Publishers "Should Know Where the Red Line Is", Hong Kong Official Says Ahead of First Book Fair under #NationalSecurityLaw

Hong Kong's annual book fair opened on July 14, 2021. Since last year's fair was cancelled under the menace of the pandemic, this year's fair is the first one to take place after Beijing's imposition of the #NationalSecurityLaw.

The common concern is whether the Trade Development Council (#TDC) as the organizer would censor any books, and whether the participating publishing houses would undergo self-censorship.

The vice director of TDC Chow Kai-leung claim that they would not examine the books, but the publishers "should know where the [red] line is".

When asked whether the poetry of Liu Xiabo is allowed, Chow said it would be decided by the national security police.

In the 2019 fair, some publishers set up a pro-democracy #LennonWall in the fair; this year, however, there is nothing as such.

Speech Therapist Unionists Respond to Arrest over Sedition: "Literary Inquisition could be Endless"

On July 22, 2022 in Hong Kobg, the National Security police arrested 5 speech therapists for allegedly "publishing seditious material".

The three children's books in question are published by the General Union of Hong Kong Speech Therapists (#GUST). The two men and the three women arrested are members.

Speaking to In-Media, a union member said that the arrest signified that even metaphors would violate the proverbial "red line".

"The literary inquisition could be endless. Are they going to ban 1984 and Animal Farm?" The member believes that the regime now considers the union to be a thorn in their side.

"Last time they talked about adding a national security director to the labor department. This time, they went straight to making arrests. Any organization that could rally public opinion will become a target."

Another member of the union believes that the goal of the police is to persuade the public to set red lines for themselves. "Just like what their deputy commissioner (#KwokYamShu) said: don't test where the red line is." The union member goes on to say that the national security budget will only grow bigger and bigger; even if every Hongkonger "lies flat" and lives a quiet life, there will still be new risks for violating the national security law.

"Our suffering won't stop even if we give up. Just look at Xinjiang and Tibet; all [oppression] will only continue, perhaps even at a faster pace."

HK National Security Police cracks down even Speech Therapists over childrenā€™s books

On July 22, 2021, the Hong Kong Policeā€™s National Security Department arrested 5 committee members of the General Union of Hong Kong Speech Therapists (#GUST) on "seditious publications", accusing them of "violating the Criminal Offences Ordinance".

Li Kwai-wah, a senior superintendent in the Policeā€™s National Security Department, said in a news briefing that the book and others published by the Union are "instilling hatred among children".

He claimed that the book titled ā€œThe Guardians of Sheep Villageā€ is taking the background of Anti-extradition Law Amendment Bill (Anti-ELAB) Movement in Hong Kong.

Li said the story of the wolves invading the village and devouring the sheeps is referring to the conflicts between mainland Chinese (the wolves) and HongKonger (the sheeps). He explained the Force's interpretation based on the book's depiction of wolves entering the village in sheepā€™s clothing as an allegory of local peopleā€™s livelihood being messed up.

Li also condemned that the book for depicting the sheeps retaliating the wolvesā€™ attack with their horns.

According to Li. it is provoking violence and criminal behavior, ā€œsheep, although mild and timid, is portrayed as ferocious and capable of inflicting violence.ā€

Some reporters pointed out that another book ā€œThe Cleaner of Sheep Villageā€, which describes the COVID-19 pandemic, is not from the same series.

Li, however, insisted that all the Unionā€™s storybooks are connected and "part of a seriesā€.

ā€œOnce you have read the first book and the second book, youā€™ll come to know who the sheeps and the wolves are alleging to. Readers will naturally follow the same logic when they read the third book.ā€

Li taunted the reporters in the briefing, ā€œIs it necessary to portray wolves in such a vulgar manner that they are filthy and spit everywhere? Are these facts?ā€

In Hong Kong, the Secretary for Security, Chris Tang Ping-Keung, warned Hong Kong citizens not to "attempt splitting Taiwan from China", or to "encourage or to incite people to take related actions on October 10", also known as the "Double Ten Day", Taiwan's national day.

In a Sing Tao Daily's exclusive interview, Tang, the former police commissioner and currently Security Chief, claimed that such behaviours are "serious crimes", and the authorities will definitely enforce the law.

Tang also asked, "If there is no intention to split a country, why would you celebrate this date [The Double Ten Day]?"

