We knew when the invasion began that Russia was committing the vast majority of its Ground Forces, which would not be available for other operations as long as the war continued. The Russian Air Force has also taken heavy losses and it is using up much of its cruise missiles.

@hemicker ~80% was the initial invasion force, and then Russia pulled another 10-15 BTGs over the next two months from places like Tajikistan, Georgia, Sakhalin, etc. The remaining BTGs almost certainly aren't at full strength and lack equipment. Not sure how deployable they are.

Of course, it also defies logic. There is a significant domestic political risk for Putin if this war fails (which it is). Why would he hold back 40% of Russia's Ground Forces units as Ukraine is conducting offensives in two regions?
