The Government today (December 11) dismissed online rumours that the Chief Executive, Mrs Carrie Lam, has told the media that the pro-establishment District Council members who lost in the election would be given public duties with high salaries and allowances. A Government spokesman said that the quote is totally fabricated.

Over HKD$210 million "Donations" To Hong Kong Police Force Allowed

A lot of pro-establishment, pro-Beijing and business groups actively donated to support the Police, with the Force's Welfare Fund recieving at least 16 billion HKD (2 million USD) in donations between 11 June to 18 July this year.

Under the effecting Police Force Ordinance (Cap. 232), any donations can be accepted with the approval of the Commissioner or other authorized persons. According to HKPF’s information, these organizations varied largely: some are part of Chief Executive Lam Cheung Yuet Ngor’s campaign office; others received the Grand Bauhinia Medal, the highest award under the Hong Kong honours and awards system. The HKPF’s three largest funds was donated over 210 million HKD (about 27 million USD) in the last 5 years, while other disciplined services funds like that of the Correctional Services Department and the Government Flying Service only received 1.7 million HKD (0.2 million USD) and 3,300 HKD (423 USD) respectively during the same period.

The Friends of Hong Kong Association, formed of National People’s Congress delegates and Chinese People’s Political Consultative Conference national committee members, and whose chairpersons included former Chief Executive Tung Chee-hwa and Leung Chun Ying and billionaires like Victor Li, Peter Lee Ka Kit and Peter Lam Kin Ngok, donated 100 million HKD to the HKPF in July. The donations to support the Police were made two weeks after Carrie Lam met with the Association in a closed-door meeting on 27 June.

According to LegCo documents, the "Police Education and Welfare Trust" accepted donations totalling $150 million between 2014 and 2018, with it receiving $53.52 million in 2015 alone, which is after the "Umbrella Movement", and its asset value had grown from 94.35 million HKD in 2014 to 204 million HKD last year.

The trust fund was established according to the Police Force Ordinance (Cap 232 Section 39), with each donation reviewed and approved by the fund management committee to confirm it was in line with the procedures and rules. The committee was formed by the senior officers of the Police and led by Deputy Commissioner of Police (Management), Oscar Kwok Yum-shu.

Pro-China Supporter Protected and Escorted by the Police After Pushing Legislator, District Councillors and Reporters

A pro-China man called Shek Fong-yau appeared in Yoho Mall, pushing and attempting to provoke pro-democracy legislator and district councillors. Shek also pushed reporters but claimed that he was pushed by the reporters.

When Shek left the mall, he, wearing no mask, was protected by the police and escorted by a police car.
