Bloomberg: Hong Kong Government is not ready for the third wave of outbreak

The third wave outbreak of Wuhan pneumonia happened in Hong Kong in a sudden. New confirmed cases have increased by 560 cases in 2 weeks and half of them cannot be traced to the source.

Bloomberg analysed that Hong Kong government is not ready for an unexpected third wave of the pandemic outbreak. Current anti-pandemic measures are too relaxed with many loopholes. Also, the government softened the social distancing regulation too early to give an illusion to civilians and foster the growth of disease.

HK government does not deny Carrie Lam asking for help from Chinese medical staff

Pro-CCP media Hong Kong Commercial Daily quoted from a source that Chief Executive Carrie Lam asked the central government for help. It was suggested that if the pandemic in Hong Kong continues to get worse, she hopes the Chinese government can deploy Chinese medical staff for emergency support. It was also pointed out that medical staffs in Shanghai and other cities were ready to help. ”Just one command! Experienced and well- equipped medical staff can set off to support Hong Kong.”

Apple Daily inquired of the Hong Kong government, the spokesman did not deny the accusation, but said ”we won't comment on any conjecture.”

Chan Siu-chee did not respond directly at the press conference. She merely pointed out that the Hong Kong government and the Guangdong health authorities will communicate closely on the pandemic, and the Chinese government was concerned with the situation in Hong Kong.

HAEA Urges HK Govt. to not Let Politics Take Precedence Above Everything

The Hospital Authority Employees Alliance responded to rumours of plans for Chinese medical personnel coming to "aid" Hong Kong on 22 July, stating that the Hong Kong government shouldn't damage the morale of the medical staff during the severe Wuhan Pneumonia outbreak. Also, they recommended that the pro-Beijing Hong Kong government not divert attention to hide their mistakes made in anti-epidemic measurements, stating that if politics are to take precedence above everything, Hong Kong civilians will bear all consequences.

The alliance stated that to maintain high proficiency of Hong Kong medical system, non-locally trained medical practitioners, and nurses are required to pass the licensing examination before practising in Hong Kong. Being "experienced medical staffs in anti-epidemic" doesn't mean that they are capable of practising in Hong Kong in any forms. Besides that, different culture and languages are obstacles in communication. Not only does it wastes medical staff time to communicate with so-called experience teams, it also delays the time for therapy and may cause more mistake due to miscommunication.

Sources revealed government intention to postpone September LegCo election

The third wave of Wuhan pneumonia has recently hit Hong Kong. Tam Yiu-chung, a current member of the Standing Committee of the National People's Congress, pointed out that the epidemic may inhibit Hongkongers living in mainland China from being able to vote. Therefore, he suggested postponing the Legislative Council elections in September. The Constitutional and Mainland Affairs Bureau stated that they will continuously assess the impact of the outbreak on the election.

"Ming Pao" and "Sing Tao Daily" quoted sources saying that the government has considered postponing the election for several reasons, including: the concerns of campaigning for votes, and the risk of disease transmission when people gather on voting day. The final decision will be made in early August. The report mentioned that the election is expected to defer for one year if the final decision is postponement. They consider one year deferment as reasonable timing.

An off-duty police officer committed suicide, after being released on bail

A woman was taken upskirt photos at Kai Tin Shopping Center, Lam Tin at 9pm on 21 July. Police officers arrived at the scene and arrested a man involved, led him to the investigation. According to sources, the suspect was an off-duty police officer. He was arrested and later released on bail pending further investigation. However, he was found dead lying on the platform of Tak Shing House in Lam Tin in 22 July morning.

The 37-year-old off-duty police officer involved in the sneak shots had fallen off the building died. He suffered from muscle disease and early Parkinson’s disease. He took a two-month leave last year and was later stationed at the police headquarters, mainly responsible for internal work. According to sources, the concerning police officer was depressed recently due to his illnesses.

Police Witness Gives Contradictory Testimony, Civilian Acquuttee of Assaulting the Police

On China's national day (1 October) in 2019, in different districts in Hong Kong police clashesd with civilians and arrested many. A 29-year-old clerk was charged with assaulting the police by attacking the back of a police officer. He pleaded not guilty to the charge.

After the hearings, magistrate, Stephanie Tsui May-har, verdicted on 22 July and stated that the evidence provided by a witness who was also a police officer proved to be a contradiction.

Even though the defendant was in the middle of the road during the police dispersal operation, the prosecution couldn't adduce evidence beyond a reasonable doubt. Ultimately, the defendant was acquitted of this charge.

Villa Becomes TV Protagonists’ Home?
Property Owner Demands TV Show Takedown and Compensation

Watching the television is about relaxation, but for Ms Lam who lives in Hangzhou, it was a cause for mounting anger. She found out, while binging a television show, that her villa had become the home of the protagonists. Her own bed was slept on by the female protagonist and the wine cellar in her basement became the setting for the protagonists’ rendezvous.

Ms Lam had called the police for help, but public security said the incident did not constitute a criminal offence. In her anger, she sued all 8 of the related companies, including the property management company and the television production company. She said, “We have not even lived in the house yet, and they have already exposed it all for me. That is to say, it is only under such intolerable circumstances that I am using the law as a weapon.”

However, it wasn't until being in the courtroom that Ms Lam learned that other television shows had been filmed in the house previously, in addition to the show she watched. Then who let the television crews in? Ms Lam suspected the property management company, as she handed them the villa's keys she bought it in 2015, out of consideration that she would not reside in it over long periods. They did, however, sign a confidential agreement that the keys would only be used in emergency situations.

