Hong Kong Police Force Purchase 4k Camcorders to Improve the Quality of "Evidence"

At a meeting held by the Independent Police Complaints Council (#IPCC) on Dec 15, 2020, the Hong Kong Police Force indicated that since Oct 1, 2020 uniformed officers have been carrying high definition camcorders when they are on duty. The aim is to "prevent malicious and inaccurate accusations" and to "enhance the quality of evidence when required by the court".

Multiple members of the Council supported the Police’s idea, and requested them to make recordings at all times when on duty.

Stephen Yu, Senior Superintendent of the Support Branch, said the Hong Kong Police Force now own 10,000 camcorders. The second generation camcorders they purchased after 2018 are 1080p cameras that do not require the installation of an external memory card and support low light shooting.

Yu said, unless being requested to keep as evidence in court, videos are otherwise deleted after 31 days. “We don’t just keep them in a server, we have another system to maintain the records”.

After being questioned by a committee member whether the “other system” stood for an independent cloud service managed by the police, Yu added “The videos are copied to CDs”.

#UK Chinese Group Condemns Pro-democracy rally in London and Calls for "response actions"; Netizens mock: Why don’t you go back to China?

UK Hongkonger group "Justitia Hong Kong" organized "Mourning Assembly for the Battles of Chinese University of HK and HK Polytechnic University" rally in London on 12 December, 2020. Over 200 people attended the rally.

A Chinese group in Manchester, "Manchester Chinatown Business Association", however, wrote on their Facebook page, alleging that the London rally was organized by a group of "junk youth-Hong Kong disruptors", and solicited opinions on how to "deal with these people".

The facebook page "Hongkongers in Britain" then released a statement, saying that it is paying attention to the statement made by the Chinese group which aimed to incite hatred and ignored the value of democracy in Britain.

"Manchester Chinatown Business Association" later deleted the post and comments.

"Manchester Chinatown Business Association" issued a bilingual post in Chinese and English on December 16, 2020, alleging the legal rally in London as a group of "anti-Hong Kong disruptors", stating that "they will come to Manchester sooner or later", accusing the participants for disregarding the epidemic risks and safety of others.

The post also called the rally participants "selfish", and asking for members and residents' opinions on "how to deal with these people", "welcome or not welcome". The post was attached with the video of the rally in London on December 12, 2020.

Netizens mocked the Chinese group in the UK, "Why don’t you go back to China?"

HK Police Only Receive Warning For Allegedly Violating Telecommunications Ordinance

Apple Daily revealed earlier that a policeman in Hong Kong was found using a non-official walkie-talkie during work.

The Office of the Communications Authority confirmed that owning that type of walkie-talkie requires a permit, but only issued a warning to the police. In previous cases, civilians have been fined for over HK$10,000.

A barrister suggested that the police did not seek approval before using the said walkie-talkie and violated the Telecommunications Ordinance.

Human rights group criticised that the police should not handle a criminal offence just by internal instructions, because “the said party did not just offended internal rules, but the Hong Kong law. Things should be done according to the law.”

China's Communist Party accused of influencing Australia's Chinese-language media

In an analysis of 24 privately-owned Australian media organisations that produced news media in Chinese, the Australian Strategic Policy Institute (ASPI) found four had evidence of CCP ownership or financial support — including the Australia Pacific Media Group. Other outlets including ABC were found to be influenced by Party campaigns to restrict information that does not align with Beijing, through decisions about content posted on the social media platform WeChat.
ASPI' report urged the Australian Government to ensure WeChat meeting the same standards and rules applying other social media platforms like Twitter and Facebook. Otherwise, some media groups completely avoid publishing news critical of the Chinese Government, disinformation or a tendency for bilingual media organisations to omit certain information in their Chinese translations.

ASPI said Government policy must be tightened to prevent foreign influence on Australia's media.

The project is designed to improve communications to the island nations of Nauru, Federated States of Micronesia (FSM) and Kiribati.
