PRC: "Propaganda Guidelines Regarding the Current Situation"
Written in simplified Chinese, the titular document is allegedly issued by the PRC to cope with information flow. The document was circulated on the internet since earlier this week. An English translation is provided as follows:
(1) It is strictly forbidden to report any Hong Kong citizens' democratic demands positively. The government's power to influence action and decision should be comprehensively deployed to control the public opinion. All incidents should be classified into the following “3 conflicts”, namely:
1. Patriotism Vs Seperatism
2. Peaceful Vs Violent
3. Lawfulness Vs Unrest
(2) Do report a moderate number of demands concerning livelihood, but only up to a certain degree without too much highlight. It is allowed to convert political events into incidents related to the enconomy, but all events shall foremost be defined as criminal acts.

5. Are you isolated from these incidents if you live outside the US?
In fact, both Hikvision and Dahua have been building surveillance systems outside China around the world.
5.1 Dahua
Specialized in face recognition, AI and surveillance cameras, Dahua has 54 overseas subsidiaries and representative offices covering the Asia Pacific, North America, Europe and Africa. Their products and services are applied in over 180 countries around the world.
They are also involved in international projects like China International Import Expo, the Rio Olympics, G20 Hangzhou Summit, the 28th and 29th ASEAN Summit and the Recife Subway in Brazil.
5.2 Hikvision
Hikvision has R&D centers in Montreal and London. They have 44 overseas regional subsidiaries and their products are applied in more than 150 countries. These include Philadelphia Recreation center in the US, the safe city project in Seoul, South Korea, Dun Laoghaire Harbour in Ireland, and the Bank of India among others.
In 2018, China actually gathered nearly half of the worldwide revenue in video survillence equipment (IHS Markit 2019). The actual figure could be higher.

Why is the Death of a 15-year-old Protester Suspicious?
Chan Yin-lam, aged 15, was a swimming athlete and had participated in the recent protests. On September 19, she parted with her friends in Mei Foo at around 2pm. She went missing after sending a text message that she was going home. On September 21, her family made a report to the police. The next day the body of Chan, naked, was found floating in the sea close to Yau Tong.
The following are some unsolved questions regarding the case:

The police, however, said Chan's death was not suspicious. Before the whole story came out on October 11, Chan was cremated the day earlier (October 10).
