No assembly related deaths according to the Hospital Authority

The Hospital Authority has clarified that there are no recent death cases among the injured.

According to Internet sources, a young boy died after being hit by a bus that suspectedly belonged to the police and that rammed into the crowd on the midnight of November 19. The Hospital Authority claimed that according to the records, there were no death cases of the injured in public hospitals on that day.

Henry Fan Hung-Ling: Hospital Authority Will Follow-up on Strike Seriously

At the Hospital Authority general meeting, the Hospital Authority said in response to the issue of turnover of doctors at the public hospitals, they would first focus on strengthening the training on local talents. The Chairman, Henry Fan Hung Ling, pointed out that the Hospital Authority needs to remain politically neutral. In case of a strike, management would act strictly in accordance with the Employment Ordinance and the Human Resources Code of Conduct.

Medical Resource Shortage in Hong Kong: Hospital Staff Forced to Use Less Masks, Drink Less Water and Limit Bathroom Breaks

It had become clearer by the day that Hong Kong public hospitals are low on protective gear for its staff, especially in N95 masks, surgical masks and hazmat suits.

Medical workers on the frontline in Hong Kong revealed that the North District Hospital requested the Hospital Authority (#HA) for more of the 1870+ N95 masks, yet the HA had yet to replenish their supplies. Since the 1870+ masks fit most staffers, they ran out really quickly. Most workers thus had to use other models which did not fit snuggly on their faces, which had potential problems like air leakage or being too tight on the nose, all of which are crucial in ensuring maximum protection.

Currently, Tuen Mun Hospital only allowed phlebotomists to use one mask per day, in order to save the little supplies they have got left. This caused some staff members to drink less water and limit their bathroom breaks so they don't have to change their protective wear.

The Hospital Workers' union were concerned about the lack of protective gear supply and how that would endanger the staff and patients and increase the chance of contamination.

Thousands of medical workers went on a 5-day-strike last week to get the government to close the borders, as well as to request the Hospital Authority to publish the numbers of protective gear they have in stock, in order to make sure frontline staffers have enough of what they need to protect themselves and the patients. The Department of Food and Hygiene and Hospital Authority claimed on the 6th Feb that they have enough supplies to last three months but refused to publish actual numbers. On the 8th Feb, soon after the strike was halted, the HA then overturned their previous claim, stating that there were only 1 month worth of surgical masks left.

The Hospital Authority Employee Alliance (#HAEA) questioned how the number of supplies can drop from 3 months to 1 month in merely 2 days, and whether the HA was attempting to deceive their staff.

Mystery of stock level of PPE in HA 1/4 : HK Hospital Authority not transparent to frontline staff on sufficient supply of personal protective equipment in public hospitals

Editorial note: HA's opaque approach to handling public and frontline staff's concern about the adequate supply of personal protective equipment (PPE) in public hospitals reveals the deterioration of the public health system in Hong Kong. When compared with SARS in 2003, contingency and crisis management in dealing with a sudden large scale outbreak of infectious disease has worsened. Are these symptoms of a weak and failed state as a Bloomberg article pointed out? The muddling of reporting essential PPE supplies provide further insight beyond the tip of the iceberg.

(11 Feb) The Food and Health Bureau (FHB) and Hospital Authority (HA) previously repeatedly declared that inventory of N95 masks, protective gowns and other protective equipment were "very sufficient", equivalent to 3 months' supply based on the estimation of peak usage during the 2009 swine flu. Yet the two departments never disclosed any concrete figures of available PPE.

On Feb 8, a day after the Hospital Authority Employees Alliance (HAEA) halted the strike, Dr Deacons Yeung - Director (Cluster Services) of the HA - suddenly changed his tone during an interview with RTHK radio program, Accountability Saturday. He said that there were only 2.2 million protective gowns and 16 million surgical masks available in public hospitals. The number was estimated to be barely a month's usage. In response to HAEA's demand for regular reports on PPE figures, Yeung replied that daily usage numbers were very “floating figures” and described that disclosure of the stock level was "not really meaningful”.

