National Security Law Triggers Britain to Suspend Extradition Treaty and Arms Sales with Hong Kong

After the United States, Australia, Canada and Finland, Britain suspended its extradition treaty with Hong Kong. Britain also blocked arms sales with Hong Kong, in response to China's enforcement of the National Security Law in the former British colony.

UK Foreign Secretary Dominic Raab said with the concerns about the new law and alleged human rights abuses in China (particularly, the treatment of the Uighurs), the new,measures are “reasonable and proportionate.'' Raab also said “We will protect our vital interests...We will stand up for our values and we will hold to China to its international obligations.''

New Zealand suspends extradition treaty with Hong Kong

//The New Zealand Government has suspended its extradition treaty with Hong Kong and made a number of other changes in light of China’s decision to pass a national security law for Hong Kong, Foreign Affairs Minister Winston Peters says.

//“China’s passage of its new national security legislation has eroded rule-of-law principles, undermined the ‘one country, two systems’ framework that underpins Hong Kong’s unique status, and gone against commitments China made to the international community,” 

//“New Zealand can no longer trust that Hong Kong’s criminal justice system is sufficiently independent from China. 

//“Firstly, we are changing how we treat the export of sensitive goods to Hong Kong.

// Secondly, we have updated our travel advice to alert New Zealanders to the risks presented by the National Security Law.”

//“New Zealand remains deeply concerned at the imposition of this legislation, and we will continue to monitor the situation in Hong Kong as the law is applied.

Year 2020: The Stranding and Disconnected World

Part 1 - 2

Since Beijing's forceful imposition of the National Security Law in Hong Kong, thrusting the new legislation into the city’s constitution the Basic Law, how the Central and HKSAR governments extends juridiction through the law around the world is no longer the only main issue. In one way or the other, most democratic governments in the free world have suspended their extradition treaty with China and Hong Kong.

Although, the SAR government insisted that the U.S. sanctions has no legal effect in Hong Kong.

Several years ago, when the United States sanctioned North Korea and Iran, Hong Kong was both guarding and avoiding the U.S., while warily sponsoring China’s allies.

At a time in 2020, the Hong Kong Monetary Authority (#HKMA) had issued a statement to financial institutions operating in Hong Kong, claiming that impact of the U.S. sanction is negligible. So is the Hong Kong Dollar no longer pegged to U.S. Dollar?

Suppose that the U.S. government will strictly enforce the sanction, and put an end to financial institutions providing services to the 11 individual being sanctioned, will the U.S. government also consider revoking the green-peg, or even withdrawing U.S. bonds from Hong Kong and China financial markets?

No one can predict where this financial warfare is leading to. But any reasonable Hongkonger should expect the Hong Kong and Central governments to turn these 11 people in to face the U.S. sanction. As Le Yucheng, China’s foreign vice-minister said in an interview, “we must stay focused without being swayed by any extreme forces, keep to the right direction of the bilateral relationship to prevent US-China relationship from spiraling out of control or getting derailed. This is also to avoid worsening of the hard-won trade deals.”

If any financial predator targets Hong Kong’s linked exchange rate system at this time, how much financial reserve does Hong Kong government have to defend the linked exchange rate? We must not forget that the government has been pouring out public money in enormous infrastructure projects like Hong Kong-Zhuhai-Macau bridge, the new runway in airport and Lantau Tomorrow Vision.

Besides, the Central government might need substantial amount of funds from the Hong Kong government to reactivate its trade relationship with the U.S..

One must note that, in China, countless farmlands have been wiped out in recent mass floodings as the #CCP called for food saving. Local authorities sprang into action with proposals targeting food wastage and food recycling, or “operation empty plate”, an initiative reactivated anew by Xi.

Hong Kong could possibly resume its role in supporting China as if during Cultural Revolution: endeavored to purchase American soybeans or Australian beef for the motherland, feeding hungry fellows.

The Netherlands and Ireland Suspend Extradition Treaty with Hong Kong, as Concern Builts Over National Security Law

Since the National Security Law is enforcefully enacted in July 2020 in Hong Kong, many countries have suspended the extradition treaty with Hong Kong.

These countries include Australia, Canada, Germany, the UK, the US, New Zealand, France, Finland, as well as, most recently, Ireland and the Netherlands.

In European Union, only Czech and Portugal still maintain an extradition treaty with Hong Kong.

Canadian Foreign Affairs Minister Says Will Keep Pressuring China on Human Rights Issues and Warns that Tough Talk is Meaningless

Since the case of Huawei CFO Meng Wanzhou, the Sino-Canada relation remains tense. Francois-Philippe Champagne, the Canadian Foreign Affairs Minister, said in the House of Commons on Monday (23rd Nov) that Canada would continue to pressure China with allies, especially on the human rights issues, and emphasized that irresponsible tough talk on China generates no tangible results.

Appearing before the Canada-China Relations Committee of the Canadian Parliament, Champagne referred China to be a key role in climate change and global economic development. He also point out that tough talk on China is useless, “To those who are seduced by this one-dimensional view, I say that while it is easy to be tough, Let's not fall into the temptation of tough and irresponsible rhetoric that will generate no tangible results for Michael Kovrig and Michael Spavor, our farmers and entrepreneurs, and human rights victims and advocates.”

Champagne emphasized that Canada would not be soft on the human rights situation, including the crackdowns in Hong Kong and Xinjiang. In fact, Canada was the first to suspend the extradition treaty with Hong Kong in July and promised to make it easier for Hong Kong youth to immigrate to Canada. Champagne said, “It is absolutely imperative that advanced democracies like Canada and our like-minded partners work together to protect the international rules that have ensured stability and prosperity for decades. It is a challenge we all share. No country will succeed alone.”
