The entire region is in extreme or exceptional drought, according to federal monitoring reports, and Oregon’s Klamath County is experiencing its driest year in 127 years.

PORTLAND, Ore. (AP) — The water crisis along the California-Oregon border went from dire to catastrophic this week as federal regulators shut off irrigation water to farmers from a critical reservoir and said they would not send extra water to dying salmon downstream or to a half-dozen wildlife refuges that harbor millions of migrating birds each year.

In what is shaping up to be the worst water crisis in generations, the U.S. Bureau of Reclamation said it will not release water this season into the main canal that feeds the bulk of the massive Klamath Reclamation Project, marking a first for the 114-year-old irrigation system. The agency announced last month that hundreds of irrigators would get dramatically less water than usual, but a worsening drought picture means water will be completely shut off instead.

“This year’s drought conditions are bringing unprecedented hardship to the communities of the Klamath Basin,” said Reclamation Deputy Commissioner Camille Calimlim Touton, calling the decision one of “historic consequence.” “Reclamation is dedicated to working with our water users, tribes and partners to get through this difficult year and developing long-term solutions for the basin.”

Municipal water supplies down to 1-2 weeks in parts of Oregon:

Oregon is experiencing a shortage of chlorine, the chemical used in small amounts by water treatment facilities to prevent harmful bacteria growth in drinking water supply. State officials say they have a plan to help water districts across Oregon get the chlorine they need if their stockpiles run low and there’s no threat to the water the public depends on.

But city leaders in Lake Oswego and Tigard have asked residents to reduce their water use during the shortage.

The shortage occurred after a power outage earlier this month at the Westlake chemical facility in Longview, Washington, the main provider of chlorine for Oregon.

Matt Marhine, the deputy director at the Oregon Department of Emergency Management, says the shortage is not unique to Oregon.

“[This] is a situation that is occurring nationally as we see shortages and challenges with chlorine distribution and production throughout the country,” he said.

Here in the West, the distribution and production of the chlorine used in water and treatment and wastewater treatment is mostly facilitated out of Westlake. The facility had a power disruption due to a power connection failure, which is in the process of being repaired today.

“We expect to see that that facility has power before the end of the month and production is able to resume and deliveries get back on track,” Marheine said.

Oregon Emergency Management is working with 33 state agencies to keep the public informed of the water status. However, Marheine wanted to make one thing clear:

“The drinking water in the state of Oregon is clean and safe to use and drink,” he said.

The concern is how long the current chlorine supply will last
. Most Oregon water districts have around a month’s supply of chlorine, according to Andre Ourso, administrator for the Oregon Health Authorities’ Center for Health Protection.

But some water districts are not in such good standing. The district that supplies water to Junction City has only a seven-day supply of chlorine.

“We can look into transferring some supply if it’s possible to those systems that are in need,” Ourso said.

Other cities with lower supply include Corvallis, with an 18-day supply, Estacada with 16 days, Florence with 16 days, Medford with 14 days, Ashlyn with 14 days, Forest Grove with 15 days and Scappoose with 14 days.

The plan is to severely limit food supply.

“Control food, and you control people.” — Kissinger

____

SACRAMENTO, Calif. (AP) — The federal government says it won’t deliver any water to California farmers because of a severe drought. The decision will force many farmers to plant fewer crops in a region that supplies a quarter of the nation’s food.

The U.S. Bureau of Reclamation said a severe drought plaguing the western United States has left its system of reservoirs depleted. Environmental laws also require the system to have supply to maintain water quality throughout the fragile San Joaquin-Sacramento River Delta.

The bureau said January and February have been the driest ever recorded for the northern Sierra Nevada mountains.

Unbelievable - Terrible timing to not be able to export grains/oilseeds:

U.S. barge backlog swells on parched Mississippi River

Commercial barge traffic on southern stretches of the Mississippi River was at a standstill on Tuesday as low water levels halted shipments of grain, fertilizer and other commodities on the critical waterway, shipping sources said.

The supply chain snarl comes just as harvesting of corn and soybeans, the largest U.S. cash crops, is ramping up and as tight global supplies and strong demand for food and fuel have sent inflation soaring.

Around 100 tow boats hauling some 1,600 barges were lined up for miles waiting to pass through one trouble spot near Lake Providence, Louisiana, that has been largely closed since late last week, shipping sources said.

At least two other sections of the lower Mississippi have also been closed at times, disrupting the flow of grain to U.S. Gulf Coast export terminals, where some 60% of U.S. corn, soybean and wheat exports exit the country, they said.

Shippers have been loading less cargo per barge so vessels sit higher on the water, and towing companies have reduced the number of barges per tow by nearly 40% as the low water conditions narrowed the navigable channel.

You should exit the system to the best of your ability. Of course, most people cannot fully exit 100%, but my motto is to only keep inside the system what you are willing to completely lose access to for a period of time, or forever.
