After midnight on 27 Jan 2020, no messages can be published on China's social media Weibo. Ino messages can be published on Weibo. There is a possibility that all accounts with foreign IP addresses have been banned.

The notification reads,
"Sorry, according to relevant laws and regulations, this content cannot be published."

8 Netizens Accused for Rumour Mongering Unpunished by the Ministry of Public Security

Eight netizens from mainland China were being accused for rumour mongering after spreading false news on Wuhan coronavirus. The response of the Wuhan police was that these people were educated and criticised by the law afterwards, but no further punishment was imposed. After the National Health Department notified the public about the pneumonia on 31 Dec 2019, somebody reported that there were people spreading false information on the internet. The Ministry of Public Security investigated and verified the eight suspects in succession. After investigation, these people were revealed to have shared and forwarded unverified messages, which contained rumours of the hospital having multiple confirmed cases of SARS.

However, due of the mild severity of this crime, the accused were not given warnings, neither were they detained or slapped with a fine.

Wuhan police said that the eight of them were arrested on the 1st January 2020.

I just left the police station after having my statement taken.

In the statement, I first had to confirm the tweet I made about WARS was mine. And then they told me to delete the tweet, which I refused. Then they told me not to tweet about WARS anymore, and I refused again. Finally, the warned me that I needed to bear legal responsibility, which I said I would be willing to. Every time they took my statement, the questions were the same, and the format was the same. They just changed the wordings for anti-ELAB movement last year into the ones for WARS this year.

[Wuhan citizen visited severely affected hospitals and witnessed a funeral home removing 8 body bags]
[Taken into police station at night after publicly releasing footage]


(2 Feb) A Wuhan citizen, Fang Bin, visited several severely affected hospitals in Wuhan. At Wuhan No. 5 Hospital, he filmed 8 body bags being removed from the hospital in 5 minutes. He also recorded a devastating scene where a man had just stopped breathing and his son was mourning hysterically by his side.

Shortly after the footage was released online, Fang was taken away by the authorities for suspicion of “possible infection from visiting the hospital”.

Upon his release, we were able to contact Fang. He stated: “They brought me to the police station, accusing me of detonating a nuclear bomb for shooting negative material and dead bodies. [They said] I should have shown the positive side, like how to fight the epidemic. They claimed I had caused distress.”

He speculated that the news of his confinement had spread widely online. The authorities feared his arrest could backfire and subsequently decided to release him.

According to non-governmental statistics, more than 300 individuals were arrested, warned or fined for spreading rumours relating to the recent epidemic throughout the country.

Political Security - Top Priority

(5 Feb) According to The Paper CN, the third national video conference of public safety agency held by the Ministry of Public Security of the People's Republic of China (MPS) on the 4 February in regards of the novel Coronavirus (2019-nCoV), have concluded several anti-epidemic measures in order to create a safe and stable environment of political society. The Paper mentioned that the MPS claimed to put political security in the first place and will strictly against the various sabotage activities by hostile forces both within and outside the borders, prevent spreading public health risks to the stable areas in the society. Also, more police force will be used to maintain a high-pressure status in the society to enhance deterrence and control. Patrols are planned at places with major pedestrian movement for increasing the security level, for example, medical institutions, isolation sites, public transportation and markets. For illegal behaviors that may disrupt social order, the MPS stated that they will crackdown on crimes strictly according to the law.

Editor's note: The national anthem of PRC, “March of the Volunteers” is actually a revolutionary song. The lyrics of the song is about standing up and resisting the enemies, which is encouraging and motivational. It is quite ironic to see Chinese netizens using the lyrics of their own national anthem to show their dissentience towards the authority which tried to cover up the outbreak of WARS, but turns out to be banned.

The Douban user’s post has been removed. The message from Douban admin said the content that the user has posted, “Arise! All who refuse to be slaves!” (First line of the PRC national anthem) or content the user shared in the post has been removed because of involving radical political stance or ideology. The user’s posts have been deleted multiple times recently, his/her account may be muted or suspended. To make sure his/her account can be used normally, and to maintain the harmony atmosphere within Douban, the admin asked the user to follow the guidelines.
