#HongKongPolice Reinstates #NationalSecurity Director Caught in Unlicensed Massage Parlour as Personnel and Training Director

Frederic #ChoiChinPang, the National Security director of the Hong Kong Police Force (#HKPF) has been placed on leave after he was caught in a raid on an unlicensed massage parlour in May 2021. It was the first big scandal to hit the National security unit after it was set up to enforce the controversial #NationalSecurityLaw a year ago.

In just 3 months’ time, Choi has resumed duty and will be reinstated as Director of Personnel and Training in mid-August, 2021.

Police chief Raymond Siu Chak-yee quoted the Department of Justice that Choi’s case "does not involve any criminal offense". Siu also confirmed that Choi will resume his duty in the police force and take the post of Director of Personnel and Training.

Hong Kong's Secretary Chief Accuses Pro-democracy Groups for "Spreading hatred for HK and Beijing Governments" in Prisons with Chocolate

On September 7, 2021, Hong Kong SAR Government's Secretary for Security, Chris Tang Ping-Keung, accused pro-democracy groups of "threatening national security" in the prisons of Hong Kong.

Tang said, "Somebody creates privilege with prison supplies, including chocolate, and solicits followers in prison, as a result to spread hatred for the Hong Kong and the Central Governments, threatening national security".

Tang also named 612 Humanitarian Relief Fund for sending letters to people in prison, calling them to keep up protesting.

Social worker and former legislator Bottle Shiu Ka-Chun, the founder of a prisoner rights organisation #Wallfare, spoke to InmediaHK. Shiu said that ordinary people can hardly understand Tang's jumpy logic. He emphasised that the so-called "followers" cannot be solicited with those childish method.

"Or you can give 2 packs of chocolate to the prison and ask for an immediate follow. Then, there is no point doing national security education to have a peaceful world," Shiu remarked.

Pro-Beijing newspaper agencies called the prison in Hong Kong as "a place for Anti-China and Anti-HK". Tang also used the exact same phrase. Shiu disagreed and said, "They [pro-democracy protesters] have already lost their freedom and are all arrested. They live according to your will everyday. How are they still messing up Hong Kong?"

[Editor's Notes: Wall-fare, a concern group supporting pro-democracy protesters, announced its disbandment on September 14, 2021 due to the "pressure" faced by the founder and the volunteers.]

Film Censorship Amendment Ordinance passed in Hong Kong in merely 45 mins

On the last meeting of the extended Sixth Legislative Council in Hong Kong, lawmakers discussed the 2021 Film Censorship Ordinance Amendment Bill. 5 legislators spoke regarding the bill, so it only took 45 minutes to pass the third reading.

The content of the amendment mainly includes requiring the censor to consider whether the film would be contrary to the interests of national security.

The checking process is extended to 28 days, in order to have a thorough consideration and acquire all necessary information.

If the Chief Secretary for Administration believes that a film is contrary to the interests of national security, the Film Censorship Authority can revoke approval certificates or exemption certificates.

Inspectors can enter and search any place without a court warrant, as well as require the holder of exemption certificates or approval certificates to provide more information about the film, including the date, time and venue. This is to prevent individuals from illegally publishing films via social media or instant messaging applications.

The maximum penalty for showing films not yet approved by the Censorship Authority is raised to 3 years imprisonment and HKD1 million fine.

Bloomberg: Xi Jinping’s “common prosperity” makes investors uneasy, Chinese regulators meet with Wall Street executives to defend against technology companies  
 
According to Bloomberg, China recently defends against technology companies and the “common prosperity” from Chinese President Xi Jinping makes global investors feel disturbed. Chinese regulators and Wall Street executives had a closed meeting on Thursday, which defending the recent suppression of multiple industries, claiming that its regulatory measures are not aimed at technology or private companies. 
 
According to quoted resources from the report, Fang Xinghai, Vice Chairman of China Securities Regulatory Commission, Senior Officials of the People’s Bank of China, and financial companies such as Goldman Sachs, Citadel, and BlackRock, held a 3-hour closed-door meeting on Thursday.  
 
During the meeting, Fang Xinghai stated the supervision from Chinese government to Chinese companies should not be interpreted as being decoupled from the US or international financial markets. He stated that, China recent measures are targeting at companies operating consumer platforms and strengthens the supervision to improve privacy safety and national security. For measures that are aiming at education training industries and gaming industries, it is aiming to reduce the concerns of society.
