#HKU Student union: Appointment of Chinese Academics as University's Pro-vice-president is a “Black-box Operation”

Along with several pto-democracy lawmakers, President of the Hong Kong University Students' Union, Yip Zi-lam held a press conference on October 26, 2020.

Yip comdemned the appointment of the university’s pro-vice-presidents as a “black-box operation” which lacked transparency to the stakeholders.

Yip pointed out that both candidates were closely connected to China and the arrangement is detrimental to the University’s autonomy.

In fact, one of the candidates is reportedly a Chinese Communist Party member:

The Students' Union called for a petition. As at 8pm on October 26, 2,100 signatures were collected from the University’s staff members, students and alumni.

Now TV News Segment Removed Because News Chief “Personally Thinks it was Inappropriate”

A Now TV news segment was ordered to be removed by News Chief Bill Chan, claiming that he “personally thinks it was inappropriate”. The now-removed clip showed Ip Kin-yuen, a legislative councilor of the education sector expressing concerns about Max Shen, allegedly a Communist Party member, being nominated to be the vice-chancellor at the University of Hong Kong.

Hong Kong Journalists Association (HKJA) issued a statement saying that the removal of news segments is rare, and it is concerning whether the NowTV is self-censoring since the news report touched upon the topic of Max Shen’s status as a Communist Party member.

HKJA urged NowTV Chan to further explain and clarify his measures on handling this news segment in order to allay any public concern.

Now TV News segment removal “was an editorial change”, Employee slams as criteria for removal remains unclear

Now TV has issued a statement explaining that the decision to remove a news segment was “an editorial change made adhering prudent principles”. The now-removed clip showed Ip Kin-yuen, a legislative councilor of the education sector expressing concerns about Max Shen, allegedly a Communist Party member, being nominated to be the vice-chancellor at the University of Hong Kong.

A Now TV employee pointed out that the statement still could not explain the criteria of removal. The employee further mentioned that the news department “has had several incidents” after chief Bill Chan took over the office and that he should be held accountable.

US High School's Orchestra Plays “Glory to Hong Kong” in Support of Hongkongers

“Glory to Hong Kong” is one of the most representative songs in Hong Kong's Anti-Extradition Law movement.

However, after the forceful enactment of the National Security Law (#NSL),
the song was accused of violating the law by inciting the subversion of the state power, overthrowing the authority, etc.

Hongkongers have to codify the lyrics into numbers such as “5201314” to express the original lyrics that read “May glory be to Hong Kong”.

While Hongkongers are forbidden by the authorities to sing the song in public, a symphony orchestra of a high school in the U.S. performed the song “Glory to Hong Kong” in their virtual concert on YouTube. More than ten thousand people have viewed the video.

Mark Aubel, the music teacher of the school and the conductor of the orchestra, spoke of the most touching moment when his students said, if Hongkongers cannot sing the song anymore, then “we can play it for them [Hongkongers], Mr Aubel”.

Aubel said, "The wonderful aspect for my students and me is that we have connected with the people of Hong Kong through music." Aubel and his students didn’t expect the virtual concert to have drawb so much attention. They hoped Hongkongers could feel the warmth.

Hong Kong Government Official Insists on Mandatory COVID19 Testing for the Population

Paul Chan Mo Po, the Hong Kong government's Financial Secretary, promoted Mandatory Testing for COVID-19 on his blog. He claimed that testing target groups, or in a large scale, as “an essential means to fight the virus”, and an aid to restoring economic activities.

However, Dr. Tsang Kay Yan, a Specialist Doctor in Infectious Diseases, held a different opinion. Dr. Tsang believed that it was necessary for the government to clarify on the regions and industries to be targeted at if Mandatory Testing was to be implemented. He also advised the government to “think twice”, as the implementation might put the economic activities to a standstill in an international city such as Hong Kong.

After the List of Foreign Missions to Chinese Media, Beijing Requires 6 US Media in China to Declare Personnel and Financial Records

Mike Pompeo, the US Secretary of State, recently indicated that the State Department listed another 6 Chinese media organizations as foreign missions. The list included “One Fortune Global”, “Liberation Daily”, “Xinmin Evening News”, “Economic Daily”, “Beijing Weekly”, and China Social Sciences in China Press. Zhao Lijian, the spokesperson of the Ministry of Foreign Affairs in China, announced the adoption of reciprocal countermeasures today (26th October). The countermeasures required six US media branches in China to declare to the Chinese party all the personnel information, financial affairs, operations, real estate information, and other written material to China within a week.

These media are the American Broadcasting Company (ABC), Los Angeles Times, Minnesota Public Radio, the Bureau of National Affairs, Newsweek and Feature Story News.

Zhao said that the measures above are necessary and reciprocal as the US carried out unreasonably suppression on Chinese media agencies in the US. He added that these measures are completely legitimate and reasonable defence. He also stated that the relevant US practices specifically targeted the Chinese media and were based on Cold War mentality and ideological prejudice. They have seriously damaged the reputation and image of the Chinese media agencies, seriously affected the regular operation of the Chinese media in the US, and seriously interfered with the typical cultural exchanges between China and the US, “The hypocrisy of “freedom of the press”.

Zhao urged the US to immediately stop the political suppression as well as the unreasonable limitations to Chinese media, and emphasized that if the US insists on going its own way and add mistakes to mistakes, China will definitely take further countermeasures.

