Third controversy amongst the top brasses of the Police Force, involving Commissioner PK Tang

The Boland Court high-rise duplex unit in Kowloon Tong once rented by Chris Tang Ping-keung, the head of the police force, was found to be illegally modified by reporters of Apple Daily.

The police issued a press release at 3 a.m. on May 4, two hours after the report was published, alleging that the news report was inconsistent with the facts. Tang admitted that as early as 2017, he knew that the Housing Department had issued an statutory removal order, which he then "immediately notified the owner of the removal order and asked him to remove the structure", moving out of the building in June 2019 after the owner refused to comply with the order.

The press release claimed that Apple Daily's report on the matter was untrue and expressed displeasure on it.

Previously,

This newspaper first enquired with the police at about 3 pm, last Friday (#May1). At 9 pm, the police replied that Tang had rented the unit, "but moved out of the site last year." At about 1 am the next day, the police added a reply, saying that if the newspaper had relevant information or evidence on the matter, "please inquire or file a complaint to the relevant department, and the relevant personnel will cooperate with the investigation held by that department."

At 5:30 p.m. on the same day, the reporter asked the police again of the time when Tang moved out last year. He also mentioned that the unit was issued a statuary removal order by the Housing Department and asked whether Tang was informed. However, the police's final reply was a repeated one, that the reporter should submit the evidence to the relevant departments.

The police responded to the incident by drop-feeding information.

There are still many doubts that have not been explained to the public regarding on whether Tang leased unauthorized units. This also includes questions of whether the tenant was informed of the illegal modifications when they signed the lease and if they were aware of the existence of the unit before receiving a notification from the Buildings Department, whether the unauthorized unit been used during the entire rental period, and whether in 2017, after learning from the Buildings Department that he had to deal with the problem of unauthorized construction, did he actively assist the Department in contacting the owners and request that it be dealt with as soon as possible, along with other questions regarding the unauthorized building. All of them remained unanswered.

Tanya Chan, the convener of the Democracy Camp Caucus and a member of the Civic Party, criticized Tang for his lack of political sensitivity. She stated that Tang as a senior official, should be more prudent in dealing with the unauthorized building issue, seeing that it is a recurring political scandal, and that "after notifying the owner, he should've tried other methods."

“If he knew that it wasn't legal and that there is a safety issue with the construction, he shouldn't have used it at all."

Chan thinks that Tang cannot be excused just because he is not the owner, or simply because the illegal structures were not built by him.

Council Members now questioning this series of scandals

The Democratic Legislative Council member Lam Cheuk Ting bluntly stated that the police's "clarification" is in fact an attempt to "warp reality".

"Him moving out because of the illegal construction is not a fact."

He believes that if Tang knew of the illegal construction before renting, strictly speaking, he should not have rented it at all. The Security Committee of the Legislative Council will hold a meeting this afternoon, with Tang attending the briefing "Hong Kong Public Security in 2019" and answer questions from the legislators.

It is expected that he will respond to the recent series of scandals of the "one department, three controversies" of the police force. It is difficult to guarantee whether or not he will be questioned. Lam made it clear that he will ask Tang to explain the serious corruption of the police under his management.

Hong Kong Police Commissioner Refuses to Answer Chinese Communist Party Membership Question

In a Yuen Long District Council meeting, the Chairman Wong Wai Yin asked Police Commissioner Ping-keung Tang, "Commissioner, are you a [Chinese] Communist Party member?"

Instead of answering the yes-no question directly, Tang reolied, "I am not a member of any local or overseas political organization."

Hong Kong National Security Law: John Lee Ka-chiu warned of increasing Hong Kong's terrorism threat level, Police at blockaded areas to conduct random security checks on citizens.

(25 May) Beijing forced the National Security Law to be passed in Hong Kong. In writing, Secretary of Security John Lee Ka-chiu stated that he was gravely concerned about the ten cases involving explosives and dangerous substances from last year. He wrote, "there are also signals showing that home-grown terrorism is breeding in Hong Kong" and to "not allow terrorism to plant it roots and grow in the SAR." He further indicated that the government was keeping a close watch on the situation and would not rule out raising the local threat level of terrorist attacks. Besides upgrading the level for terrorist threats and attacks, the police would very likely start blockading high-risk areas and conduct high-profile patrols. They would also perform searches of personal belongings and security checks in public spaces. He reaffirmed that safeguarding national security was the SAR's constitutional responsibility and that the alarm had been raised for terrorist activities. As the Secretary of Security, he fully supported the National People's Congress' decision to set up national security laws for Hong Kong.