A frontline medical worker indicated that the HA’s HR app had a specific item for dispersal of information regarding the Wuhan pneumonia. Among the information was a document dated 6 Feb (version 2.9) provided by the Chief Infection Control Officer Office. The document listed the HA’s enhanced measures, including a 90-Day Contingency Stock of PPE. The document mentioned daily monitoring of its usage by HE. A list of reserves updated on Jan 27 included goggles/eye shield, face shield, surgical masks, N95 respirators, disposable isolation gowns, disposable examination gloves, and disposable caps were listed on tables.

However, the HA had not informed frontline staff the existence of such document via emails. "A lot of frontline staff are likely unaware of its existence." A medical worker admitted that he would not have known that it could be accessed through the HR App without his colleagues from the Hospital Infection Control Team reminding him. The lack of communication may have to do with the strike by frontline staff. The HA may be purposely deceiving or concealing information from them.

A comparison of PPE stocks between version 2.9 (updated on Jan 27) and 2.3 (Jan 10) showed no change over the 17 days. Previous information indicated an additional 8 confirmed cases between Jan 10 and Jan 17; 110 people were hospitalised as of Jan 27. It can be deduced that a considerable amount of PPE should have been used during this period.

Mystery of stock level of PPE in HA 3/4: How is it possible that updated figures in the 90-Day Contingency Stock of PPE be exactly the same as a previous version from two weeks ago? Was it because the HA could replace supplies in a timely manner? Or did the HA not disclose the actual figures to their staff? Did the HA truly fail to accurately grasp the latest quantities of PPE?


HA did not reply to HKCNEWS’ enquiry on this matter other than to repeat Dr Deacons Yeung's statement that PPE usage rose significantly after the Lunar New Year due to an increase in infected cases; there were 2.2 million protective gowns and 16 million surgical masks, and that the amount should be sufficient for a month's usage. The HA indicated that it was closely monitoring the stock level of supplies. They immediately raised inventory targets to meet six months' usage when experts warned that the epidemic may last for some time. The HA has been speeding up orders and increased order quantities to replenish and increase its stores.

However, the HA didn’t provide concrete figures of PPE despite three separate requests from HKCNEWS via email since Feb 3. (Note: Chief Executive Carrie Lam has mentioned at numerous press conferences that the HK government had difficulty obtaining masks because of the "global shortage" in supply chains. Other HA and FHB bureaucrats repeatedly dodged questions by LegCo legislators and district councillors regarding the sufficiency of medical supplies at public hospitals.)

Legislative Councillor (Medical) Dr Pierre Chan has requested the HA publish the stock level of surgical masks and N95 respirators at different public hospitals from the beginning of January but has yet to receive a response.

Michael Felix Lau Hoi-man, an officer from the Hong Kong Allied Health Professional and Nurse Association and also a public hospital nurse, considered that the information about the stock level of PPE in HA’s old version Communication Kit was already inadequate and even erroneous. HA should improve by providing more accurate information. Instead, they delete the PPE stock data in their new communication kit. It is a fall back in terms of information transparency. “In previous versions, the breakdown of different items of PPE were listed out but in the current version, they delete the tables altogether. This suggests that the HA never meant to be transparent and truthful about sufficiency of PPE.”

Ivan Law Cheuk-Yiu, the vice-chairman of the HAEA and a surgical nurse at the Pamela Youde Nethersole Eastern Hospital, believed that just providing HK PPE figures was insufficient. Individual regional networks, like the Hong Kong East Cluster, have been more transparent by providing information on daily usage and daily stock reserves of PPE. Staff was more informed of the high and low usages on any particular day.

It is also understood that Kowloon Central and Hong Kong East Clusters recently announced PPE quantities to their staff but other clusters do not. Some hospital networks only divulge this data to middle and senior ranking staff. Most frontline personnel are not privy to PPE stock level from their corresponding cluster. Mountaintopism* exists among different HA hospital cluster networks. They have their own ways of handling things within their own networks. Although individual hospitals and their networks do inform their staff of PPE stock level, when individual hospital’s managerial and leadership hold meeting to discuss and disclose the information is inconsistent. There is no standardised procedure for dispatching information across different hospital clusters. "Can the more transparent clusters push other clusters to do better?" Law questioned.

Hospital Authotity: Staff took part in strike will face possible legal consequence

Many medical staff took part in the strike in February 2020 in a bid to pressure the government to lockdown the city’s boarders and to curb the rapid spreading of the coronavirus and safeguad public health.