Twice there was a change of property management companies, and both companies claimed to have no part in the incident. The television crew also clarified that they had communicated with the developer before filming and thought the villa was a show house, and did not constitute an intrusion. Mainland Chinese media have reported that the developer in question was a dishonest company that previously had not been able to be contacted, and is included in a list of corporations with questionable operations.

Ms Lam said that much of the furniture and equipment in the villa has been damaged, including the broken elevator in the house and the entrance door fingerprint lock, as well as tainted carpets and damaged walls because of camera set-ups. She demanded that either the television series be taken down or the scenes showing the villa be removed, along with an apology and compensation of CNY$3 million, to cover losses in property and invasion of privacy.

On July 22, 2021, police arrested 5 speech therapists in Hong Kong for "publishing sedition material". The two male and three female civilians, aged between 25 and 28 years old, are members of the General Union of Speech Therapists (#GUST).

The Union has published 3 children's books in the "Sheep Village" series over the past 2 years (https://www.guhkst.org/publication). The books are titled "The Guardians of Sheep Village", "The Brave 12 of Sheep Village", "The Cleaners of Sheep Village". Two of the books described the wolf invasion of the sheep village and the forced exile of the 12 brave sheeps. All the stories are set in the fictitious "Sheep Village".

However, the police claimed that the books incite hatred against the Hong Kong government and judiciary, especially among young children.

On July 22, 2022 in Hong Kobg, the National Security police arrested 5 speech therapists for allegedly "publishing seditious material".

The three children's books in question are published by the General Union of Hong Kong Speech Therapists (#GUST). The two men and the three women arrested are members.

Speaking to In-Media, a union member said that the arrest signified that even metaphors would violate the proverbial "red line".

"The literary inquisition could be endless. Are they going to ban 1984 and Animal Farm?" The member believes that the regime now considers the union to be a thorn in their side.

"Last time they talked about adding a national security director to the labor department. This time, they went straight to making arrests. Any organization that could rally public opinion will become a target."

Another member of the union believes that the goal of the police is to persuade the public to set red lines for themselves. "Just like what their deputy commissioner (#KwokYamShu) said: don't test where the red line is." The union member goes on to say that the national security budget will only grow bigger and bigger; even if every Hongkonger "lies flat" and lives a quiet life, there will still be new risks for violating the national security law.

"Our suffering won't stop even if we give up. Just look at Xinjiang and Tibet; all [oppression] will only continue, perhaps even at a faster pace."

#France suggests #China should halt nuclear reactor after problems

//French power group #EDF (EDF.PA) said on July 22, 2021 that it would halt the Taishan nuclear reactor it operates with a Chinese partner if similar problems around fuel rod seals were to occur in France, suggesting the plant should hit pause.

The state-controlled French group stopped short of directly calling on China to stop operations, and said the venture it runs with China General Nuclear Power Group (CGN), the majority shareholder in the plant, should decide.

China said there was no leak, and refuted a report that it has raised limits on permissible levels of radiation outside the plant.//

On July 22, 2021, the Hong Kong Police’s National Security Department arrested 5 committee members of the General Union of Hong Kong Speech Therapists (#GUST) on "seditious publications", accusing them of "violating the Criminal Offences Ordinance".

Li Kwai-wah, a senior superintendent in the Police’s National Security Department, said in a news briefing that the book and others published by the Union are "instilling hatred among children".

He claimed that the book titled “The Guardians of Sheep Village” is taking the background of Anti-extradition Law Amendment Bill (Anti-ELAB) Movement in Hong Kong.

Li said the story of the wolves invading the village and devouring the sheeps is referring to the conflicts between mainland Chinese (the wolves) and HongKonger (the sheeps). He explained the Force's interpretation based on the book's depiction of wolves entering the village in sheep’s clothing as an allegory of local people’s livelihood being messed up.

Li also condemned that the book for depicting the sheeps retaliating the wolves’ attack with their horns.

According to Li. it is provoking violence and criminal behavior, “sheep, although mild and timid, is portrayed as ferocious and capable of inflicting violence.”

Some reporters pointed out that another book “The Cleaner of Sheep Village”, which describes the COVID-19 pandemic, is not from the same series.

Li, however, insisted that all the Union’s storybooks are connected and "part of a series”.

“Once you have read the first book and the second book, you’ll come to know who the sheeps and the wolves are alleging to. Readers will naturally follow the same logic when they read the third book.”

Li taunted the reporters in the briefing, “Is it necessary to portray wolves in such a vulgar manner that they are filthy and spit everywhere? Are these facts?”

HK court denies bail to Apple Daily staff facing national security charges

Four staff members from the now-closed pro-democracy Apple Daily newspaper were denied bail in a Hong Kong court on Thursday after they were charged with colluding with foreign forces under a national security law that has intensified fears over media freedoms.

Public broadcaster RTHK said national security judge Victor So rejected their bail applications because there was not enough evidence to show the defendants "will not commit further acts endangering national security".

The charges are the latest in a national security probe into media tycoon Jimmy Lai's newspaper, which folded after several hundred police raided its headquarters on June 17, freezing key assets and bank accounts.

According to #Reuters report on July 22, 2022, China, through a letter written by the Chinese mission, has asked the U.N.’s Office of the High Commissioner of Human Rights to halt the release of the report on the human rights situation in #Xinjiang. This has been confirmed by three diplomats who received the letter.

U.N. High Commissioner for Human Rights Michelle Bachelet was widely criticized for her tepid performance during her visit to China in May 2022. Bachelet has since announced that she will not be seeking a second term as High Commissioner, citing personal reasons. However, she has promised to release a human rights report on Xinjiang before her tenure ends at the end of August.
