Letters from dissidents and exiles to Hongkongers, to express solidarity and hope for the future.

Press freedom, totalitarianism and the alikeness between Hong Kong and mainland China are drawing more attention. People shared their experiences and fear, hoping that Hongkongers will defend their right and earn victory. Together, we stand strong. We support each other amidst the darkest years in our life. Read their words and regain your hope.

I never thought my first time abroad would be as an exile (because she visited the protest in HK). -  a Shenzhen resident now overseas

The police have revised rules about who constitutes the media. It is the same control over press cards as in China. Soon the arrests of Hong Kong activists will be the same as those on the mainland – Liu Xiaobo, Ilham Tohti and Ren Zhiqiang. They will disappear without a mention in the news. - Chinese writer and journalist

Although eggs are weak they have within them life. There will be a day when we use our blood, youth and life to push down that wall. I believe the final victory belongs to us. – Hua Yong, 51, a Chinese artist in exile in Thailand

Australia Hiring Additional Mandarin-speaking Manpower For “Foreign Intervention Cases”

The relation between China and Australia remains tense. In an interview from The Australian, the Chief of the Australian Federal Police (AFP) Reece Kershaw stated that they would be hiring more Mandarin-speaking staff to handle foreign interference cases. Besides, he said that the AFP was also hiring some language graduates and Chinese-Australians for these “new and complex” cases.

Besides the transnational or organised crime, the AFP also needs to handle the missions of protecting national safety. Facing the intensified conflict between China and Australia, “We are facing the well-trained high-tech people… the challenge for such criminals is how to bring intelligence to evidence.” said Kershaw, who had just been the Chief for a year in the interview by The Australian.

He stated that there were 65 detectives in charge with foreign intervention at the moment but that AFP still had inadequate in detectives who know Chinese. As a result, he would continue to employ related staff, “Our team needs to be more diverse, similar to the Australia society, but we are not there yet”.

Kershaw disclosed that he asked the FBI for assistance last year, the bureau provided detailed training materials for the federal police, to help with the investigation which involving the crimes of violations of the Foreign Intervention Law passed in 2018. Among them, there was a joint action between the AFP and NSW police, raided Labour MP Shaoquett Moselmane and his office part-time assistance John Zhang involving in the Chinese Communist Party’s infiltration incident. Zhang was even accused of participating in the CCP’s united front training in 2013, hiding his identity from his boss, and influencing his boss wit improper means.

"Intelligence Community Must Change to Address China's Threats," says U.S. House Intelligence Committee Report.

Democrats and Republicans in the U.S. House of Representatives issued separate reports on the threat from China. The Democratic Party report stated that the U.S. government and intelligence community could no longer compete with China's in decades if there were no significant realignment of resources. A separate study by the Republicans made several recommendations, including a bilateral free trade agreement with Taiwan, to call for strict scrutiny of Chinese investments in U.S. companies.

The Democracy Party report was the conclusion of a two-year review of U.S. intelligence efforts. It stated that the U.S. must be more vigilant against China and must take a tougher stance against its theft of intellectual property and efforts to influence U.S. politics. "Absence of a significant and immediate reprioritization and realignment of resources would not favour the U.S. to compete with China, diplomatically, economically and militarily, on the global stage in the future," said by Representative Adam B. Schiff, the chairman of the committee.

The report alleged that China had used its unfair advantage and theft of intellectual property to dominate the global market, thereby shifting the global economy and investment to China. It had also attempted to take control of the Indo-Pacific region by militarizing the East Sea and the South China Sea with coercion. The report argued that the PLA had become a force capable of conducting complex joint operations through comprehensive restructuring, which enhanced China's confidence in its ability to project power regionally, particularly to Taiwan.

"China and Russia attempted to Undermine Cohesion in the West by sowing disinformation about on COVID-19 Vaccines and Cyber Attack," warns top UK general

The Chief of Defence Staff in the UK, Nick Carter, warned that Russia was attempting to undermine cohesion by sowing disinformation about on coronavirus vaccines on social media.

Carter said in an intelligence event yesterday (Sept 30) that Russia is exploiting strategic benefits by manipulating the information environment in this global pandemic crisis, including penetrating fake description in social media groups. He quote a case from the Australian Strategic Policy Institute (ASPI), which published a report in recent months, that a fake press release was circulating in mid-July about the US conducted vaccine trials on Ukrainian volunteers with death cases. This fake news was published in different countries and languages. The original source was believed having support from Russia authorities in order to stir up anti-American and anti-Ukrainian sentiments.

Carter said disinformation on the vaccine was an example of "digital authoritarianism", cooperating with Putin’s cyber and hacking attack. He also believes that a similar approach was adopted by China, where mass surveillance and "social credit scores" are being forged. Carter said Russia and China "see the strategic context as a continuous struggle in which non-military and military instruments are used unconstrained by any distinction between peace and war". "Their goal is to win without going to war: to achieve their objectives by breaking our willpower, using attacks below the threshold that would prompt a war-fighting response.", he added.

US House of Representatives Passes Another Bill Against Uyghur Forced Labour, Compels Listed Companies to Disclose Details of Operations Involving Xinijang

The US House of Representatives passed the Uyghur Forced Labor Disclosure Act by 253 votes to 163 on 30 September, requiring publicly traded companies to disclose details of those of their business activities and supply chains involving Xinjiang. This was the second bill addressing force labour in Xinjiang the House had passed in 10 days.

Introduced in March by Democratic representative Jennifer Wexton, the bill seeks to amend the Securities Exchange Act of 1934 to require issuers of securities to make necessary disclosures about activities in the Xinjiang Uyghur Autonomous Region.

Following the bill’s passage, Wexton said on Twitter that Americans deserve to know if the products they use every day, from phones to clothes, are produced by forced labour. She stressed that “[c]omplicity in human rights abuses will not be tolerated.” Quoting the 2019 annual report on China by the cross-party Congressional Executive Committee on China, the bill notes numerous reports of the Chinese government cracking down on ethnic minorities and holding them in forced labour in the Xinjiang Uyghur Autonomous Region.
