Hong Kong's #IPCC Dismisses #Court's Ruling of the Police Complaint Mechanism as Failure

From January to November 2020, there wer 1,055 complaints in Hong Kong which were 31% less that the figure of the same period last year.

Earlier, the Hong Kong court rules that the current police complaint mechanism in use fails to provide independent investigation, breaching the ā€œBill of Rightsā€.

However, Anthony Neoh, Chairman of Independent Police Complaints Council (IPCC), claimed the court decision would not affect their work and IPCC did not have any authority requesting the government to improve the system of police complaints. However, he thought that the police complaint system shall be further discussed in society.

China is scaling up its weather modification programme ā€“ hereā€™s why we should be worried.

China has massively ramped up its efforts to control the weather. Chinaā€™s state council announced its weather modification programme will cover around half the country by 2025. It is aiming to control rain and snow across an area that is more than one-and-a-half times the size of India, or 20 times the size of the UK.

What is really terrifying is why it is scaling up its weather modification programme. It is not just posturing, I tis also desperation.

Investors have started taking water scarcity seriously. Early in December 2020, water futures began trading on Wall Street for the first time amid fear of scarcity.

Australia wants China coal ban will contravene WTO rules

Canberra has asked Beijing to clarify whether it has formally banned Australian coal, warning that such a move would breach Would Trade Organization rules and harm both countries.

Due to informal trade sanctions imposed by Beijing, dozens of cargo ships carrying Australian coal stranded off the Chinese coast and was unable to unload shipments, in some cases for months.

Citi analyst Paul McTaggart said Chinaā€™s decision on blocking Australianā€™s coal would lead to a rerouting of global supply, whereby Chinese steel producers would by more coking coal from North America and European producers would buy more Australian coal. Coal prices rose sharply in December 2020.

International Criminal Court Rejects Uighur Genocide Accusations Against China

Prosecutors at the International Criminal Court (ICC) at The Hague rejected the calls from Uighurs outside China for the investigation against China's alleged genocide and crimes against humanity.

Uighurs outside China submitted hundreds of pages of evidence to the ICC in July, accusing China of setting up ā€œre-education campsā€ in Xinjiang, detaining more than a million Uighurs and other predominantly Muslim minorities, and forcing women to undergo sterilisation.

However, the office of ICC Chief Prosecutor Fatou Bensouda said that they were unable to take action as the alleged acts took place within Chinese territory, which is not a signatory to the Rome Statute of the International Criminal Court. The annual report also noted, ā€œno basis to proceed at this timeā€ regarding allegations that Uighurs were forcibly deported from Tajikistan and Cambodia to China.

Nevertheless, the Uighurs argued that actions can still be taken even if the alleged deportations did not take place on Chinese territory because part of the criminal conducted in Tajik and Cambodian, which are parties to the Roman Statute of the ICC.

Brazilian Health Authorities Criticise the Low Transparency of the Chinese Vaccine Emergency Use Standard

Whether using vaccine manufactured by the Chinese company Sinovac Biotech caused controversy in Brazil again and involved in Brazilian partisan debate.

ANVISA, a Brazilian Health Regulatory Agency, expressed their concerns over the COVID-19 vaccines on Monday as the Chinese public health departments approved the vaccine for emergency use without adequate transparency of the policy standards.

Jair Bolsonaro, the President of Brazil, has always criticised the Chinese vaccine that the ā€œoriginā€ of vaccine is not trustworthy. However, his political opponent, Sao Paulo Governor JoĆ£o Doria, who is regarded as the most capable of challenging the presidency in the 2022 presidential election, his state's research institute, is currently developing the vaccine CoronaVac with Sinovac. Doria even mentioned that they expect to distribute the vaccines to the local residents in January 2021.

In Hong Kong: 41 Privileged votersā€™ power is 7,200 times a single-vote holderā€™s under new #LegCo electoral system

//At least 41 ā€˜privileged votersā€™ will be able to influence 1.47% of LegCo seats in Sundayā€™s ā€˜improvedā€™ election, finds a FactWire analysis. The voting power of each of these 41 four-vote holders is comparable to that of 7,215 Geographical Constituency voters who hold one vote each.

The #LegCoGeneralElection, scheduled for Sunday, December 19, will be the first one under the ā€˜improved electoral systemā€™, relevant amendments having been passed in May of this year.

Under the Improving Electoral System (Consolidated Amendments) Bill of 2021, the total number of seats in LegCo has been increased from 70 to 90. The numbers of seats in Geographical Constituencies (#GC) and Functional Constituencies (#FC) have been reduced from 35 to 20 and 30 respectively, while the newly-formed Election Committee Constituency will comprise 40 new seats.

The FCā€™s composition will also see changes. The District Council sector has been abolished, and three new sectors introduced: namely, ā€˜Commercial (third)ā€™, ā€˜Technology and innovationā€™, and ā€˜HKSAR deputies to the NPC, HKSAR members of the National Committee of the CPPCC, and representatives of relevant national organisationsā€™. In some sectors, individual electors have been replaced by corporate electors.

The electorate of the Election Committee Constituency comprises 1,500 Chief Executive Election Committee (#EC) members, each assigned a ā€˜block voteā€™ to select 40 candidates, albeit there are only 1,448 EC members in the current term, owing to vacancies in its LegCo members subsector and the fact that certain members have,ex officio, dual eligibilities.

Under the new electoral system, EC members will be significantly influential as some of them are qualified to vote in the EC Constituency, their own GC districts and two FC sectors (as individual and corporate electors respectively) at the same time, adding up to as many as four votes per person.//

China pulls diplomats out of UK before police can quiz them on Manchester brawl

Six Chinese officials have been removed from Britain by China, including one of its most senior UK diplomats.

The news comes just two months after the violence which took place at its Manchester consulate.

The UK had requested that the officials waive their right to diplomatic immunity, so that detectives can question them about the Manchester incident.

In a written statement to the House of Commons, Foreign Secretary James Cleverly said, "I am disappointed that these individuals will not be interviewed or face justice.

"Nonetheless, it is right that those responsible for the disgraceful scenes in Manchester are no longer - or will shortly cease to be - consular staff accredited to the UK."