Not only thst the Hospital Authority (#HA) challenged cause of the strike, Chairman of HA, Henry Fan Hung-ling also intimidated medical staff who partook in the strike with possible legal consequence in early June.

On September 24, Fan claimed that the Authority has received detailed legal opinion from external lawyers. The Human Resource department will soon issue letters to those absent from work coinciding the period when the strike was staged. They will be asked to state reasons for their absence and based on the stated reason, follow-up actions will be carried out.

An estimation of several thousands of medical staff would be involved.

When being asked whether dismissal could be one of the possible consequences, Fan refused to reply. He also declined to address whether salary deduction is possible, saying, “I do not want to comment on any penalty measures today.”

Hospital Authority demands explanation from those went on strike; Union defends it a legitimate industrial action

The #HospitalAuthority issued an email on October 9 to all employees who joined the strike this February, asking for explainations for their absence on each day during the #strike period by October 23.

The HA Employees Alliance, the initiator of the strike, advised its members not to rush to reply the email individually. #HAEA has been seeking legal advice for an aligned response. On October 10, the union further announced issue of a template its for members to reply.

Chairperson of HAEA, Winnie Yu Wai-ming, said that HAEA is a registered union and the strike motion has been supported by members’ votes, therefore the strike was a legal industrial action.

90% of pro-democracy respondents consider HA’s demand for staff’s explanation for absent of work during a strike is politically motivated

The #HospitalAuthority (HA) recently sent a letter to employees took part in the strike early this year and asked for their explanation for absent of work.

A survey conducted by the Hong Kong Public Opinion Research Institute (PORI) showed that 60% of the respondents believed HA’s demand was politically motivated, while around 30% considered otherwise. Among those claiming a pro-democracy stance, an overwhelming 90% believed that there is political agenda behind HA’s action.

Hong Kong is undergoing another wave of mass emigration, many among are professional talents.Henry Fan Hung-Ling, Chairman of Hong Kong Hospital Authority (HA) admitted that the turnover rate of doctors and nurses increases year-over-year, and "the trend is worrying". He added that many of the leaving medical professionals are on emigration plan departing Hong Kong permanently.

Among those, a Consultant Doctor (very senior doctor in Hong Kong public hospital) specializing in Cardiothoracic Surgery in the Children's Hospital just resigned. Dr. Barnabe Antonio Rocha, one of the 12 Cardiothoracic Surgery Consultants in HA, will be leaving his position shortly. According to another anonymous Consultant Doctor, Doctor Rocha is experted in cardiac surgery for child and his departure marks a loss of talent in the Hospital.

Doctor Tony Ling Siu-Chi, President of the Hong Kong Public Doctors' Association, commented certain "actions" and "news" by Hong Kong government masks the city with white terror, leading to this new wave of mass emigration involving many people from various sectors, including doctors. He furthered, the government must need to think thoroughly a question - why there are so many Hong Kong people losing confidence to their city, their home.

Hong Kong's #COVID Hospital Switches Computer to Chinese for Mainland Medics, but Needs Local Staff to Retype in English

The first batch of Chinese mainland medical staff arrived in Hong Kong in March 14, 2022, and are assigned to work at the temporary #AsiaWorldExpo isolation facility.

In preparation, the computer system for clinical management at the facility has been changed to display Chinese.

The President of Hong Kong Public Doctors' Association, #LingSiuChiTony, revealed in a radio interview that after discharging a patient from the makeshift hospital, Hong Kong medical staff have to retype the documents by mainland medics before submitting them to the #HospitalAuthority (#HA) network, as Hong Kong's medical records system is in English. He was also concerned about the diagnosis process; although most of the mainland staff were from Guangdong -- where Cantonese is spoken -- their medical as well as conversational language both have differences from those used by Hongkongers.

The mainland medical staff serving in the COVID hospital are exempt from registration. Although the HA claimed to take responsibility for them, if a medical incident were to occur, it would be difficult to hold them responsible.

"Since they (mainland staff) are not locally registered, we cannot hold a disciplinary hearing on them or revoke their license. By the time of the hearing, they may have left Hong Kong already."
