How ready is China to Communicate with the (Free) World?

On August 12, 2020, China's foreign vice-minister Le Yucheng called for the U.S. and China to resume dialogue, saying there should be no #radiosilence between the two foreign ministries, stressing also, “no matter how difficult and complex the issues may be, they should be put on the table for discussion."

On August 17, 2020, China's ambassador to the United Kingdom Liu Xiaoming blocked Hong Kong Watch founder Benedict Rogers on Twitter.

After all, does China want to communicate with the free world?

HK Government appointed testing facility BGI accused of patent infringement; District councilor warns: samples collected could still be tested by China affiliated labs

Last month, the HKSAR government appointed 3 companies to take charge of a city-wide Coronavirus nucleic acid test in Hong Kong, of which, two of them (#KingMed and #Hybribio) are closely connected to the Chinese Communist Party, while the remaining one, BGI Group was recently sanctioned by the US government for facilitating mandatory gene tests in Xinjiang.

The 3 testing labs that the SAR government has procured their services are also China-affiliated, leaving the Hong Kong people no other option but to go against it.

To make matters worse, an international bio-tech company filed a complaint in the high court against BGI last Friday (August 14) for a patent infringement and demanded compensation.

Separately, Roy Tam Hoi-pong, Tsuen Wan District Councilor, posted an alert on his Facebook page in an attempt to warn residents against the #FreeCovidTest offered by the government.

Tam wrote on his Facebook that the Nasopharyngeal swab sampling kit distributed via HK based Yan Chai Hospital in Tsuen Wan came actually from one of the appointed testing lab, Sunrise Diagnostics Centre, which was established by BGI.

Tam pointed out that it is highly unsafe to assume that Nasopharyngeal samples collected via local hospital will remain in Hong Kong and be tested in Hong Kong.

The heavy hand of this national security law is crushing Hong Kong's press

On 10 August, 2020, the founder of Apple Daily, Jimmy Lai, along with some of his most senior staff, was arrested by the police on charges under the national security law (NSL).

The raid on Apple Daily has exemplified the extensive power granted to Police under the NSL, while the Law poses even more powerful threat to the existence of freedom of press in Hong Kong. All independent journalists now fear even their daily assignments would become 'traps'. Simple actions such as writing about a fellow Hongkonger could get you charged under the law.

The NSL has changed the ground rules of the city, creating ambiguity and undercutting the freedom and rights that the Hongkongers used to enjoy, also as promised under the 'One Country, Two Systems'.

Australian Defence Force Warns there are Active Foreign Spy, Politicians Call to Reduce Chinese Diplomats Number

Australian Defence Force alerted that a ‘highly-active’ foreign spy agency was planning to steal Australia military secrets. They warned that Australia spent about 9 billion Australian dollars (around 500 billion Hong Kong dollars) to Australia large warship project was an extreme threat. Australian Broadcasting Corporation(ABC) quoted a perspective of an anonymous national security officer, believing that those spy activities were from China.

The news pointed out, Australian Defence Force rejected to disclose the proposal of the shipbuilding project, which submitted to the Federal Government. However, when reporters applied publication of the project to Australian Defence Force according to the “Freedom of Information Act”, but the Force declared they would not make the information public for protecting the national profits of Australia as the spy agency in a foreign country is trying to steal relevant information.

Defense Force warns, “now there is spy agency in a foreign country threatened the national sovereignty and federal strategic interests…. The enemies are highly active and try to get information about the current and future maritime strength of Australia. They aim to expand their profits and to erode the strength of Australia”. Defense Force emphasized some people may use it intentionally if they make the information public, “It will be directly or indirectly damaging the profits of Australia.”

Senator Rex Patrick pointed that, the related statement of Defence Force are really strictly worded and unprecedented, “obviously it is a serious national security problem. The government should take actions, maximally reduce and eliminate the threat.”

Although the Defence Force did not state which country did it, ABC quoted a perspective of an anonymous national security officer, the related spy activities mainly instructed by China. China spy activities are increasingly active, and become the focus of local attention, due to the location of the naval shipbuilding project in Adelaide. The politics call on the Australian Federal Government to order the closure of the Chinese Consulate in Adelaide or reducing the number of diplomats.

Rex Patrick also said that the Chinese Consulate in Adelaide established in 2016, at the same time the Australian government announced the naval shipbuilding project. The attention of Rex Patrick also aroused the concerns of both parties in Congress. The Ruling Liberal Party Senator Concetta Fierravanti-Wells reminded, in the past Cold War period, the Soviet Union also tried to steal the activities in Australia military study information. She was not surprised by the “diplomatic” work which mass deploying in Adelaide by China. “When the Australian Security Intelligence Organisation (ASIO) or the law enforcement unit discovers any illegal activities, they should expel that 'diplomatic personnel’ .”

The member of the Federal House of Representatives Nick Champion thought, the number of Chinese diplomatic personnel in Chinese Consulate in Adelaide was disproportionally large, the Australian government should negotiate with the Chinese government, reducing the number of related diplomatic personnel.

China is paving its “belt and road” to British Columbia

The “World Commodity Trade Center”, including four warehouses and two large exhibition halls, is a joint venture between a Chinese-sate sponsored company and a local development firm.

A trailblazing memorandum of understanding (MOU) on Belt and Road Initiative (BRI) between the B.C. government and Guangdong province in 2016 precedes the project. Most Western Jurisdictions have been apprehensive of Xi’s aspirations of emboldening China’s national and economic interests on a global scale, via the BRI’s foreign infrastructure investments and overseas financial, social and cultural programs.

Guo Taicheng, chairman of Shing Kee Godown Group and Canadian’s permanent resident, is leading this project. He is also executive vice-president of the China Federation of Overseas Chinese Entrepreneurs, which is part of the All-China Federation of Returned Overseas Chinese (AFROC) of the CCP’s United Front.

China Steps Up Direct Involvement in Internet-Content Firms

China is taking a more direct hand in managing its internet-content companies by acquiring stakes, filling board seats and sending dedicated regulators to police content at firms more frequently, according to corporate filings and people familiar with the matter.

The moves, which aim to strengthen the government’s control over online content, build on guidelines first mooted in 2016 but enacted with rigor over the past year as Beijing has been increasing regulatory scrutiny into its technology sector. Authorities most recently targeted ByteDance Ltd., the owner of buzzy short-video platform TikTok as well as a popular suite of other news and content apps in China.

Cyberspace Administration of China: Already Held 30 Large IT Companies' Algorithm Technologies

Cyber Administration of China (#CAC) indicated on #Aug12 that 30 top IT companies have submitted part of their algorithm details, such as how to collect personal data and how to set up individual recommendation content.

Companies includes #Tencent, #TikTok under #ByteDance, #MeiTuen, #iFeng, #Weibo, #Youku, #Kuaishou, #Baidu, #Sina, #Xiaomi, #WeChat, and #Tmall and #Taobao under #Alibaba.

#Bloomberg report stated that China can have full grasp of every move done by the citizens on the internet, and even all purchase detail and personal information can be seen clearly via the relevant enterprises and applications.

The CAC passed the regulations on algorithm recommendation in March this year, requiring all enterprises to reveal the algorithm used in every application.

Nominally, they can solve the issue of data misuse and enhance cyber security. But once when the authority obtained algorithm technology, they can take further control over web activity and carry out political propaganda.

They even can take "National Security" as an excuse, to obtain citizens' and companies' information.
