Chris Patten Calls on British Government to Speak Up on China's Breach of "One Country Two Systems"

Chris Patten, the last British governor of Hong Kong warned that China’s attempt to overrule the judicial system in Hong Kong is a threat to the city's autonomy.

Patten described the Beijing officials’ reasoning that they were right to weigh in on local affairs as “ludicrous”, showing that China “is determined to abandon the policies pursued by his predecessors, even at the cost of destroying Hong Kong’s way of life.”

In his letter to the foreign secretary Dominic Raab more than four months ago, he said, “The Chinese statement was in complete breach of the Sino-British joint declaration.”

Former Hong Kong Governor Chris Patten: Beijing statements on Liaison Office role a "flagrant breach of the Joint Declaration and the Basic Law"

Patten wrote in a letter dated on April 26, 2020:

"Beijing officials have made statements about their role in Hong Kong which are a flagrant breach of the Joint Declaration and the Basic Law.

They claim the right to call all the shots in Hong Kong thus destroying once and for all the promises that Hong Kong would have a high degree of local autonomy. They seem intent on destroying Deng Xiaoping’s concept of “one country, two systems”.

At the same time a group of fifteen moderate and highly respected Democrats have been arrested for taking part in demonstrations last year as far back as August when 1.7 million people had taken to the streets...

I have spoken to respected members of Hong Kong’s civil society this week, and they fear that this is only the beginning..."

Chris Patten: "Chinese Communism is not to be trusted on anything"

Chris Patten, Hong Kong's last governor, called on the world that "Chinese Communism is not to be trusted on anything.”

Speaking on Beijing’s unilateral imposition of the anti-subversion law, Patten called it "a comprehensive assault on the city’s autonomy, rule of law, and fundamental freedoms" that is "hugely damaging to Hong Kong’s international reputation and to the prosperity of a great city."

Johnny Patterson, Director of Hong Kong Watch, described it as "an unprecedented assault on Hong Kong’s autonomy" and "the end of Hong Kong.” Patterson condemned China for their "total disregard for the spirit and the terms of the original treaty".

Benedict Rogers, Hong Kong Watch founder, called this the "death" of Hong Kong and One Country Two Systems.

Chris Patten: The West Should Stop Kowtowing to China

White House Adviser: Beijing's Move will Harm Economy in China and Hong Kong

In the UK, Chris Patten, Hong Kong's last governor, firmly told The Times that "The Hong Kong people have been betrayed by China." He also said, Britain has a "moral, economic and legal" duty to stand up for Hong Kong.

Patten called on the West to stop kowtowing to Beijing for an illusory great pot of gold.

In the US, White House economic adviser Kevin Hassett also said on May 22, "The Chinese move in Hong Kong is going to be very, very bad for the Chinese economy and for the Hong Kong economy, and we're also studying what our possible response could be."

Parliamentarians and Policymakers from 23 Countries Condemns Beijing for "flagrant breach of the Sino-British Joint Declaration"

Led by Hong Kong's last governor Chris Patten, a cross-party international coalition of 201 parliamentarians and policymakers from 23 countries on May 23 issued a statement decrying Beijing’s ‘unilateral introduction of national security legislation in Hong Kong,’ and calling for sympathetic governments to act.

Hong Kong Watch’s co-founder and Chair, Benedict Rogers said that “the death of democracy in Hong Kong" is a grave concern to countries worldwide.

The joint statement warned that "If the international community cannot trust Beijing to keep its word when it comes to Hong Kong, people will be reluctant to take its word on other matters."

China lost patience over Hong Kong

The central government is exploiting the right of Hong Kongers at an alarming rate, interferencing local legislation and “the high degree of autonomy”. Chinese officials have announced plans to impose controversial laws in Hong Kong, the implications of which activists say could be "deadly dangerous" and a "knockout blow" for Hong Kong's one country, two systems deal with China.

Hong Kong’s autonomy was guaranteed under the “one country, two systems” principle enshrined in the 1984 Sino-British joint declaration. Yet, 186 law and policy leaders from UK said the proposed laws are a “comprehensive assault on the city’s autonomy, rule of law and fundamental freedoms” and “flagrant breach” of the Sino-British Joint Declaration. Despite being blamed for the pandemic, China is using the coronavirus crisis as a distraction to push through its geopolitical aims. The international community should not trust Beijing to keep its word when it comes to Hong Kong, people will be reluctant to take its word on other matters. The only hope of Hong Kongers might be from international helps, especially, Britain's.
Chris Patten, the last governor of the former British colony, mentioned China has betrayed the people of Hong Kong, and the UK has a moral, economic and legal duty to stand up for them. He also suggested Hong Kong residents with British national (overseas) passports (BNO) should be allowed to settle in the UK. The number of applications of #BNO has increased sharply since 2019. Hong Kongers have no faith in the #tyranny government.

