Agreement. Officials revealed that Pompeo is meeting senior officials of the Holy See for further discussion during the visit.

The US Department of State has stated Pompeo would visit several European countries, including Greece, Italy, Vatican, and Croatia, between September 27 and October 2. During his stay in the Vatican, he will be participating in the International Forum on Religious Freedom on September 30. The Vatican Secretary of State Pietro Parolin and the Vatican Foreign Minister will also attend the event.

Last week, Pompeo publicly opposed the renewal of the Interim Agreement for the Appointment of Bishops last, which is due to be discussed between China and the Vatican next month. Pompeo stated that this agreement “would endanger the moral authority of the Holy See”. This agreement allows China to narrow a list of potential Popes, which is then handed to the Vatican for their decision to appoint or dismiss the potential candidates. Reports suggested that Pompeo’s remarks dissatisfied the senior officials of the Holy See.