Police Commissioner: Saying "Police Beating People to Death" is an Attempt to Violate National Security

Hong Kong police commissioner Chris Tang spoke on TV on the eve of the year-mark of 8.31 Prince Edward Station Attack. Tang tied Hongkongers' concern over the police use of excessive force to a national security issue. Concerning the circulation of the saying of "police beating people to death", Tang described it as a "violation of national security".

According to a survey conducted by Hong Kong Public Opinion Research Institute (#HKPORI) last year, nearly half (47.5%) of the respondents agree with the statement that "police have committed murder at the Prince Edward station on 31 August 2019".

Hongkonger Parodizes Police Commissioner on Halloween

On Halloween, a Hong Kong citizen dressed up as the city's police commissioner Chris Tang and appeared at Prince Edward. Reporters hoped to conduct an interview, while the person jokingly asked the reporters to talk to the "PPRB", the public relation branch of the police. Carrie Lam Denies Lockdown Has Obstructed Civilians

On Jan 23, 2021, the Hong Kong government made a sudden announcement of a compulsory lockdown in the Jordan district at 4am, citing the coronavirus as a reason.

The authorities forbade civilians to leave the "restricted area", claiming that the mass testing would be completed in 48 hours, in order for civilians to go to work on Monday.

Over 3,000 staff were mobilized from the disciplinary forces and medical teams. Chief Executive Carrie Lam, Police Commissioner Chris Tang, Secretary for Food and Health Sophia Chan and other government officials appeared at the site.

Carrie Lam denied the government's instruction as confusing and that the decision has obstructed the residents.

It is estimated that over 10,000 civilians were grounded.

International Policing Expert: HK Police Commissioner Refused Advice, Complaints Council Excludes Protester Interviews from Report

British policing expert Professor #CliffordStott, who withdrew from the panel of international experts reviewing Hong Kong police conduct during the 2019 Anti-ELAB protests, had since published his own investigative report.

During a video conference on Jan 16, 2021 with Hong Kong Democratic Party's International Affairs committee, Stott recalled the panel's meeting with Hong Kong police commissioner #ChrisTang. He noted that Tang was indifferent to the reason why citizens were protesting, and refused to listen to the council's suggestions.

Stott also mentioned that when he was in Hong Kong as a member of the Independent Police Complaints Council (#IPCC), he interviewed protesters and the lawyers who assisted them. However, the council was unwilling to include these interviews in its findings; this was illustrative of the biased nature of the report.

The panel of international experts was dismayed that the IPCC lacked the power to investigate the police force, and had planned to hold a press conference before leaving the city in order to voice their concerns. However, certain unnamed persons criticized their press release, even demanding them to not publish their views.

Commissioner Tang Hogged the Mic with a 45-Minute Speech

Clifford Stott is the Dean of research at the social psychology department of Britain's Keele University, and his research specializes in the issues and policies of policing unrest and public order. He emphasized the necessity of understanding the underlying reasons behind any riots or public unrest.

Taking an example from Hong Kong's 2019 Anti-ELAB protests, he noted that the nature of the movement has changed since protesters broke into the Legislature on July 1, 2019. The peaceful marches since then often ended in clashes, and violent fighting had become more common. He believes that the police must understand why protesters are taking to the streets before they could solve the problem at its root. Furthermore, they must step out of their preconceptions as authority figures before they can accurately analyze the protesters' actions, and arrive at conclusions that reflect reality.

However, when Stott and the IPCC met with the Commissioner of Police Chris Tang, Tang first lectured them for 45 minutes.

The professor was not impressed at Tang's unwillingness to interact with the IPCC, commenting that "it is not really a discussion".

"No Desire" to Reconcile with the Public

During break time, Stott approached Tang to raise his concerns, urging the police to face the cause of the protests and understand what citizens were demanding. His advice fell on deaf ears, however. Stott said that the police made it obvious that they did not welcome advice, had completely rejected their suggestions, and had "no desire to step back into the relationship" with the public.

As for the IPCC report, Stott criticized that it only made moral judgments on the conduct of protesters, but did not analyze the root cause of the movement, nor did it give the same attention to the conduct of the police. It also left out his interviews of protesters and their lawyers. Such a report, Stott concluded, could only give a partial and biased representation of the reality of the Hong Kong protests.

Police Commissioner Monitors Lockdown On Site; Civilians Stock Up for Food Supply

With the government's sudden mandatory lockdown of two streets in Yau Ma Tei on Jan 26, 2021, Hong Kong police commissioner #ChrisTang appeared on site to monitor the operation.

