Police collect DNA samples of arrestees on suspicion of waving or possessing independence flag

Less than 24 hours after the National Security Law took effect, police invoked this law to arrest more than ten civilians who were suspected to have kept or waved Hong Kong Independence flags.

When police replied to Apple Daily, they confirmed to have collected DNA samples of the arrestees during the investigation. Some lawyers challenged that this was beyond the needs of the investigation and criticized the police of abusing power and violating privacy.

According to Police Ordinance, upon conviction, the DNA information of arrestees will be filed forever. In an interview with a radio station on 4 July, John Lee Ka-chiu, secretary of security, interpreted the ordinance as that when thr police think the DNA sample can assist the investigation as evidence, they have the right to collect samples.

Infamous Xinjiang Facial recognition program may come true.

(14 Jul) Hong Kong Chief Executive Carrie Lam announced to prioritize Wuhan pneumonia test for 400 thousand high-risk workers in elderly residential care homes, catering industry, property management and taxi drivers. Two companies from Shenzhen, China will conduct these tests.

Current Wuhan pneumonia test uses saliva samples by swabbing saliva from the throat. Saliva can be used for virus testing, but also provide DNA information. Worst case scenario, 400 thousand Hongkongers’ DNA data may automatically send to China. After the implement of National Security Law (NSL), the Hong Kong government and the Chinese Community Party (CCP) extracted DNA of arrestees who were not accused of NSL. Today, it was obvious to appoint Chinese testing companies conducting Wuhan pneumonia test for Hongkongers. The intention is clearly to develop “Hongkongers’ DNA database” and enhance the surveillance in Hong Kong.

Last year, “New York Times” disclosed CCP collected large amount of blood samples from Uyghurs in East Turkestan (Xinjiang) and extracted their DNA. CCP cover it's intention with an excuse as regular body check, but the truth is to extract Uyghurs DNA for its facial recognition program in reality. This information imported to the CCP surveillance system and cooperated with facial recognition technology. It strengthens surveillance of dissenters and Uyghur.

Today, the Hong Kong government sends Hongkongers DNA to China on the ground of public health. It is an open secret. In the past, Hongkongers always said “Xinjiang today. Hong Kong tomorrow” and urged Hongkongers came out to fight for freedom. But, sorry, “Hong Kong today has become Xinjiang”.

DNA database created for dictatorship

(19 Jul) Is the Wuhan pneumonia testing accurately or not? Is Beijing Genomics Institute (BGI) reliable? Is it necessary to conduct testing for 400 million people labelled as high risk in the Chinese community? It is essential to ask these questions, but it is just like a smoke grenade. The reality is the Chinese Communist Party (CCP) supports and expands its “umbrella industries” worldwide. A few days ago, Beijing Genomics Institute (BGI) celebrated when it listed on the Shenzhen Stock Exchange for three years. Beneficial from virus testing kit selling like the hot cake over the world, sales record jumped 40% in Q1. The first half-year sales revenue increased 232.96%, and net profit was 1.63 billion RMB. In their report, BGI established 58 “Fire Eye” laboratories all over the world in a few months. Each laboratory can handle at least 4000 virus testing per day. CCP penetrated and monopolized the genetic engineering industry in 18 countries, including Angola that just signed agreement lately. It was a big move to get closer to their target in establishing a global human genetic bank.

Setting up the laboratory was the first step only. Next will be how to utilize “Fire Eye” laboratories to upgrade the facilities in those fortified countries and expand their services step by step from genetic disease testing to cancer, infant, pregnant women, genetic disease, etc. Then, they can participate in the medical system revolution in different countries and change the medical industry focus from surgical, medical and pharmaceutical manufactories to genetic engineering. It is the real ambition of BGI. It is noteworthy that one of five laboratories newly established in Angola, Africa is a greenhouse laboratory. It is obviously not related to Wuhan pneumonia. It revealed how BGI implements its agenda secretly with the splendid excuse of “disease testing for anti-epidemic”. “Greenhouse laboratory” involves another big business which is genetically modified food and the market in Africa.

The National Health Commission of the People's Republic of China confirmed "Chinese Nucleic Acid Testing (NAT) team" was formed. Seven people as "the vanguard team" would arrive Hong Kong today for laboratory testing. Neo Democrats protested at Hospital Authority (HA) against Chinese NAT team coming to Hong Kong today morning (2 Aug). District councillor Roy Tam Hoi Pong was concerned that those DNA information extracted from samples of NAT test might be sent to China. "China government has collected Uyghur's DNA for the use of surveillance. How are they going to manage these DNA samples of HKers? Will they be destroyed immediately or not?"

In a press conference, Roy Tam stated that Chinese testing technicians should receive trainings related, especially on the strict medical procedure of DNA tests. "If there are any medical malpractice or misconduct, will they bear the responsibilities judged by Hong Kong's law? Or will there be any exemption?"

Beijing Genomics institution (BGI) has recruitedstaff for nose swab tests. Roy Tam quoted from committee member of Hong Kong Allied Health Profeestionals and Nurses Association and frontline nurse Lau Hoi-man, that medical professionals are necessary for nasal swab test because of medical procedures. He doubted if it was legal for staff from mainland, with their qualification different from Hong Kong's requirement, to practice in Hong Kong.

Roy Tam questioned why Chinese testing inspectors could be an exemption from compulsory quarantine since they could be hidden virus carriers and initiate the fourth wave of the outbreak. "Doesn't Carrie Lam dare to ask them for quarantine? There will be risks before any benefits to Hong Kong."

