2019-nCoV in China Updates:

⁃ Chinese officials on Saturday reported the highest death toll so far in a 24-hour period.

⁃ The 46 new deaths in China raised the toll to 259.

⁃ About 2,100 new cases were also recorded in the country in the past 24 hours, raising the worldwide total to nearly 12,000, according to Chinese and World Health Organization data. The vast majority of the cases are inside China; about 100 cases have been confirmed in 21 other countries.

⁃ Villages and cities in China have resorted to flying drones with speakers to patrol streets and scold people not wearing masks in public amid the coronavirus outbreak, according to Chinese state media.

⁃ Two purpose-built hospitals in Wuhan, constructed in under a week, are due to start accepting patients on Monday and Thursday respectively, according to Chinese state media.

Rewards offered for identification of individuals who “failed to report” their travel history to Wuhan. Rewards up to 2,000 yuan in Shijiazhuang, Hebei

Editor’s note: Real-name whistleblowing is a system where the whistleblower has to disclose his or her own identity at the time of reporting.

(29 Jan) In order to stop the pneumonia outbreak from spreading into the region, the authorities in a number of districts as well as the city government in Shijiazhuang, Hebei decided to offer rewards for identifying those who failed to report their travel history to Wuhan from Monday (Jan 27) until the end of the epidemic. Once the report is deemed successful, one can be rewarded up to RMB 2,000.

According to People's Daily, the Headquarters of Prevention and Control of the New Coronavirus Pneumonia Epidemic in Jingxing Mining District, Shijiazhuang made an announcement on Monday with regards to the establishment of “reporting with rewards”, effective immediately until the end of the outbreak. They stated that it was set up with aims to ensure the Wuhan pneumonia outbreak would not spread within the region and to prevent people from "failing to report" their travel history to Wuhan.

Report with rewards up to 2,000 yuan

This real-name whistleblowing scheme is targeted at anyone who returned to Jingxing Mining District from Wuhan and those who have close contact with them since January 14, 2020. Upon verification, the first whistleblower will receive 2,000 yuan for each case.

In addition, Luquan District, which also falls under Shijiazhuang City, has issued the "Rewarding Measures for Reporting Individuals who Failed to Declare Travel History to Luquan from Wuhan". If a real-name whistleblower reports travellers from Wuhan to Luhan, and if these individuals have indeed “slipped through the cracks” upon verification, the first whistleblower will be awarded 1,000 yuan.

The Shijiazhuang Zhengding County Government also implements the scheme of “reporting with awards”. Anyone who reports an individual returning home from Wuhan without registration will receive an immediate reward of 1,000 yuan upon verification.

⁃ The death rate from the Wuhan coronavirus across mainland China stands at 2.1%, according to the Chinese National Health Commission in a press update on Tuesday. In Hubei province, the epicenter of the outbreak, the rate is 3.1%, said Jiao Yahui, the deputy director of the National Health Commissions State Health Administration.

⁃ Of the 425 confirmed deaths across mainland China, 80% of the victims were over the age of 60, and 75% of victims had some form of underlying disease, Jiao added. Two-thirds of the confirmed deaths are male.

⁃ China’s leader, Xi Jinping, has signaled a more assertive strategy for dealing with the coronavirus epidemic after days of seeming to retreat from center stage.

⁃ China’s Health Commission reported on Tuesday that there were 632 recoveries and more than 420 deaths nationwide.

⁃ Monday's market sell-off in China was the worst in many years and wiped nearly half a trillion dollars off the value of the country's biggest companies. Now the Chinese government has to find ways to stem the panic before the coronavirus epidemic make things even worse.

⁃ Following the lockdown order issued by the Wenzhou government, Hangzhou’s city government has issued a lockdown order in order to stop the spread of the novel coronavirus. Other smaller cities such as Taizhou, Ningbo, Yiwu, and Yueqing have also followed in Hangzhou’s footsteps and have implemented strict lockdown policies.

