GENERAL OBJECTIVES:

Implement FSL projects’ activities.

Complete deliverables to specification and within timeline.

Represent Program and ACTED in Relevant Sectors

Provide required information to relevant parties as dictated by contract and procedures

Participate in the development of new proposal by supporting the identification of partners, sectors, activities, etc.

Identify best practices and lessons learned

KEY RESPONSIBILITIES:

Finance

Respect and follow up of ACTED’s Financial procedures
Reporting:

Provide internal reports with complete, verified information to FSL officer on time
Project Cycle Management:

Carry out focus group discussions with targeted communities and their representatives,

Carry out market assessment, price monitoring with support from the FSL officer,

Carry out beneficiary’s identification, selection and registration processes timely, transparently in accordance with the program guidelines,

With coordination with the local authorities, and relevant ACTED team prepare the distribution plan,

Carry out training for the project’ beneficiaries, and make sure all meeting outputs are well archived and shared with the FSL officer,

Regularly monitor program activities progress against program work plan promptly identifying any current or potential delays and provide timely inputs and feedback to the supervisor,

Prepare and submit daily and weekly reports to the FSL senior officer as required,

Adherence to All Applicable Regulations:

Insure the beneficiaries meet the selection criteria,

Collect all the information from beneficiaries for the project,

Collect necessary documentation for project completion

Oversight of Implementing Partners:

Responsible for all project activities implemented by IPs

Develop Project Management tool and communication channels to ensure a regular flow of information.

Qualifications

University agricultural degree/Agricultural background
At least 1 years of previous related experience,
Demonstrated ability to meet deadlines and work independently and cooperatively with team members in a cross cultural environment is required
Demonstrated flexibility and creativity in planning and problem solving
Proven ability to learn quickly, lead a program to achieve stated results and objectives
Effective verbal and written communication, multi-tasking, organizational and prioritization skills
Ability to work effectively with an ethnically diverse team in a sensitive environment
High job ethics
Previous experience in insecure environments

#General

• The Distribution Team Senior Officer is responsible for daily implementation and monitoring and coordination of PIN distribution program. The program covers RTE, Food Baskets and Multipurpose Cash assistance This position also supports the management staff to track day-to-day activities of the program.
• Feeding into the information sharing mechanism in the field and with Gaziantep providing with data and field updates
• Respect the security guidelines as set in the Program Security Plan.
• Supervising the process of collecting and updating data from local councils periodically.
• Liaise with all stakeholders in the communities
• Follow up on adherence to basic protection standards during distributions.
• Conduct other activities as requested by line manager.

Project Implementation:

- Conduct need assessments as required to identify needs in the operations areas under supervision of the Cash-Based Program Management and food security.
- Lead the communication of planning and coordinating assessments with community representatives and local councils.
- Work closely with the program management to identify emerging needs of the communities.
- Manage overall PINs distribution activities in the field.
Coordinate with Logistics, M+E, Security and Accountability team and local councils
Prepare distribution site
Ensure readiness of distribution protocols and data
Ensure smooth distribution of in-kind and cash assistance
- Ensure that all partners and local councils understand the terms of the contracts/MOUs.
- Make sure that the activities are going well according to the plan and strategy, following PIN’ rules and policies.
- Work closely with M&E team to ensure that the required information exists and proper filing of project document.
- Monitoring Teams work and contractual commitments plan (field visits to teams’ locations).
- Support partners and staff to solve any problems, challenges, or delays in programming.
- Making sure that payment are paid in time according to PIN’ policies.
- Inform management staff of any opportunities, challenges or changes to the programming environment in the field.
- Ensure effective and timely communication with other departments as needed (Logistics, Administration, Finance …)
- Ensure all filing, scanning and archiving of documents in PINs systems
- Implement PIN protection mainstreaming principles into programming

Supervision:

- Lead weekly and monthly planning of cash program.
- Effectively supervise a team of Assistants to complete program implementation with a high quality and in a timely manner.
- Coordinate activities with implementing partner(s) and/or local councils (if applicable).

Reporting:

- Daily and weekly reporting on activities of cash program.
- Collect and report any new security information, incident or any change of the context to the line manager.
- Report challenges, successes, relevant issues to the Cash Based Program Management.

About People in Need

People in Need’s programs for war-affected Syrian population focus mainly on livelihoods, food security and WASH activities. PIN operates several programs across North Western Syria with its offices and field staff in Syria. Cross-border operations are managed from Gaziantep, Turkey, where PIN’s main office is established serving as administrative and logistics support of program implemented directly or through partners in Syria.
M&E Sr. Officer inside Syria will be responsible primarily for coordinating and planning the collection of data for routine M&E tasks within the field office in which they are based. M&E Sr. Officer will also have a good understanding of data collection software, in order to provide the M&E team in Gaziantep with initial and immediate preliminary data analysis for field activities.

Duties and Responsibilities
Planning/Coordination

• Develop and implement clear M&E plans for projects’ activities related to M&E in the area, including setting clear objectives to the team and meeting deadlines of implementation, being sure that the performance across the activities is as required.
• Supervise M&E assistants, daily workers and officers, assign tasks for all field monitoring, assessments, baseline studies and evaluations.
• Prepare daily plans for the team, arrange tasks, tools and locations in addition to coordination with the local councils, associations or any society coordination representative, and share the plan with provide feedback to M&E Officer in Gaziantep.
• Prepare weekly report of the implemented tasks, detailing activities, locations, used tools and any findings in the field.
• Take a part in the weekly coordination meeting along with M&E Officer in Gaziantep to discuss the processes and activities conducted during the previous week, and detail findings in the field, obstacles, suggestions and recommendations.
• Supervise all assessments, baseline and endline studies, PDMs, evaluations, and other M&E activities.
• Daily coordination with other departments (logistics, security, etc.) to ensure that the tasks are implemented with the sufficient support by those departments and according to PIN policy.

Quality of data collection

• Test all relevant M&E tools (KIIs, questionnaires, FGDs, checklists, etc.) and conduct training to M&E team on each new tool under supervision of M&E Officer in Gaziantep.
• Provide feedback to M&E Officer in Gaziantep on tool quality and applicability in the field.

Capacity Building

• Assess field assistants’ data collection and interview technique after providing trainings as necessary.
• Feedback to M&E Officer in Gaziantep regarding assistants’ capacities, providing clear plans for capacity building and trainings.
Accountability and integrity
• Supervise Complaints & Response Mechanism (CRM) implementation, ensuring complaints and feedback are dealt with in accordance to the PIN CRM Policy, including complaints boxes existence in distribution points and archiving and sharing the received complaints.
• Report immediately to CRM Officer all incidents in the field related to security, accountability or complaints. Communicate directly with M&E Manager for sensitive issues that should not be shared with field office staff.