Roy Tam worried about the quality of Chinese-made virus test kits which have been returned by many countries last few months, and also criticised Hong Kong government had political concern on decision making about medical issues. ”Negative Covid-19 test result doesn't mean you are not a hidden virus carrier. Many people misunderstood that. Universal screening will lead to an opposite effect, and hinder the anti-pandemic progress.”

Today is the eleventh consecutive days with more than 100 new cases, the range for testing will be expanded as Chinese testing inspectors arrive. Roy Tam asked HA and experts to comment on whether they support a Covid-19 test for everyone. "Many experts in Hong Kong have said universal screening is not necessary. Hong Kong government is giving fake information. Testing for everyone is not effective return and drag down the medical system."

Natalie Tsui, Yau Tsim Mong district councillor and a nurse of psychiatry, said a Nucleic Acid Testing (NAT) has to be conducted under a clinical environment, such as negative pressure isolating room. In Hong Kong, only medical staff with specialised training can handle it. "If the test is not conducted in a negative pressure isolating room, the disease can be spread in the air."

Before the press conference, at least five police arrived and accused the councilors for violating the gathering ban, demanding them to stand seperately, or they will be fined. After the conference was ended, police requested for the identities of the councilors, saying that they had taken photos together, but they would not be fined for the time being.

Mass COVID-19 testing = DNA database

Although Prenetics was founded in Hong Kong, it has received 40 million USD in capital investment from Chinese companies like Alibaba. The company specialises in Circle DNA technology* and provides genetic testing services. A drop of saliva is enough to detect DNA using their test kit. Their advertisement with Watson's even claimed that a single drop of saliva could be used for more than 500 tests. The COVID-19 testing that you see people lining up for on TV are the ones using their Circle DNA technology.
 
According to a 2017 report by the Wall Street Journal, law enforcement agencies in some parts of China have already collected their citizens DNA information along with other biometric data, including fingerprints, facial features and voice signatures. They connected these to people's daily activities (e.g. online purchases, entertainment habits) to facilitate surveillance by public security and to successfully solve crimes.
 
According to a 2019 report by XG01 [recte HK01], the US police used DNA to solve a crime. [HK01] made a diagram explaining how DNA samples aided the police in solving the case, so we could better understand the process.

Why the people of Hong Kong are worried about the collection of DNA by the government?

//Reuters reported that Beijing has sent a team from Mainland China to Hong Kong to carry out large-scale Covid-19 testing.

The Hong Kong government denied allegations that the DNA data harvested from these Covid-19 testings will be transferred to mainland China.

This is not the first time in which the Hong Kong government has given a false report of their actions. Here are some of the claims and false reports as follows:

1. Hong Kong is given the status of 'One Country, Two System', operating under high-level autonomy.

2. There was no suspicion of foul play regarding the cause of death.

3. The police did everything in accordance with the law.

4. The decision to delay the Legislation Council (LegCo) was not a political move.

5. The third-wave of Covid-19 in Hong Kong was not triggered by people who were exempted from compulsory quarantine.

Having been at the shorter end of the stick through all these lies and empty promises, how can anyone still believe the words of this government which defies all laws and systems? How can we trust that they will not send our (Hongkongers’) DNA data to mainland China?

It goes without a doubt that Hong Kong can manage independent Covid-19 tests, and we have enough hospital for quarantine. Why are we still taking such a political approach to ask China for help? Shouldn't their true intentions be made known to the public?//

HKgers Worry Over China's Acquisition of Hongkongers' DNA Data Through COVID19 Test

Pro-democracy district councilor #RoyTam demands the HKSAR Government to declare that Hongkongers' DNA Data will not be shared with any Chinese agency, and explained why HKgers are scared:

"…Unfortunately, Hong Kong already has an office of National Security Agency [in Causeway Bay], and DNA data does not actually need to be sent to mainland China. Will the government revise its statement to specify in more details that the data will not be disclosed to any official Chinese government agency or its branches?

In the final analysis, the people of Hong Kong have experienced hardships from the Hong Kong government and the Chinese government over the years, and have drawn the atitude that the Chinese government and Chinese-funded companies are untrustworthy. Rumours of Sports Centre Turned COVID Testing Centre
Police Guarding Centre and Ticketing District Council Members

More than 10 police cars were found positioned in front of the Sun Yat Sen Memorial Park Sports Centre as rumours has it that it will be turned into a "Huo Yan Laboratory" (or "Fire Eye" laboratory), a COVID testing lab. Police video-taped people who gathered at the scene, and demanded all media must have press passes and stay inside the designated area.

Members of the Central and Western District Council, including Lai-King Cheng, Ted Hui, Fergus Leung, Napo Wong, and Sam Yip gathered in front of the Sports Centre, and called for the fifth special meeting of their District Council. They also demanded the police to release information about the fate of the Sports Centre.

After giving 3 warnings, the police issued tickets to the council members for violating the public gathering ban. The tickets were then, however, destroyed by the council members.

A member of the Pro-Beijing Camp also appeared at the scene afterwards, shooting videos of the council members and said they are "messing up Hong Kong". Members of both camps left the scene after arguing for about 10 minutes.

A truck which wrote "BGI Group Huo Yan Laboratory Supplies for Hong Kong" was spotted nearby the Sport Centre last night loading off goods. Rumours of the Sports Centre being turned into a testing facility has been circulating since then, but nothing has been confirmed by the officials yet.