Daughter and mother in Lam Tin suspected to be infected by father; Facebook posts of the daughter of the 17th Wuhan pneumonia patient criticized HK govt not closing border resulting in outbreak in communities

(05 Feb) The 17th patient confirmed with Wuhan pneumonia is a 60-year old male retiree. He lives in Yue Hong House (Block A) Hong Tin Court in Lam Tin and has not traveled recently. On Jan 22, he started feeling unwell. He visited four different private doctors on Jan 23, 25 and 28. Among them, one worked for Quality HealthCare Medical Services at Telford Gardens.

His daughter and mother are currently staying in isolated wards at the United Christian Hospital while they wait for test results. His daughter posted on Facebook that she did not blame medical personnel for participating in the strike. Rather, she criticized the Hong Kong government for refusing to completely close the border, allowing the outbreak to spread into the community.

She also told a reporter, "Should I not speak now instead of waiting for the government to speak on my behalf?" She refused the reporter's request for a phone interview but will consider it if her father's condition stabilizes.

Wuhan passenger flight landed in Hangzhou despite lockdown, pilot fears: Novel Coronavirus could have been brought from Hangzhou to Hong Kong

It seems that the outbreak of novel coronavirus (2019-nCoV, also known as Wuhan coronavirus) from Wuhan fails to be checked. In order to curb the spread of the virus, on 23 January Wuhan Mayor Zhou Xianwang finally announced a lockdown of the city with immediate effect. All public transport, including high-speed railways and airport, have ceased operation. Except for evacuation flights, ordinary passenger flights should no longer be allowed at Wuhan Airport.

On 28 January, there were two passenger flights departing from Wuhan Airport despite the lockdown. All these raise doubts whether the lockdown is a genuine one.

⁃ The death toll from the novel coronavirus has reached a record high. The number of infected in mainland China is 37,198 with over 2,000 new infections confirmed in mainland China overnight.

⁃ As of today, 813 people have died from the virus, exceeding the number of people killed by the severe acute respiratory syndrome (SARS) outbreak of 2003

⁃ A study published Friday in the medical journal JAMA found that 41% of the first 138 patients diagnosed at one hospital in Wuhan, China, were presumed to be infected in that hospital. Nearly half of the initial infections in this hospital appear to have been spread within the hospital itself — nosocomial transmission.

⁃ Hong Kong health officials announced today that there have been no confirmed cases of coronavirus found on board the World Dream cruise ship, which had been under quarantine in Hong Kong for days, and the passengers are free to leave.

⁃ In the single-biggest outbreak outside of mainland China, 70 cases have now been confirmed on board the Diamond Princess cruise ship off the coast of Yokohama. In a message to the more than 400 US citizens who are on board the ship, the US embassy in Tokyo sent around a missive that they were carefully monitoring the situation.

⁃ Three new cases of the coronavirus have been confirmed in Singapore on Sunday, bringing the total number of confirmed cases in Singapore to 43, according to a statement released by Singapore’s Health Ministry.

⁃ A group of 34 Brazilian nationals arrived in Brazil’s western state of Goias on Sunday after being transported on military planes from Wuhan, China, according to Brazil’s Health Regulatory Agency ANVISA.

⁃ 20 German citizens and their family members landed in Berlin, Germany, on Sunday after being repatriated from Wuhan, China, via the United Kingdom, the German Foreign Ministry said on Sunday.

⁃ A fourth case of the Wuhan coronavirus has been confirmed in the United Kingdom, the country's chief medical adviser said in a statement on Sunday.

⁃ The doctor who tried to raise the alarm about the coronavirus in Wuhan, Li Wenliang, will be "remembered as a hero," China's Ambassador to the UK Liu Xiaoming said Sunday, as Chinese authorities face fierce criticism on social media for their treatment of Li.

⁃ Spain’s National Center for Microbiology has confirmed the country’s second case of Wuhan coronavirus. The person is one of four who had been in contact with an infected French national.

⁃ Prince Andrew, the Duke of York, delivered a “message of sympathy from the Queen” to President Xi Jinping and the Chinese people over the coronavirus outbreak