Germany Former BND President Warned that China Almost Dominates the World, and Urged Europe to Reduce Reliance on China

The former President of the Bundesnachrichtendienst (BND) in Germany, Gerhard Schindler, spoke to the British press The Times that China was almost ‘dominating the world’, and that all European countries should be alert to this issue, lowering the ‘tactic reliance’ to China, especially for Germany.

Schindler, who served as the President of BND between 2011 and 2016, raised that China becomes more proactive in recent years, including aggressive actions in the South China Sea, the monopoly in the economy of African countries, and the Belt and Road Initiative infrastructure projects in Eurasia. He said, 'China is very clever and silent in conducting these dominating actions activities that we can hardly spot in Europe.'

China is the largest trade partner of Germany which the bilateral import and export trade volume reached EUR 206 billion (HKD 1.9 trillion) last year. Schindler pointed out that Germany must reflect on the situation of 'Business relationships dominate the stance on China'. He believed that there was a need to revise the Germany-China relationship. ‘We have some industries relying on China, such as our vehicle manufacturing industry, but we should not rely more heavily on others to reduce this reliance. We should try to reduce dependence.’ Schindler said.

#FBI Raids Chinese Point-of-Sale Giant #PAX Technology

On October 26, 2021, FBI and #MI5 in the US raided the Florida offices of PAX Technology, a Chinese provider of point-of-sale devices used by millions of businesses and retailers globally. There are reports saying that PAX’s systems may have been involved in cyberattacks on U.S. and E.U. organizations.

The sources came from the payment processor, revealing that "the PAX terminals were being used both as a malware “dropper” — a repository for malicious files — and as “command-and-control” locations for staging attacks and collecting information.”

It is pointed out that “two major financial providers — one in the United States and one in the United Kingdom — had already begun pulling PAX terminals from their payment infrastructure.”

Federal investigations are under way.

Governmdnt Official 'Recommends' Legal Aid Cases Use Government-Appointed Lawyers Only

The Hong Kong SAR government and the pro-Beijing camp had made numerous accusations that the legal aid system is being abused. #JohnLee Ka-Chiu, the Chief Secretary for Administration, had evaluated the system and presented a series of recommendations to the Legislative Council on Oct 22, 2021.

The report recommended that lawyers for criminal cases be appointed by the Legal Aid Department (#LAD), rather than allowing aid recipients to nominate their own lawyer. Only "special cases" will be exempted, for example when the self-nominated lawyer has represented the defendant before.

They also suggested a limit of legal aid for cases related to judicial reviews, allowing a maximum of 3 cases for barristers and 5 for solicitors.

The government also proposed to "enhance case management". If the LAD believes there is a conflict of interest of the original-appointed lawyer, they will suspend the legal aid or appoint another lawyer. And if the client seeks voluntary legal advice without LAD consent, the LAD will also withdraw the aid.

Government Removes #HongKongAlliance from Company Registry, Accuses Subversion of State Power

The Hong Kong Alliance in Support of Patriotic Democratic Movements of China, which for 32 years had continuously fought to demand accountability for the 1989 June 4th Tiananmen Massacre in Beijing and supported the Chinese democracy movement, had been accused of incitement of subverting state power, and formally disbanded last month.

Chief Executive Carrie Lam and the Executive Council ordered the Companies Registry to unlist the organisation from the record on October 26.

According to a government press release, Carrie Lam believed the organisation's operation aimed to end the CCP's rule in China, which the government equates to overthrowing the fundamental system in the Chinese Constitution, thus classifying it as subverting state power.

Lee Ka-Chiu: "Ending One-Party Dictatorship Equals to Subversion"

John Lee Ka-chiu, Chief Secretary for Administration, said that the organisation continuously promotes the goal of "end one-party dictatorship".

Chief Executive Carrie Lam and the Executive Council had concluded that the meaning behind this goal is equivalent to ending the CCP's leadership.

Lee also indicated the decision was not related to the incitement of subversion charges against the organisation's committees members, and that the court trial would not be affected by other factors.

Lawmakers urge more scrutiny of Chinese firms in wake of charges

Members of Congress are urging more scrutiny of Chinese companies in the U.S. after the Justice Department this week announced that two Chinese agents sought to obstruct prosecution of a telecommunications company reported to be Huawei Technologies.

The criminal charges unsealed Monday against the two Chinese intelligence officers are the latest twist in the case against the company, which the department indicted in 2020 for federal racketeering and conspiring to steal U.S. companies’ trade secrets. The Justice Department described the company as “a global telecommunications company that is a charged defendant in an ongoing prosecution.” The New York Times reported that the company was Huawei.

Judicial repression becomes the norm in Hong Kong

On 26 September 2022, a university professor, two former lawmakers, a Cantopop singer and a Catholic cardinal were charged by the Hong Kong government for failing to register a humanitarian aid fund with the police. The five defendants — 90-year-old Cardinal Joseph Zen, singer Denise Ho, cultural studies professor Po-Keung Hui and former lawmakers Margaret Ng and Cyd Ho — are well-known supporters of the pro-democracy movement in Hong Kong.

The five founded the 612 Humanitarian Relief Fund in 2019 to assist protestors who faced financial difficulties in seeking legal and medical assistance during the six-month-long anti-extradition bill movement.
