The World Against China: US Senators Introduce Bipartisan Bill to Stop China’s Expansion into Latin America

The US Congress has renewed its efforts to stunt China’s global expansion with Democrats and Republicans in the Senate Committee on Foreign Relations joining hands to push for a new law that strengthens US-Latin America partnership, countering Beijing’s economic, security, and intelligence activities in the region.

The legislation—the Advancing Competitiveness, Transparency, and Security in the Americas Act—was introduced in the Senate on 14 August by Democrat Bob Menendez and Republican Marco Rubio alongside a number of other senators, including Ben Cardin, Tim Kaine, and Ted Cruz.

The new legislation aims to improve the US’s diplomatic and economic ties with Lain America with a view to strengthening economic competitiveness, safeguarding digital infrastructure, and addressing abuse of human rights through digital surveillance in the region. It is considered to be the most significant and groundbreaking bipartisan effort to contain China’s expansion into Latin America and the Caribbean ever.

The legislation covers four major areas, namely the US’s economic and diplomatic presence in the region, countering malign economic practice, securing physical and digital infrastructure, and supporting civil society. The law provides for an array of measures. Eligibility for US International Development Finance Corporation (DFC) initiatives, for one, will be extended to Caribbean countries. Futhermore, 35 percent of the DFC’s budget will be dedicated to Latin America and the Caribbean in the next 10 years. In addition, it will give access to a US$10-million fund for the purpose of promoting internet freedom and fostering civil society. The law will also require the Secretary of State to further educational, professional, and cultural exchanges so as to counter the Chinese government’s influence in the region.

US Representative Puts Forward Resolution to End ‘One China’ Policy, Establish Formal Diplomatic Relations Between America and Taiwan

US Republican representative Tom Tiffany has introduced a concurrent resolution calling for the resumption of formal diplomatic relations between America and Taiwan and ending the ‘one China’ policy.

Introduced on 16 September, the resolution will, if passed, serve as the congress’ call for the US to resume formal diplomatic relations with Taiwan, negotiate and sign free trade agreements, and endorse Taiwan’s membership in international organizations. It will also call on the president to move away from the outdated ‘one China’ policy and recognize Taiwan as an independent state, and to endorse Taiwan’s membership in the UN and other international organizations of which the US is a member. A concurrent resolution is a legislation expressing the sentiment of the US congress. Requiring only the approval of both the house and the senate and not the president’s signature, it is not legally binding.

“Now is the time for America to stop parroting Beijing’s ‘One China’ fantasy, and for US policy to reflect the reality that Taiwan is a free, democratic and independent country,” Tiffany stressed, noting that the US does not need the CCP’s permission to engage in dialogue with its friends around the world.

Tiffany said the US and Taiwan had maintained normal diplomatic relations until 1979, when the then-president Jimmy Carter abruptly cut ties with Taiwan and recognized the communist Chinese regime without the congress’ consent. Despite the Taiwan Relations Act, which the congress later passed to authorize US arms sales to Taiwan, and the ‘six assurances’ made by the late president Ronald Reagan, the absence of formal diplomatic relations between the US and Taiwan is tantamount to treating the democratically elected government of Taiwan the same way it treats the brutal regimes in North Korea and Iran.

US House of Representatives Passes Another Bill Against Uyghur Forced Labour, Compels Listed Companies to Disclose Details of Operations Involving Xinijang

The US House of Representatives passed the Uyghur Forced Labor Disclosure Act by 253 votes to 163 on 30 September, requiring publicly traded companies to disclose details of those of their business activities and supply chains involving Xinjiang. This was the second bill addressing force labour in Xinjiang the House had passed in 10 days.

Introduced in March by Democratic representative Jennifer Wexton, the bill seeks to amend the Securities Exchange Act of 1934 to require issuers of securities to make necessary disclosures about activities in the Xinjiang Uyghur Autonomous Region.

Following the bill’s passage, Wexton said on Twitter that Americans deserve to know if the products they use every day, from phones to clothes, are produced by forced labour. She stressed that “[c]omplicity in human rights abuses will not be tolerated.” Quoting the 2019 annual report on China by the cross-party Congressional Executive Committee on China, the bill notes numerous reports of the Chinese government cracking down on ethnic minorities and holding them in forced labour in the Xinjiang Uyghur Autonomous Region.

New-Elected Senates Asked for Pelosi's Explanation on Having China Daily in the Office without Requests

Ashley Hinson, a new Republican member of the House of Representatives, sent a letter to Nancy Pelosi last week, asking for an explanation on the appearance of the CCP media China Daily in the Congress office. She also stated her will of prohibiting China official publication from appearing in the Congress.

Hinson saw China Daily appearing in her office on Friday without asking for it. "Neither I nor my staff has requested, so I am shocked. I demand Pelosi, with her power of being the Head of the Congress, to stop the CCP from distributing their official publication in our godly building."

China Daily is being classified as communism propaganda by the State Council that it catches attention due to frequently reporting CCP's brutal claims. These reports include helping millions of Uyghurs women not only to be "childbirth machine" in the re-educational camps, and claiming the US has the first case of AIDS then spreading to the world.
