Detention Notice of Goods issued by Dali city to Cixi city (Image source: Internet screenshot)

Out of control local governments across China grabbing medical supplies from armoured vehicles 2/5

On 6 February, a "robbery notice" popped up on the internet. The notice dated 1 February was issued by #Dali city to #Cixi city of #Zhejiang Province stating that given the grave epidemic situation in Dali and shortage of supplies, the 598 boxes of surgical masks destined for Cixi were thus detained. The notice was officially sealed on the lower right corner, evident of an official document. On the same day, Cixi immediately sent a negotiation letter to Dali requesting the return of the 112,000 masks as soon as possible. The letter also stated that the consignment had full documentation, including courier number. This letter was also officially sealed by the Cixi government on the lower right corner.

Sohu.com broke the news on 6 February that medical protective equipment on the way to #Xinyang city of #Henan Province, Chengdu city, #Lijiang city, and #Zunyi city of #Guangxi Province were also "raided" by #Dali. Why were they all "robbed" by the same city? For goods imported from Southeast Asia and Myanmar, Dali is the customs clearing city. Even for goods being transported domestically, if the city government uses Yunnan SF Express for shipment, Dali is the courier company’s transit hub - equally no escape.

As such, it is easy for Dali to withhold any medical supplies. Cixi offered to negotiate and did not issue a notice of demand. The quantity Dali wanted for themselves could be negotiated as long as not all masks would be detained. It is thus obvious that official raiding of medical protective equipment has become the norm, and the hidden rules are well known to everyone.