Boris Johnson’s spokesman said on Friday that the prime minister and his government were monitoring the situation, and that as a party to the joint declaration the #UK was committed to the upholding Hong Kong’s #autonomy and respecting the one country, two systems model. And that could be the only hope for Hong Kongers to shirk the authoritarianism. Yet, even #immigration can help some of the Hong Kongers, the root cause has not been solved. As a Hong Konger, I wish that Britain could take a part in our situation as what Chris Patten mentioned and willing to give a hand to us.

Lord Patten joins Hong Kong Watch as a patron

//“I am privileged to be a patron of Hong Kong Watch. Not a huge organisation, but it is an organisation which is terribly important and has had a very big impact. It was set up because of worries, right around the world, about how the Chinese Communist regime in Beijing is trying to squeeze the life out of a great Asian city.“

//”Hong Kong Watch has ensured that the cause of freedom in Hong Kong has more and more adherents around the world. It does not just collect followers in Britain, but right around the world.”

//As the Last Governor of Hong Kong, he is much loved by Hongkongers and deeply respected around the world for his defence of Hong Kong's freedoms, the rule of law and autonomy, and his efforts to urge Britain and the international community to live up to the promises made to Hong Kong.

Chris Patten says Chinese Communist Party out to destroy Hong Kong

//“What the Chinese Communist Party in Beijing has set out to do is to destroy the Hong Kong which has been so successful for decades — one of the freest cities in the world and a great Asian financial hub, and they’ve done it in a traditional way,” said Chris Patten

//it was a “comprehensive dismantling of the rule of law, the independence of the judiciary” in Hong Kong and “very bad news” for the city which depends on the rule of law and the freedom of information to be successful.

//Patten also said Hong Kong should not have introduced a now-scrapped extradition bill law in the first place, as it triggered massive protests for months last year.

//“The verdict of people in Hong Kong was clear in the district council elections in November — the Pan-Democrats pretty well swept the board,” he said.

#ChrisPatten on Disqualifications : "outrageous political purge" on Hong Kong's democrats

Commenting on the disqualifications of 12 pro-democracy candidates, Chris Patten, the last British governor of Hong Kong, said:

"This is an outrageous political purge of Hong Kong's democrats. The National Security law is being used to disenfranchise the majority of Hong Kong's citizens.”

“It is obviously now illegal to believe in democracy, although this was what Beijing promised in and after the Sino-British Joint Declaration. This is the sort of behaviour that you would expect in a police state."

Johnny Patterson, Director of Hong Kong Watch said:

"The political screening of moderate democrats brings home the reality of the new status quo. The idea that it is unconstitutional for lawmakers to  oppose the National Security Law is totally absurd. International governments must respond proportionately to this attack on Hong Kong's freedoms."

Last Hong Kong governor calls for joint effort among countries to stand up to China

Chris Patten, the last British governor of Hong Kong, is appealing to countries including Canada to take co-ordinated action against Beijing’s crackdown on civil rights in Hong Kong.

It has been close to three months since China imposed the national security law on Hong Kong – one that criminalizes dissent and opposition. However, many Western countries have taken little action aside from suspending extradition treaties with Hong Kong.

Patten has called for parliamentary committees around the world to probe the crushing of human rights in Hong Kong.

Free World Against Chinese Communist Party for PRC's
"Total Hostility to Democratic Accountability"

Chris Patten, Hong Kong's last governor, spoke on Beijing's removal of pro-democracy lawmakers on Nov 11, 2020:

"This is yet another example of the Chinese Communist Party trampling on what is left of democracy in Hong Kong.

Once again, Xi Jinping's regime has demonstrated its total hostility to democratic accountability, and those who wish to stand up for it."

Benedict Rogers of Hong Kong Watch described the unrepresentative legislature without its oppositional camp as a "rubber stamp".

UK Foreign Secretary Dominic Raab called it "a further assault on Hong Kong’s high degree of autonomy and freedoms under the UK-China Joint Declaration".

Over 100 UK parliamentarians call for tit-for-tat sanctions against China

//In a joint petition led by #ChrisPatten, the last British Governor of Hong Kong, 103 U.K. parliamentarians called on the U.K. government to sanction Chinese officials, in response to Chinese sanctions on British lawmakers and entities.

“These sanctions reflect the increasingly authoritarian nature of the Chinese Government, which seeks to sanction U.K. parliamentarians, academics, and leading lawyers for the ‘crime’ of daring to voice concern over the persecution of Uighurs,” Patten wrote in the letter to Prime Minister Boris Johnson.

“This unprecedented attack on democratic representatives of the Western world deserves a robust and coordinated response,” Patten wrote in the letter, which was posted on the Facebook page of human rights group #HongKongWatch.

“It is clear that the so-called ‘golden-era’ of relations between the U.K. and China is now over,” he added. “We would urge the Government to immediately review, publish, and implement a cross-departmental strategy on how the U.K. can deal with the growing challenge the Chinese Government presents to the democratic world.”

Shadow Foreign Secretary Lisa Nandy, Asia Minister Stephen Kinnock and former leader of the Conservative Party, Iain Duncan Smith were among the signatories.//
