Yuen Long District Council Forms Group to Urge Investigation into Police Brutality

Yesterday (7th January 2020), the Yuen Long District Council took a vote in its first meeting of the new term to set up a working group to probe into the 721-mob-attack incident, and also to demand for answers from the police.

The attacks took place at the West Rail Station, late in the evening of the 21 July 2019. About a hundred white-clad assailants, with suspected triad background, attacked commuters at the concourse of the station indiscriminately. The police force faces accusations that it colluded with the assailants, after they took almost 40 minutes before any officers arrived at the scene.

After a landslide victory in District Council election last November, the council is now dominated by pro-democracy members. They are demanding that the government set up an independent inquiry to investigate and look into the the police brutality.

I have a question for Chan Siu-chee and the management of the Hospital Authority. There are currently over 60 people stuck at the A&E overnight, waiting to be treated. This sight looks as pathetic as a refugee camp. Do you think such an environment will be able to meet the standards of public health and infection control?

If you claim that there is sufficient manpower, then please come down and explain to the patient and their relatives why there are only 1.5 nurses to take care 60 patients. Furthermore, there is a 20-hour waiting time. Some of them had to sleep under the television while waiting!

You have created 1400 beds out of nothing, but who is going to handle the nursing of the patients and the doing of ward rounds? The management?

The people are not as ignorant as you think. Fabricating lies and 'moving the goalposts' has become second nature to you, and you're at a point whereby you're fooling yourselves.

China's Passed Law on Community Correction Adding Surveillance on Electronic Positioning

(Editor's Note: The Community Correction Committees are set up to foster vocational training and education. Applicants will be subjected to surveillance of tracking their live locations through GPS on their mobile phones, compulsory video calls, and wearing a wristband.

The law stipulates those subjected to electronic positioning, including people who violated the injunction of the court, people leaving the city or county of residence without proper reasons or approval, people who fail to report their activities in accordance with the regulations after being given a warning, among others.

The time limit for using electronic positioning shall not exceed three months and must be approved by the head of the justice authorities at the county level. When it is necessary to continue tracking after the expiration of the time limit, the time limit may be extended upon approval and shall not exceed three months at a time.

The law protects personal information obtained through electronic positioning, mandating that community correction institutions must keep the information confidential, and the relevant information can only be used for community correction work.

The Beijing government is threatening to execute two Uyghur scholars, accusing them for crimes related to harbouring and spreading separatist sentiments.

It is unknown if their arrests and persecutions are linked to their ethnical background. A lack of transparency about their arrests and their charges clearly suggests that the government cannot defend it's actions.

China flight systems jammed by pig farm near Harbin airport

(Editor's Note: rumors of illegal traders using drones to spread the African Swine disease to speculate the pork price and reap profit)

A series of flights in and out of Harbin airport complained that the planes’ navigation (GPS) and ADS-B systems were degraded while flying over Zhaozhou, Heilongjiang in late October 2019. The report said that the radio jammers were found in a local pig farm that installed drone jamming devices to prevent criminal gangs from dropping items infected with the African Swine Disease. The navigation systems of commercial aircraft were accidentally affected. The radio jammers from identified pig farms and their owners were ordered to turn in their equipment. No further punishment was imposed.

Chinese state media reported a week before that gangs were exploiting the African swine fever crisis by deliberately spreading the disease by using drones by dropping infected items onto pig farms. The farmers were forced to sell meat cheaply to the gangs who sell it on as healthy stock. The criminals also spread rumors about the presence of the virus to achieve a cheap purchase price.

Pork prices have more than doubled in China as millions of pigs have been slaughtered since the first case of African Swine fever was identified in Shenyang in August 2019.

Admission of Space Constraints in Public Hospitals, Food and Health Bureau Seeked Support from Private Hospitals

Due to outbreak of Wuhan pneumonia, citizens raise concern on personal hygiene. Legislative Councillor pointed out the prices of face masks had increased 10 times then the original price. Secretary for Food and Health Professor, Sophia Chan, noted the tensed supply of face masks and had contacted with HK General Chamber of Pharmacy Limited to ensure stable supply in the next two weeks.

She also admitted that there had been in lack of beds and manpower to handle the influx of patients in public hospitals. The Bureau requested Hospital Authority to relieve the pressure of frontline medical staff by transferring stable patients to private hospitals.

She mentioned that there was still no information on whether there was an outbreak of pneumonia in other provinces in China, but will communicate with China Health Department. No further information was mentioned on setting up an expedition team to Wahan.

Kwun Tong District Council suspended the construction of the musical fountain

The first meeting of Kwun Tong District Council was held on 7 Jan discussed the project of music fountain in Kwun Tong Promenade. Wong Chi-ken, one of the pro-democracy District Councillor, requested the government to explain the construction details and suspend the project. Secretary for Food and Health Sophia Chan refuses to issue travel warning for Wuhan

In response to enquiries from three Legco members, Chan responded that Mainland China is not part of the SAR Government’s travel warnings. She pointed out that the World Health Organization did not recommend enacting any travel or commerce restrictions against China.

8 More Patients Suspected to be Infected with the Wuhan Pneumonia Virus

According to Hospital Authority's announcement, 8 more patients with respiratory conditions who have been to Wuhan in the past 14 days have been admitted to public hospitals in the past 24 hours, as of noon today (Jan 8). The new patients have reportedly not visited any wet markets in Wuhan. It is not yet known whether the cases involve the new Wuhan pneumonia virus; the Authority is awaiting test results.

This brings the number of suspected cases in Hong Kong to 38, since December 31.

WebSAMSs in Nine Schools Attacked; Four Schools With Information Stolen

According to the Education Bureau, Web-based School Administrative and Management Systems (WebSAMS) in 9 schools were attacked and data in four of them were stolen, including the HKSKH Bishop Hall Secondary School, La Salle Primary School, Po Leung Kuk Ho Yuk Ching (1984) College, Islamic Kasim Tuet Memorial College.

Schools affected have announced notices to parents and teaching staffs, listing out information that have possibly leaked out.

The government has also asked schools which had been involved to report the incident to the Police and the Privacy Commissioner for Personal Data.

Councillor Assistant Arrested and Sprayed with Blue-dyed Pepper Spray

Councillor Assistant Kelvin Yip was brought into the police cordon after he and Sheung Tak Councillor Isaac Lee arrived on-site to defuse the situation. Yip was wrestled to the ground, and arrested on-site; he could later be seen being sprayed by riot police with blue-dyed pepper spray with his hands tied back. He could be seen to be in agony. Lee could also be seen with dyed pepper spray on his collar.

Riot police had previously entered Kwong Ming Court for unknown purposes and attempted to enter a block, but later retreated outside.