In the past Double Ten Days, supporters of Taiwan had hosted events in Hong Kong, displaying the "Blue Sky, White Sun, and a Wholly Red Earth" flag of the Republic of China. However, the Flag-raising Ceremony at Hung Lau, Tuen Mun was cancelled in 2020 due to the implementation of the national security law.

Lee Kwok-Keung, Director of Labor Research at the Hong Kong and Kowloon Trades Union Council, indicates that the council have been celebrating the Double Ten Day since 1948. It commemorates the #XinhaiRevolution and the establishment of the Republic of China. He believes that the celebrations cannot be simply equated to secession.

Tang emphasizes that the main point is whether there is an intention to split the country. "If you truly want to separate Taiwan from China, we will surely find evidence to prove what you think and what you do."

The Chinese Communist Party (#CCP) government does commemorate the Xinhai Revolution; in fact, on 9 Oct 2011, a commemoration of its 100th anniversary was held at the Great Hall of the People in Beijing. Then-General Secretary Hu Jintao, then-Premier Wen Jiabao, Vice-Chairman of the Central Military Commission Xi Jinping, former General Secretary Jiang Zemin, former Premier Li Peng, and former chief executive who is also a vice-chairman of the Chinese People's Political Consultative Conference Tung Chee-Hwa participated in that meeting. A huge photo of #SunYatSen, honored as the founder of modern China both on the mainland and in Taiwan, was on display at the center of the hall.

Hong Kongā€™s top court applies stringent #NationalSecurityLaw bail requirement to general Crimes Ordinance

Hong Kongā€™s Court of Final Appeal has rejected an application to challenge a lower courtā€™s bail refusal to a speech therapist, who was accused of publishing "seditious" childrenā€™s books about sheep and wolves.

Speech therapists Lai Man-ling, Melody Yeung Yat-yee, Sidney Ng Hau-yi, Samuel Chan Yuen-sum and Marco Fong Tsz-ho were arrested by Hong Kong national security police in July, 2021. They are accused of conspiring with Wong Hoi-ching, another member of the General Union of Hong Kong Speech Therapists, in printing, publishing, and distributing three childrenā€™s books, Guardians of the Sheep Village, 12 Warriors of the Sheep Village, and Dustman of the Sheep Village.

The were accused of intending to ā€œbring into hatred of contempt or to excite disaffectionā€ against the Hong Kong government and ā€œthe administration of justice in Hong Kong.ā€

They were charged with two counts of conspiring to publish, distribute, display or reproduce seditious publications, a breach of a colonial-era law under the Crimes Ordinance, and were denied bail.

Ng, one of the five defendants, took the case up to the Court of Final Appeal seeking leave to challenge the lower courtsā€™ decisions.

Defence counsel Hectar Pun argued that the five defendants are facing charges under Section 10 of the Crimes Ordinance and not the National Security Law, and therefore the stricter threshold for granting bail should not apply.

Prosecutors argued that the Court of Final Appeal had ruled that sedition is considered an act that endangers national security. Violations of the Crimes Ordinance with relevance to the national security law may also endanger national security.

Chinese Prison Penalises Hongkonger for "Failing" Mindset, Lawyer: May Loss Communication Right

#TangKaiYin, one of the 12 pro-democracy Hongkongers who tried to flee to Taiwan but was captured by the Chinese authorities, is serving a prison sentence in Conghua in China.

His family in Hong Kong said they had not received any letters from him since February, 2022, and he did not collect letters sent to him.

Tang's brother checked the prison's online system yesterday and found that Tang still has a few transactions in June and July, 2021. But his prison score was deducted twice for "violating the rule," including "failing to pass the ideological, cultural and technical learning assessment for that month."

A China human rights lawyer, who has assisted these 12 Hongkongers, told #InMedia that prisoners who are not willing to plead guilty or "accept the mind conversion" might be forbidden from receiving letters and may be further deprived of consumption or communication rights.

According to the lawyer's analysis, not receiving letters, in this case, may not be related to plead of guilt, as Tang had already been sentenced earlier. It is more likely because he doesn't change his mind, "something like indoctrination, perhaps some kind of non-cooperation," he said.

In addition, prisoners sent to prison hospitals due to illness or physical punishment would not be allowed to receive or write letters, "It is also possible that he cannot write letters because of his health condition," the lawyer explained.
