On 24 August 2019, pro-democracy protesters in Hong Kong found in an actual “smart lamppost” installed in town an alleged link to a Chinese company called Shanghai Sansi. One role of the company to develop and manufacture the “smart pole” system equipped with RFID, video monitoring, sensor and LED technologies among others.

The smart lampposts installed in Hong Kong, among other surveillance circuits unknown, are feared by many for their potential monitoring and surveillance functions potentially supported by Chinese companies.

According to Apple Daily, protesters said that the web address “ticktack.tech/loginApp.html” showed a webpage for a Shanghai Sansi control system.

TickTack denies China's ownership of the company and states that they will stop supplying for the HKSAR government in their smart lamppost programme. (HKFP, 26 August 2019)

1. What about the smart lamppost systems run by Shanghai Sansi?


Their lampposts are equipped with data collecting functions through surveillance camera and RFID reader.

According to Sansi, their lampposts are currently in use in United States, Germany, France, United Kingdom, Belgium, Poland, Austria, Romania, India, Sri Lanka, Columbia and Saudi Arabia, among numerous cities in China.

2. Why are Hongkongers alarmed of Shanghai Sansi?

Since 2018, Shanghai Sansi and Huawei, where the latter was accused of threatening US national security, cooperate in a smart home project called Huawei ZHIXUAN.

3. Why are people worried about Sansi's connection with Huawei, even when it is a project partnership?


It is connected to why the U.S. has banned Huawei, alongside Chinese companies like ZTE, Dahua, Hikvision and Hytera.

3.1 The link between Huawei and North Korea

“Internal documents show that Huawei has done business with a separate Chinese company, Dandong Kehua, which in November 2017 was sanctioned by the U.S. Treasury Department for exporting and importing goods to and from North Korea trade seen by U.S. officials as -financing Pyongyang’s nuclear and ballistic missile programs.”

“Huawei was involved in “network integration” and “software” services as well as at least one “expansion” project for Koryolink” [Koryolink as the dominant state-owned wireless network provider in North Korea]

“In internal company documents and among employees, Huawei referred to certain countries, such as North Korea, Iran and Syria, by code. North Korea, for instance, was listed as A9 in the project database.” (Washington Post, 22 July 2019)

3.2 Other potential transfer of information

"Huawei partnered with a Chinese state-owned firm, Panda International Information Technology Co. Ltd., on a variety of projects there spanning at least eight years, according to past work orders, contracts and detailed spreadsheets taken from a database that charts the company’s telecom operations worldwide.” (Washington Post, 22 July 2019)

3.3 Huawei's ties to Chinese military force

“Over the past decade, Huawei workers have teamed with members of various organs of the People’s Liberation Army on at least 10 research endeavors spanning artificial intelligence to radio communications.” (Bloomberg 29 June 2019)

Not to mention that Huawei was founded in 1987 by a former engineer with the People’s Liberation Army of China.

3.4 Huawel's extensive network of influence around the world

5. Are you isolated from these incidents if you live outside the US?


In fact, both Hikvision and Dahua have been building surveillance systems outside China around the world.

5.1 Dahua
Specialized in face recognition, AI and surveillance cameras, Dahua has 54 overseas subsidiaries and representative offices covering the Asia Pacific, North America, Europe and Africa. Their products and services are applied in over 180 countries around the world.

They are also involved in international projects like China International Import Expo, the Rio Olympics, G20 Hangzhou Summit, the 28th and 29th ASEAN Summit and the Recife Subway in Brazil.

5.2 Hikvision
Hikvision has R&D centers in Montreal and London. They have 44 overseas regional subsidiaries and their products are applied in more than 150 countries. These include Philadelphia Recreation center in the US, the safe city project in Seoul, South Korea, Dun Laoghaire Harbour in Ireland, and the Bank of India among others.

In 2018, China actually gathered nearly half of the worldwide revenue in video survillence equipment (IHS Markit 2019). The actual figure could be higher.
