Goalposts shifted! China retracted 100+ confirmed symptomless cases in 2 days
(10 Feb) As the confirmed cases exceed 40,000 nationwide, many provinces are reducing their numbers, claiming to comply with Appendix 1 in the latest (4th) edition of the Novel Coronavirus Pneumonia Protocol published by the National Health Commission of China on 7 February 2020. In the past 2 days, more than 100 confirmed cases with no symptoms were retracted, causing a discrepancy between the Central Government and the local governments. In particular, on 8 Feb, Heilongjiang and Liaoning retracted 13 and 1 cases, respectively; and today Hubei and Hangzhou city, 87 and 12, respectively. These changes defy World Health Organisation’s guidelines, which requires all cases with positive test results - regardless of the presence of symptoms - to be counted as confirmed cases. Legislative Councillor KWOK Ka-Ki criticised such a policy change by China as pointless because symptomless virus carriers could still spread the disease.

Businessman from China Exempted from Quarantine in Hong Kong Confirmed with Coronavirus
A 39-year-old businessman exempted from quarantine in Hong Kong has been confirmed positive after he arrived in Hong Kong from China. However, the Department of Health in Hong Kong did not take an initiative to mention this case at the press conference.
Dr. Chuang Shuk-Kwan, Head of Communicable Disease Branch spoke about the case after being continuously questioned by the media.
The patient, who was exempted from compulsory quarantine, lives in Shenzhen and arrived in Hong Kong on January 23, 2021. He started to get sick on January 30.
The patient has not been to Hong Kong for one year and has been working in China. The Hong Kong government official pointed out that “he has a company in Hong Kong, but it seems that he hasn’t been going to work there”.
The Department of Health said they will communicate with Chinese health authorities since the process to trace his previous activity in China needs to be carried out by them.
The patient was tested negative in China on January 21, 2021 and showed symptoms of a headache on Jan 30. He was confirmed positive on February 3. He was in Hong Kong from January 23 until the onset of his illness.
The man has shopped at Citygate in Tung Chung and did not do any other activities. He was in Shenzhen during the other half of his incubation period.
Chuang explained that “[The patient] spent half the [incubation] period in Shenzhen and half in Hong Kong. We decided to treat it as a 'local case' since there are many cases in Hong Kong but very few in China.”