A total of 380 staff were deployed in different departments, while 330 residents were in the end tested. 1 postive case of #COVID19 was found, giving a positive rate of 0.003%.

The photos also capture the scenes on the evening of Jan 27 where residents in neighboring blocks hurried to stock up their food supply, in case the government will extend the "restricted area".

In previous compulsory lockdown over the weekend, the government had been criticized for not providing quality food to the residents and not considering the need of religious groups.

The Hong Kong Police Commissioner #ChrisTang Ping-keung stated on February 2, 2021 that a total number of 97 people in Hong Kong have been arrested under the charges of #NationalSecurityLaw since the new law’s enforcement in July 2020.

However, media found that only 94 arrestees have been publicly announced. The police have never announced nor explained the arrests of at least three suspects.

Four hours after the media’s inquiry, the Hong Kong Police Force issued a statement in the late evening.

It then stated that 2 men and 1 woman, aged between 28 and 58, were arrested on January 29, 2021 under the charges of “financing others to secede the country” as well as money laundering.

It was said that the arrests were linked to Giggs, a radio host who was arrested on suspicion of "money laundering" and "incitement of secession" under the national security law on November 21, 2020.

"Police Shall Breach Law Knowingly": Hong Kong Top Police's Freudian Slip?


In response to a media inquiry about the number of police officers arrested in 2020, Hong Kong Police Commissioner #ChrisTang Ping-keung stated that 45 officers have been arrested in 2020, which is 21 more than that in 2019.

Despite condemning the officers' misconduct, the police commissioner slipped tongue by saying “as police officers who know the law shall breach the law knowingly.”

A few minutes later, he made a correction, “officers who know the law should abide by the law".

When commenting on the police-civilian relationship, Tang said the social sentiment has improved considerably, citing examples like, “Nobody would hurl Molotov cocktail for unknown reasons, and nobody would be assaulted for unknown reasons.”

He reiterated that after one full year, civilians have seen clearly “the damage of rioters to society”. He carried on saying that frontline officers have often been complimented when executing duties, “Citizens usually thank officers and encourage them to keep up their good work.”

Two more ministers with a police background in Hong Kong; Pro-China lawmaker: "I don’t think there’s any problem with a police state"

On June 25, 2021, the Hong Kong SAR government announced personnel change in the top adminstration, where at least two more officials with law enforcement backgrounds will take up key senior positions.

The current Secretary for Security #JohnLee has been appointed as the new chief secretary. He is the city's first top minister with a police background.

Police Commissioner #ChrisTang will become the Secretary for Security. One of his deputies, #RaymondSiu, is promoted to the police chief.

The personnel change was announced by Chief Executive Carrie Lam in Hong Kong and officiated by the State Ministry of the PRC in Beijing.

The "promotion" has stirred up discontent among the public. Many deemed it as a blatant manifestation of a "police state" in Hong Kong.

However, pro-Beijing lawmaker Alice Mak, of the Federation of Trade Unions, said, "If it’s a police state, why not? I don’t think there’s any problem with a police state."

The government's announcement came one day after the police and the Security Bureau had cracked down the city's pro-democracy newspaper #AppleDaily, by forcing the newspaper and related magazine under #NextDigital to close down on June 24, 2021. The police arrested and charged several editors, news commentators and executives under the #NationalSecurityLaw, while the Security Bureau froze the assets of the newspaper and three related companies.

In a meeting in Hong Kong's Legislative Council that is dominated by pro-Beijing lawmakers on July 6, 2021, Secretary for Security #ChrisTang referred the 2019 pro-democracy movement to "color revolution" that aimed at subverting the regime. The former police commissioner also urged citizens to condemn and report.

Tang said, "We will make not only the terrorists, but also the supporters and those who attempt to tone it down, live like rats."

On July 1, 2021, a 50-year-old Hong Kong man called #LeungKinFai died after knifing a police officer and stabbing himself reportedly on the chest. In following days, many Hongkongers mourned the man and brought flowers to the site.

The authorities claimed that mourning as well as posting comments about the man's death could breach the #NationalSecurityLaw.

Law professor #JohannesChan at the University of Hong Kong (#HKU) disagreed and pointed out that mourning the deceased out of sympathy is not a criminal act. Chan criticized that the "red line" drawn by the government is "way too unreasonable".

Secretary for Security Chris Tang, however, insisted that sympathy is a form of support and support is a form of participation.

Tang said, "depending on individual cases, we will see whether we have evidence to make arrests and take our prosecutions."

With reference to Prof Chan, Tang said, "I hope this legal scholar can sleep at night. because you might have painted Hong Kong in blood."
