HK Medical Association: Super-spreader among visitors exempted from quarantine triggers latest wave of Coronavirus Outbreak

In a press conference today, Chairman of HK Medical Association, Choi Kin urged the SAR government to provide Health Care Vouchers for citizens to undergo coronavirus testing, while as an attempt to off-load burden on public hospitals, non-urgent cases should be referred to private doctors. Choi believed that the new wave of outbreak was most likely triggered by those among the 200 thousand visitors exempted from existing quarantine requirements. Choi recommended that all arrivals must undergo a quick test and crew members should be subject to restrictions in public places.

Regarding news reports of mainland medical practitioners coming to Hong Kong to assist fighting the outbreak, Choi pointed out that all trained doctors in Hong Kong had worked in the Hospital Authority, which regardless of medical records and drugs, use English to communicate with other doctors, while mainland doctors speak Putonghua and use simplified Chinese. Such practices could cause chaos in routine operation.

Over 600 PRC medical officers exempt from compulsory quarantine arrangements, checked in at Metropark Hotel Mongkok

(28 Aug)The Hong Kong Hotel Employees Union confirmed that more than 600 unqualified PRC medical officers would arrive in Hong Kong with exemption from mandatory quarantine rules.

Businessman from China Exempted from Quarantine in Hong Kong Confirmed with Coronavirus

A 39-year-old businessman exempted from quarantine in Hong Kong has been confirmed positive after he arrived in Hong Kong from China. However, the Department of Health in Hong Kong did not take an initiative to mention this case at the press conference.

Dr. Chuang Shuk-Kwan, Head of Communicable Disease Branch spoke about the case after being continuously questioned by the media.

The patient, who was exempted from compulsory quarantine, lives in Shenzhen and arrived in Hong Kong on January 23, 2021. He started to get sick on January 30.

The patient has not been to Hong Kong for one year and has been working in China. The Hong Kong government official pointed out that “he has a company in Hong Kong, but it seems that he hasn’t been going to work there”.

The Department of Health said they will communicate with Chinese health authorities since the process to trace his previous activity in China needs to be carried out by them.

The patient was tested negative in China on January 21, 2021 and showed symptoms of a headache on Jan 30. He was confirmed positive on February 3. He was in Hong Kong from January 23 until the onset of his illness.

The man has shopped at Citygate in Tung Chung and did not do any other activities. He was in Shenzhen during the other half of his incubation period.

Chuang explained that “[The patient] spent half the [incubation] period in Shenzhen and half in Hong Kong. We decided to treat it as a 'local case' since there are many cases in Hong Kong but very few in China.”
